Optimal Blends of History and Intelligence for Robust Antiterrorism Policy
Abstract Antiterrorism analysis requires that security agencies blend evidence on historical patterns of terrorist behavior with incomplete intelligence on terrorist adversaries to predict possible terrorist operations and devise appropriate countermeasures. We model interactions between reactive, adaptive and intelligent adversaries embedded in minimally sufficient organizational settings to study the optimal analytic mixture, expressed as historical memory reach-back and the number of anticipatory scenarios, that should be used to design antiterrorism policy. We show that history is a valuable source of information when the terrorist organization evolves and acquires new capabilities at such a rapid pace that makes optimal strategies advocated by game-theoretic reasoning unlikely to succeed

The purpose of this exercise is to create simplest possible setting in which results of Kirman and Vriend [2001] would be replicated. The focal point would be the transaction economics of simple markets, complex enough to study effects of loyalty and adaptive pricing strategies on price dispersion and market success of individual traders. The Kirman and Vriend [2001] used reinforcement learning as a base for agent’s logic, which as shown in Kutschinski et al. [2003] and Tesauro and Kephart [1999], may lead to complex agent’s behavior which is not reflected by real life examples. Therefore, an attempt to corroborate Kirman and Vriend [2001] results by building from bottom to up by augmenting Zero Intelligence framework seems justified. 2 Setting of the experiment Given the goal stated in the previous section, repeated interaction setting had to be adopted, when buyers and sellers could preserve information between trading turns.
