    M.M. Speransky is a famous Russian public and political figure. However, his activities were not limited to political issues. His pedagogical activity is studied poorly. The basic principles of the younger generation upbringing were laid during the seminar period, which coincided in time with the pedagogical activity by M. Speransky. The success of Speransky’s pedagogical system is evidenced by the fact that he was invited as an educator to the royal family. The basic principles of Speransky's pedagogy were the following ones: the authority of a teacher, but the lack of authoritarianism, the interaction with a student in the search for the right educational solutions, the attachment to the students and responsibility for them.M.M.     Nature of S\bm{S}-wave NN\bm{NN} interaction and dibaryon production at nucleonic resonance thresholds

    Phase shifts and inelasticity parameters for NNNN scattering in the partial-wave channels 3S1{}^3S_1--3D1{}^3D_1 and 1S0{}^1S_0 at energies TlabT_{\rm lab} from zero to about 1 GeV are described within a unified NNNN potential model assuming the formation of isoscalar and isovector dibaryon resonances near the NN(1440)NN^*(1440) threshold. Evidence for these near-threshold resonances is actually found in the recent WASA experiments on single- and double-pion production in NNNN collisions. There, the excitation of the Roper resonance N(1440)N^*(1440) exhibits a structure in the energy dependence of the total cross section, which corresponds to the formation of dibaryon states with I(Jπ)=0(1+)I(J^\pi)=0(1^+) and 1(0+)1(0^+) at the NN(1440)NN^*(1440) threshold. These two SS-wave dibaryon resonances may provide a new insight into the nature of the strong NNNN interaction at low and intermediate energies.Comment: 10 pages, 8 figure

    Effect of annealing on the corrosion-fatigue strength and hot salt corrosion resistance of fine-grained titanium near-{\alpha} alloy Ti-5Al-2V obtained by Rotary Swaging

    The corrosion-fatigue strength in 3% aqueous NaCl solution and the resistance against hot salt corrosion (HSC) of the fine-grained near-a alloy Ti-5Al-2V (Russian analog of Grade 9 titanium alloy with increased aluminum content) has been studied. The properties of the Ti-5Al-2V alloy in the coarse-grained state, in the fine-grained after cold Rotary Swaging (RS), in partly recrystallized state, and in fully recrystallized one have been investigated. The mechanical properties of the alloy were characterized using compression tests and microhardness measurements. The effects of RS and of the annealing temperature and time on the character of corrosion destruction of the surface and on the composition of the products of the HSC were studied. RS was shown to result in an increase in the depth of the intergranular corrosion defects while the recrystallization annealing promotes the increasing of the corrosion resistance of the Ti-5Al-2V titanium alloy. The parameters of the Basquin equation for the corrosion-fatigue curves for the near-a Ti-5Al-2V alloy in the coarse-grained state, in the severely strained one, and after recrystallization annealing were determined for the first time. An effect of nonmonotonous dependencies of the slopes of the corrosion-fatigue curves for the strained near-a Ti-5Al-2V alloy on the recrystallization annealing temperature has been observed.Comment: 46 pages, 1 table, 19 figures, 64 reference

    We present a complete set of analytical and invariant expressions for the steady-state density matrix of atoms in a resonant radiation field with arbitrary intensity and polarization. The field drives the closed dipole transition with arbitrary values of the angular momenta JgJ_{g} and JeJ_{e} of the ground and excited state. The steady-state density matrix is expressed in terms of spherical harmonics of a complex direction given by the field polarization vector. The generalization to the case of broad-band radiation is given.     Patient routing and process approach implementation for regional oncology service

    Background. Cancer care involves a multidisciplinary approach to diagnosis and treatment of patients. A complex interaction of actors in the deployment of oncology services dictates usage of modern management technologies for improving the quality and efficiency of patient care through processes optimisation.Objectives. Provision of recommendations for patient routing based on research into the oncology service inter-level information exchange, integration of the process approach and electronic services. The lack of a unified information space with a regional oncology service has been explained. Measures are proposed for the patient routing optimisation as part of establishing a unified digital oncology service circuit.Methods. The oncology service was effectively remodelled through functional and information engineering of electronic services and the process management integration to establish a horizontal decision flow between facilities and employees on a process level bypassing the supervisor coordination. Statistical approaches were used to analyse the oncological patient population.Results. The following electronic services have been implemented: specialised patient referral routing, telemedicine and teleradiology. A comprehensive information framework has been created comprising medical, laboratory and radiological information subsystems integrated through regional electronic services of the unified state healthcare information platform. The goals, objectives, general principles, architecture and expected social economic impact on healthcare of Krasnodar Krai have been defined.Conclusion. Use of electronic services ensures an improved quality of specialised care and effective routing of patients. We perceive prospects of the integrated information platform in the extension and improvement of its subsystems’ functionality and content, sourcing more data providers and the circuit expansion to the federal and regional levels

    Formation of high-carbon abrasion-resistant surface layers when high-energy heating by high-frequency currents

    The paper shows the possibility of carburization of low-carbon steel surface layers using high-frequency currents. The mathematical modeling of carburization using high-energy heating by high-frequency currents (HEH HFC) has been carried out, the temperature fields formed during the given processing have been calculated, as well as the structural changes in the surface layers have been simulated. The features of the structure formation in the surface layers of low-carbon steel after carburizing via HEH HFC have been determined by optical and scanning microscopy, which is confirmed by the computational models. The rational mode of fusion via HEH HFC has also been determined (power density of the source q[s]=(1.5...4.0)•10{8} W m{-2}, (the relative travel speed of parts V[p]=5 ... 100 mm /sec), with forming the compressive retained stresses in the surface layer ([sigma][RS]=-300...-400 MPa)
