    Results of the geology, physical oceanography, water chemistry and biological baseline investigations of the proposed dredge spoil disposal site off Pearl Harbor, Honolulu, Hawaii, have yielded no evidence to suggest that dumping of dredge spoil will create significant adverse effects on the environment. Results obtained during these investigations have shown that the proposed site is suitable as a permanent dredge spoil disposal site. Further confirmation of this conclusion will be obtained through the proposed monitoring activities conducted during actual disposal operations (phase B).     Constrained Behavior: Understanding the Entrenchment of Legislative Procedure in American State Constitutional Law

    Political analysts have suggested that policy power will begin to shift from the federal government to state governments as gridlock in Congress persists. Therefore, understanding the policymaking process at the state level is more important than ever. Vitally missing from our understanding of policymaking in the states is the role of constitutional provisions. Many state constitutions contain directives that severely limit the ability of the legislature to act. Some of these directives are procedural while others are more substantive. This is relevant because constitutional rules are more difficult for members to alter than chamber rules. In this paper we present a quantitative measure of constitutional restrictiveness and explore the variation in this measure across the fifty state legislatures and the U.S. Congress. We discover that constitutional restrictiveness is largely explained by the historical era in which the most recent constitution has been passed

    Working in a Cage: The Evolution of Constitutional Restrictiveness in U.S. State Legislatures

    The U.S. states have been characterized as “laboratories of democracy” for their ability to formulate public policies aimed at solving some of the most pressing public policy issues. The study of both public policy and legislative politics in the states has been quite robust. However, vitally missing from our understanding of policymaking and the legislative process in the states is the role of constitutional provisions. Many state constitutions contain directives that severely limit the ability of the legislature to act. Some of these directives are procedural while others are more substantive. This is relevant because constitutional rules are more difficult for members to alter than chamber rules and should lead us to question whether or not reform is needed. In previous research (Martorano Miller, Hamm and Hedlund 2009; 2010; 2011; 2014a; 2014b) we developed a quantitative measure of constitutional restrictiveness and explored current variation in this measure across the fifty state legislatures and the U.S. Congress. In this paper, we seek to expand upon our previous research by assessing provisions found in each state’s constitution in terms of the historical context surrounding the constitution’s adoption. We find that this “setting” has a significant impact on the constitutional provisions regarding the legislature’s powers restrictions and mandates. These features in turn create the “constraints” (a type of “cage”) limiting the legislature

    Physical Activity Levels Predict Exercise-induced Hypoalgesia in Older Adults

    Prior research indicates that older adults exhibit a deficient capacity to activate multiple pain inhibitory mechanisms, including pain inhibition after acute exercise termed exercise-induced hypoalgesia (EIH). The influence of physical activity levels and psychological processes on EIH in older adults remains unclear. PURPOSE This study examined potential psychological and physical activity predictors of the magnitude of EIH following submaximal isometric exercise in healthy older adult men and women. METHODS Fifty-two healthy older adults completed a test of EIH, the Pain Catastrophizing Scale, the Tampa Scale of Kinesiophobia, and wore an accelerometer on the hip for one week to assess physical activity levels. For the test of EIH, participants complete a 3-minute isometric handgrip at 25% of maximum voluntary contraction. Pressure pain thresholds (PPTs) and a 30-sec continuous heat pain test were completed before and immediately after the exercise. RESULTS Mixed model ANOVAs revealed that older adults demonstrated significantly decreased PPTs following isometric exercise (p=.030), and no changes on the heat pain trials from pre to post test (p>.05). A multiple regression revealed that accumulated moderate to vigorous physical activity (MVPA) per week significantly predicted the change in PPT following exercise (β=0.35, p=.012). Participants who averaged greater MVPA experienced a greater increase in PPTs after exercise. No relationships were found with EIH and the psychological variables. CONCLUSIONS Older adults did not exhibit EIH following submaximal isometric exercise. However, those who did more MVPA per week experienced a greater magnitude of pain inhibition following acute exercise

    Reducing in-stent restenosis therapeutic manipulation of miRNA in vascular remodeling and inflammation

    Background: Drug-eluting stents reduce the incidence of in-stent restenosis, but they result in delayed arterial healing and are associated with a chronic inflammatory response and hypersensitivity reactions. Identifying novel interventions to enhance wound healing and reduce the inflammatory response may improve long-term clinical outcomes. Micro–ribonucleic acids (miRNAs) are noncoding small ribonucleic acids that play a prominent role in the initiation and resolution of inflammation after vascular injury.<p></p> Objectives: This study sought to identify miRNA regulation and function after implantation of bare-metal and drug-eluting stents.<p></p> Methods: Pig, mouse, and in vitro models were used to investigate the role of miRNA in in-stent restenosis.<p></p> Results: We documented a subset of inflammatory miRNAs activated after stenting in pigs, including the miR-21 stem loop miRNAs. Genetic ablation of the miR-21 stem loop attenuated neointimal formation in mice post-stenting. This occurred via enhanced levels of anti-inflammatory M2 macrophages coupled with an impaired sensitivity of smooth muscle cells to respond to vascular activation.<p></p> Conclusions: MiR-21 plays a prominent role in promoting vascular inflammation and remodeling after stent injury. MiRNA-mediated modulation of the inflammatory response post-stenting may have therapeutic potential to accelerate wound healing and enhance the clinical efficacy of stenting

    Sticky Legacies: Persistence of State Constitutional Provisions

    In this paper, we assess the evolution of 32 state constitutions and the U.S. Constitution over a 100+ year time period (1776-1907). We construct an original sectionlevel dataset containing the text of every section within a constitution for every year between the adoption of the state’s first constitution and 1907. We classify each section by topic and compare the content of each new constitution as well as the impact of amendments. With a subset of these data, we analyze the extent to which sections were added, deleted, modified and remained the same over time using a novel approach that relies on an edit distance measure to quantify the similarity between sections of two constitutional documents. We are also able to empirically evaluate the level of similarity of modified sections as new constitutions were adopted or alterations were made to an existing constitution. Finally, we determine which topic areas were subjected to the largest amount of change. We demonstrate that it is possible to systematically assess a large corpus of constitutional documents to test theories of institutional change, provide empirical support to existing qualitative accounts, and create operationalizations of concepts such as “stickiness” that are comparable across states and over time

    Quantitative sensory testing in children with sickle cell disease: additional insights and future possibilities.

    Quantitative sensory testing (QST) is used in a variety of pain disorders to characterize pain and predict prognosis and response to specific therapies. In this study, we aimed to confirm results in the literature documenting altered QST thresholds in sickle cell disease (SCD) and assess the test-retest reliability of results over time. Fifty-seven SCD and 60 control subjects aged 8-20 years underwent heat and cold detection and pain threshold testing using a Medoc TSAII. Participants were tested at baseline and 3 months; SCD subjects were additionally tested at 6 months. An important facet of our study was the development and use of a novel QST modelling approach, allowing us to model all data together across modalities. We have not demonstrated significant differences in thermal thresholds between subjects with SCD and controls. Thermal thresholds were consistent over a 3- to 6-month period. Subjects on whom hydroxycarbamide (HC) was initiated shortly before or after baseline testing (new HC users) exhibited progressive decreases in thermal sensitivity from baseline to 6 months, suggesting that thermal testing may be sensitive to effective therapy to prevent vasoocclusive pain. These findings inform the use of QST as an endpoint in the evaluation of preventative pain therapies

    Exploration of a rare population of Chinese chestnut in North America: stand dynamics, health and genetic relationships

    With the transport of plants around the globe, exotic species can readily spread disease to their native relatives; however, they can also provide genetic resistance to those relatives through hybrid breeding programmes. American chestnut (Castanea dentata) was an abundant tree species in North America until its decimation by introduced chestnut blight. To restore chestnut in North America, efforts are ongoing to test putative blight-resistant hybrids of Castanea dentata and Chinese chestnut (Castanea mollissima), but little is known about the ecology of C. mollissima. In a forest in northeastern USA in which C. mollissima has become established, we explored questions of stand dynamics, health and genetic relationships of C. mollissima offspring to an adjacent parent orchard. We found that C. mollissima was adapted and randomly distributed among native species in this relatively young forest. The genetics of the C. mollissima population compared with its parents indicated little effect of selection pressure as each of the parent trees contributed at least one offspring. The ease with which this exotic species proliferated calls to question why C. mollissima is rare elsewhere in forests of North America. It is likely that a time window of low animal predation allowed seedlings to establish, and the shallow soil at this site limited the maximum forest canopy height, permitting the characteristically short-statured C. mollissima to avoid suppression. Our results indicate that because C. mollissima exhibited pioneer species characteristics, hybrids between C. mollissima and C. dentata have the potential to be successful pioneer species of future forests in North America, and we challenge the paradigm that exotic tree species are wholly detrimental to native biodiversity. We contend that exotic tree species should be assessed not only by their level of threat to native species, but also by their potential positive impacts on ecosystems via hybrid breeding programmes

    Observations and Performance of a Soil Nail Shoring Wall in Seattle Silts and Clays

    The Seattle Central Library project, which replaced the existing downtown library, consists of a twelve-story building with several below-grade levels. The excavation encompassed an entire city block and had plan dimensions of approximately 250 feet by 240 feet. The original excavation depth was up to 53 feet in height. The excavation was made in highly overconsolidated Seattle silts and clays (Lawton Clay). The Lawton Clay has been documented to exhibit expansive behavior along planes of weakness associated with stress relief upon excavation. The original excavation was designed to be supported using a tieback soldier pile wall, typical of shoring systems retaining the Lawton Clay. A soil nail shoring wall design was submitted, and subsequently installed, as part of a design-build alternative. The soil nail shoring wall system consisted of temporary, top-down soil nail walls that utilized portions of the concrete basement walls of the existing library. Vertical elements and shotcrete facing were constructed in areas where the excavation extended beyond or below the existing basement walls. Soil nails were installed using self-boring grout-injected anchors consisting of hollow bars with sacrificial drill bits. Displacement of the soil nail shoring walls was predicted to be less than 1 inch by the designer. The actual wall movements for three sides of the excavation were as predicted. However, the east wall on the uphill side of the excavation experienced 4 inches of lateral movement and over 2.5 inches of vertical movement, causing damage to the adjacent street and necessitating extensive design modifications during construction. In addition, the excavation depth was reduced to 47 feet because of significant movement occurring below the excavation.
