    Warren Robinson Austin: A Reluctant Cold Warrior

    Senator Warren Robison Austin (R-VT) was appointed by President Harry S. Truman to be the US Representative to the United Nations in June 1946. While a member of the US Senate, Austin had been a great advocate for internationalism and the United Nations. His tenure as Representative lasted until January 1953. The growing pains of the new organization were complicated by myriad contentious problems, not the least of which was the dawning of the Cold War. Austin was caught between the Soviet delegation, who were bent on opposing virtually all US initiatives at the UN, and members of the Truman Administration who were adamantly anti-communist/anti-Soviet. This thesis examines the role that anti-communism played in establishing an atmosphere of distrust leading, at least partly, to the Cold War; and Austin’s role at the United Nations as regards three representative issues that confronted the international organization during his tenure. The first issue was how the Soviets and the Western Powers disagreed over the question of unanimity of the permanent five members in the Security Council. Next, I will show how irreconcilable differences between the United States and the Soviets thwarted the functioning of the Atomic Energy Commission of the Security Council. Lastly, the Korean War is examined as the first use of a military response by the United Nations to international aggression. Austin dutifully represented the administration at the United Nations, but often expressed his own less confrontational views in meetings, speeches outside the UN, and in letters to friends and loved ones. He held the United Nations to be a positive force for peace, while other members of the administration were stridently anti-Soviet and found the United Nations to be the perfect ideological battleground while acting unilaterally outside the organization. I will show how Austin had an idealistic view of the United Nations and maintained that it was the best vehicle for the maintenance of peace. Also how he was, initially, more even-handed in dealing with the Soviet delegation than his overseers in the Truman administration. He eventually grew weary of Soviet tactics and their alleged aggression in Korea leading him to harden his outlook

    Functional modularity of nuclear hormone receptors in a Caenorhabditis elegans metabolic gene regulatory network

    We present the first gene regulatory network (GRN) that pertains to post-developmental gene expression. Specifically, we mapped a transcription regulatory network of Caenorhabditis elegans metabolic gene promoters using gene-centered yeast one-hybrid assays. We found that the metabolic GRN is enriched for nuclear hormone receptors (NHRs) compared with other gene-centered regulatory networks, and that these NHRs organize into functional network modules.The NHR family has greatly expanded in nematodes; C. elegans has 284 NHRs, whereas humans have only 48. We show that the NHRs in the metabolic GRN have metabolic phenotypes, suggesting that they do not simply function redundantly.The mediator subunit MDT-15 preferentially interacts with NHRs that occur in the metabolic GRN.We describe an NHR circuit that responds to nutrient availability and propose a model for the evolution and organization of NHRs in C. elegans metabolic regulatory networks

    Moray eels are more common on coral reefs subject to higher human pressure in the greater Caribbean

    Proximity and size of the nearest market (‘market gravity’) have been shown to have strong negative effects on coral reef fish communities that can be mitigated by the establishment of closed areas. However, moray eels are functionally unique predators that are generally not subject to targeted fishing and should therefore not directly be affected by these factors. We used baited remote underwater video systems to investigate associations between morays and anthropogenic, habitat, and ecological factors in the Caribbean region. Market gravity had a positive effect on morays, while the opposite pattern was observed in a predator group subject to exploitation (sharks). Environmental DNA analyses corroborated the positive effect of market gravity on morays. We hypothesize that the observed pattern could be the indirect result of the depletion of moray competitors and predators near humans.     Ecological roles and importance of sharks in the Anthropocene Ocean

    In ecosystems, sharks can be predators, competitors, facilitators, nutrient transporters, and food. However, overfishing and other threats have greatly reduced shark populations, altering their roles and effects on ecosystems. We review these changes and implications for ecosystem function and management. Macropredatory sharks are often disproportionately affected by humans but can influence prey and coastal ecosystems, including facilitating carbon sequestration. Like terrestrial predators, sharks may be crucial to ecosystem functioning under climate change. However, large ecosystem effects of sharks are not ubiquitous. Increasing human uses of oceans are changing shark roles, necessitating management consideration. Rebuilding key populations and incorporating shark ecological roles, including less obvious ones, into management efforts are critical for retaining sharks’ functional value. Coupled social-ecological frameworks can facilitate these efforts

    Accuracy of Perceived Estimated Travel Time by EMS to a Trauma Center in San Bernardino County, California

    Introduction: Mobilization of trauma resources has the potential to cause ripple effects throughout hospital operations. One major factor affecting efficient utilization of trauma resources is a discrepancy between the prehospital estimated time of arrival (ETA) as communicated by emergency medical services (EMS) personnel and their actual time of arrival (TOA). The current study aimed to assess the accuracy of the perceived prehospital estimated arrival time by EMS personnel in comparison to their actual arrival time at a Level II trauma center in San Bernardino County, California.Methods: This retrospective study included traumas classified as alerts or activations that were transported to Arrowhead Regional Medical Center in 2013. We obtained estimated arrival time and actual arrival time for each transport from the Surgery Department Trauma Registry. The difference between the median of ETA and actual TOA by EMS crews to the trauma center was calculated for these transports. Additional variables assessed included time of day and month during which the transport took place.Results: A total of 2,454 patients classified as traumas were identified in the Surgery Department Trauma Registry. After exclusion of trauma consults, walk-ins, handoffs between agencies, downgraded traumas, traumas missing information, and traumas transported by agencies other than American Medical Response, Ontario Fire, Rialto Fire or San Bernardino County Fire, we included a final sample size of 555 alert and activation classified traumas in the final analysis. When combining all transports by the included EMS agencies, the median of the ETA was 10 minutes and the median of the actual TOA was 22 minutes (median of difference=9 minutes, p<0.0001). Furthermore, when comparing the difference between trauma alerts and activations, trauma activations demonstrated an equal or larger difference in the median of the estimated and actual time of arrival (p<0.0001). We also found month and time of day to be associated with variability in the difference between the median of the estimated andactual arrival time (p=0.0082 and p=0.0005 for month and time of the day, respectively).Conclusion: EMS personnel underestimate their travel time by a median of nine minutes, which may cause the trauma team to abandon other important activities in order to respond to the emergency department prematurely. The discrepancy between ETA and TOA is unpredictable, varying by month and time of day. As such, a better method of estimating patient arrival time is needed

    [Extract] Shark sanctuaries, defined as national prohibitions on the commercial fishing and trade of sharks, provide globally important refuges for some shark species. The Maldives has earned international acclaim for being a sanctuary and reaps considerable economic benefit from shark dive tourism. Despite its success in shark conservation, the country may repeal or weaken its sanctuary legislation based on the desire to benefit economically from shark fishing and perceptions of increased conflict between fishers and sharks due to depredation (when sharks take or damage catches). Although recent pandemic-related disruption of tourism likely fueled this initiative, it may have been inevitable given that revenue generated from shark tourism does not directly benefit communities that once fished sharks and now experience depredation
