    Beyond Crisis Management: The Path Towards an Effective, Pro-active and Fair European Refugee Policy. Bertelsmann Study

    Europe urgently needs an effective, pro-active and fair refugee policy. Short-sighted policy-making and a narrow focus on what seemed to be in the immediate national interests have led to a conglomerate of European refugee policies. These policies are clearly ineffective and resulted in a large and partially uncontrolled refugee movement to and within Europe in 2015. Refugee flows to Europe are unlikely to subside soon, as many conflicts persist and the average duration of protracted refugee situations worldwide is on the rise. In a reaction to these circumstances, the European Com-mission has proposed a number of initiatives to reform the Common European Asylum System (CEAS). Consensus is more likely on the introduction of restrictions and sanctions rather than, for example, fair distribution systems or pooling sovereignty on the EU level by establishing a strong EU Agency of Asylum. Yet, especially pro-active solutions that meet Europe’s humanitarian responsi-bilities are necessary. The paper puts forward policy-recommendations for a paradigm-shift from reactive to pro-active refugee policies. The overarching objective is to create further legal channels for refugees to seek protection in Europe. Measures include both national and EU-policies and are supposed to pave the way to a sustainable and coherent European refugee policy. The policy recommendations are clus-tered in five overarching themes: create safe passages to protection, improve national asylum processing and integration systems, establish further legal pathways for mixed migration, enable protection in the region of origin, and tackle the root causes of forced migration through a sustainable foreign, economic and trade policy. Finally, it has to be stressed that only if we can restore Europe’s political will to manage refugee flows together, there will be sustainable solutions in sight. Regular dialogue taking into account the different resources and histories of the countries are the way forward. If member states can incrementally alight their different national policies, a comprehensive European refugee policy may follow. Given the current political differences amongst member states, this will be a lengthy process – but certainly worth the effort

    Ecstasy is one of the most popular amusing drugs among young people. Documents indicate some effects of Ecstasy on hippocampus and close relations between dopaminergic functions with reward learning. Therefore, the aim of this study was evaluation of the chronic effects of Ecstasy on memory in male Wistar rats and determination of dopamine receptors' gene expression in hippocampus. Forty adult male Wistar rats randomly distributed in five groups: Control, sham (received 1 ml/kg 0.9 saline) and three experimental groups were: Exp. 1 (2.5 mg/kg), Exp. 2 (5 mg/kg), and Exp. 3 (10 mg/kg) received MDMA intraperitoneally once every 7 days (3 times a day, 3 hours apart) for 4 weeks. Before the first injection animals trained in Shuttle Box memory and tested after the last injection. 24 hours after the final testing, brains of rats were dissected and hippocampus was removed and homogenized. After total RNA extraction and cDNA synthesis, expression of dopamine receptor genes in the hippocampus determined with Real-Time PCR. Our results showed that 2.5 and 5 mg/kg MDMA-treated groups had memory impairment. Also we found that MDMA increased the mRNA expression of dopamine receptors in hippocampus and the highest increase found in dopamine D1 receptors in the 5 mg/kg experimental group. We concluded that low doses of Ecstasy could increase Dopamine takers gene expression in hippocampus and disorder avoidance memory. But in high doses the increase in Dopamine takers gene expression was not as much as that in low doses and avoidance memory disorder was not observed. © 2015, Universidad de la Frontera.     Abstract. The focus of this study is to analyze the present business model for different companies around a common project. Different kinds of products and what is productization is explained. This is followed by a brief explanation on what is IoT and the most important building blocks of business models in a service dominant company. The current state of case studies presents the analysis of important elements in the business model and platform governance context. The results discuss the weaknesses and strengths of each company with regards to different elements. The chosen business model for case studies is discussed in different elements in details and the most important elements of them is how to increase customer interaction by offering complex solution

    Autonomous Camera Movement for Robotic-Assisted Surgery: A Survey

    In the past decade, Robotic-Assisted Surgery (RAS) has become a widely accepted technique as an alternative to traditional open surgery procedures. The best robotic assistant system should combine both human and robot capabilities under the human control. As a matter of fact robot should collaborate with surgeons in a natural and autonomous way, thus requiring less of the surgeons\u27 attention. In this survey, we provide a comprehensive and structured review of the robotic-assisted surgery and autonomous camera movement for RAS operation. We also discuss several topics, including but not limited to task and gesture recognition, that are closely related to robotic-assisted surgery automation and illustrate several successful applications in various real-world application domains. We hope that this paper will provide a more thorough understanding of the recent advances in camera automation in RSA and offer some future research directions
