Pregled tujerodnih dvokrilcev v Sloveniji
The nonindigenous Diptera occurring in Slovenia are overviewed based on literature data. In total, 18 species belonging to eight Diptera families are alien to Slovenia. Most of the species originate from North America and continental Asia. The first record of an alien Diptera species (Ceratitis capitata (Wiedemann, 1824) (Diptera: Tephritidae)) was made in 1959, but the bulk of the species were recorded for the first time in the last two decennia. Most of the species were found in the pre-Alpine and sub-Mediterranean regions. The distribution and abundance of the alien Diptera are not fully known, as in most cases only the first observations were published. Most of the species are phytophagous and are known pests in agriculture and forestry. A list of expected nonindigenous Diptera species for Slovenia is given. It is suggested that a monitoring system should be developed in order to understand the population dynamics and the impact of the alien species on the ecosystem and economy.
Hermetia illucens L. (Diptera, Stratiomyidae), nova tujerodna invazivna vrsta v Sloveniji
The black soldier fly (Hermetia illucens) was for the first time recorded in August 2009 for the territories of Slovenia. In 2010, the black soldier fly was found on several places in the coastal region of Primorska and in Ljubljana. The way of introduction and possible effects to other species are discussed.
Best Practices in Involuntary Loss of Nationality in the EU. CEPS Liberty and Security in Europe No. 73/November 2014
This paper was prepared as a ILEC Policy Brief for discussion at the final conference of the project on Involuntary Loss of European Citizenship: Exchanging Knowledge and Identifying Guidelines for Europe, 11-12 December 2014. Co-funded by the European Commission’s DG for Justice, Citizenship and Fundamental Rights, the ILEC project has aimed to establish a framework for debate on international norms on involuntary loss of nationality. A Comparative Analysis of Regulations on Involuntary Loss of Nationality in the European Union. CEPS Liberty and Security in Europe, 75/December 2014
This study examines the workings of the Common European Asylum System (CEAS), in order to assess the need and potential for new approaches to ensure access to protection for people seeking it in the EU, including joint processing and distribution of asylum seekers. Rather than advocating the addition of further complexity and coercion to the CEAS, the study proposes a focus on front-line reception and streamlined refugee status determination, in order to mitigate the asylum challenges facing Member States, and vindicate the rights of asylum seekers and refugees according to the EU acquis and international legal standards. Joint processing could contribute to front-line reception and processing capacity, but is no substitute for proper investment in national systems. The Dublin system as currently configured leads inexorably to increasing coercion and detention, and must thus be reconfigured to remove coercion as a principle and ensure consistency with human rights and other fundamental values of the EU
The relationship between citizenship and residence in the citizenship laws of the member states of the European Union
CARIM-India: Developing a knowledge base for policymaking on India-EU migrationThis paper addresses various aspects of the link between residence and citizenship in EU Member States. The first concerns the length or type of residence required for acquisition of citizenship by naturalization. All Member States impose residence requirements for this purpose, but differences between nationals law are considerable. Second, the paper surveys whether, or under which conditions, citizenship acquired by naturalization can by lost by a certain period of residence abroad. Third the paper describes and analyzes national laws that make an exception to the general rule citizenship can be transmitted by (a) parent(s) to their children, even if the parent(s) reside(s) outside of the country of citizenship and their children are therefore born outside that country. The content of this paper is based on several comparative studies conducted on grounds for acquisition and loss of nationality, in particular of the Member States of the European Union.CARIM-India is co-financed by the European University Institute and the European Unio
Time-symmetric fluctuations in nonequilibrium systems
For nonequilibrium steady states, we identify observables whose fluctuations
satisfy a general symmetry and for which a new reciprocity relation can be
shown. Unlike the situation in recently discussed fluctuation theorems, these
observables are time-reversal symmetric. That is essential for exploiting the
fluctuation symmetry beyond linear response theory. Besides time-reversal, a
crucial role is played by the reversal of the driving fields, that further
resolves the space-time action. In particular, the time-symmetric part in the
space-time action determines second order effects of the nonequilibrium
driving.Comment: 4 page
Dodatki in izbris vrst s seznama muh trepetavk (Diptera: Syrphidae) Slovenije
The changes in the checklist of hoverflies of Slovenia are presented. Fifteen species are recorded as new for the fauna of Slovenia: Brachyopa panzeri, Brachypalpus laphriformis, Callicera aenea, Chamaesyrphus scaevoides, Chalcosyrphus valgus, Melangyna lasiophthalma, Meligramma guttata, Merodon aberrans, Parhelophilus frutetorum, Orthonevra intermedia, Platycheirus occultus, Rhingia borealis, Spazigaster ambulans, Sphaerophoria chongjini and Sphaerophoria fatarum. From the species complex of Merodon aeneus, both M. aeneus species A/B and M. aeneus C were recorded. One species, Xylota caeruliventris, was omitted from the checklist because of misidentification. Information on habitat characteristics, range and conservation status is givenfor every new species.Predstavljene so spremembe v seznamu muh trepetavk Slovenije. Petnajst vrst jeprvič zabeleženih v slovenski favni: Brachyopa panzeri, Brachypalpus laphriformis, Callicera aenea, Chamaesyrphus scaevoides, Chalcosyrphus valgus,Melangyna lasiophthalma, Meligramma guttata, Merodon aberrans, Parhelophilus frutetorum, Orthonevra intermedia, Platycheirus occultus, Rhingia borealis, Spazigaster ambulans, Sphaerophoria chongjini in Sphaerophoria fatarum.
