    Toward General Principles for Resilience Engineering

    Maintaining the performance of infrastructure‐dependent systems in the face of surprises and unknowable risks is a grand challenge. Addressing this issue requires a better understanding of enabling conditions or principles that promote system resilience in a universal way. In this study, a set of such principles is interpreted as a group of interrelated conditions or organizational qualities that, taken together, engender system resilience. The field of resilience engineering identifies basic system or organizational qualities (e.g., abilities for learning) that are associated with enhanced general resilience and has packaged them into a set of principles that should be fostered. However, supporting conditions that give rise to such first‐order system qualities remain elusive in the field. An integrative understanding of how such conditions co‐occur and fit together to bring about resilience, therefore, has been less clear. This article contributes to addressing this gap by identifying a potentially more comprehensive set of principles for building general resilience in infrastructure‐dependent systems. In approaching this aim, we organize scattered notions from across the literature. To reflect the partly self‐organizing nature of infrastructure‐dependent systems, we compare and synthesize two lines of research on resilience: resilience engineering and social‐ecological system resilience. Although some of the principles discussed within the two fields overlap, there are some nuanced differences. By comparing and synthesizing the knowledge developed in them, we recommend an updated set of resilience‐enhancing principles for infrastructure‐dependent systems.     The systematic integration of Human Factors into safety analyses: an integrated engineering approach

    The performance of the human reliability analysis (HRA) and integration of its outcomes into quantitative risk assessment schemes remains quite a difficult and complex task to perform. Even worse is the assessment of organisational reliability assessment. The reasons of this difficulty mainly lay on the absence of a generically accepted paradigm that enables engineers to include systematically human and organisational factors (H&OF) into the analysis. Broadly speaking, engineering approaches very often account for error of omission forgetting the errors of commission (EOC), and, on top of that, they do not make any macro distinction between pre- and post-initiating human failures. This paper offers a paradigm on how to integrate H&OF into safety analysis by means of the recursive operability analysis (ROA), which has been adapted to accommodate H&OF, and renamed integrated recursive operability analysis (IROA). By means of a practical example, the method will illustrate how to account for H&OF in a systematic and consistent manner using an engineering approach.     Development of a generic activities model of command and control

    This paper reports on five different models of command and control. Four different models are reviewed: a process model, a contextual control model, a decision ladder model and a functional model. Further to this, command and control activities are analysed in three distinct domains: armed forces, emergency services and civilian services. From this analysis, taxonomies of command and control activities are developed that give rise to an activities model of command and control. This model will be used to guide further research into technological support of command and control activities

    Application of the TTC concept to unknown substances found in analysis of foods

    Unknown substances, not previously observed, are frequently detected in foods by quality control laboratories. In many cases, the assessment of these 'new' substances requires additional chemical analysis for their identification prior to assessing risk. This identification procedure can be time-consuming, expensive and in some instances difficult. Furthermore, in many cases, no toxicological information will be available for the substance. Therefore, there is a need to develop pragmatic tools for the assessment of the potential toxicity of substances with unknown identity to avoid delays in their risk assessment. Hence, the 'ILSI Europe expert group on the application of the threshold of toxicological concern (TTC) to unexpected peaks found in food' was established to explore whether the TTC concept may enable a more pragmatic risk assessment of unknown substances that were not previously detected in food. A step-wise approach is introduced that uses expert judgement on the source of the food, information on the analytical techniques, the dietary consumption of food sources containing the unknown substance and quantitative information of the unknown substance to assess the safety to the consumer using the TTC. By following this step-wise approach, it may be possible to apply a TTC threshold of 90. µg/day for an unknown substance in food. © 2011 Elsevier Ltd

    Identification of parvalbumin interneurons as cellular substrate of fear memory persistence

    Parvalbumin-positive (PV) basket cells provide perisomatic inhibition in the cortex and hippocampus and control generation of memory-related network activity patterns, such as sharp wave ripples (SPW-R). Deterioration of this class of fast-spiking interneurons has been observed in neuropsychiatric disorders and evidence from animal models suggests their involvement in the acquisition and extinction of fear memories. Here, we used mice with neuron type-targeted expression of the presynaptic gain-of-function glycine receptor RNA variant GlyR {beta}3L(185L) to genetically enhance the network activity of PV interneurons. These mice showed reduced extinction of contextual fear memory but normal auditory cued fear memory. They furthermore displayed increase of SPW-R activity in area CA3 and CA1 and facilitated propagation of this particular network activity pattern, as determined in ventral hippocampal slice preparations. Individual freezing levels during extinction and SPW-R propagation were correlated across genotypes. The same was true for parvalbumin immunoreactivity in the ventral hippocampus, which was generally augmented in the GlyR mutant mice and correlated with individual freezing levels. Together, these results identify PV interneurons as critical cellular substrate of fear memory persistence and associated SPW-R activity in the hippocampus. Our findings may be relevant for the identification and characterization of physiological correlates for posttraumatic stress and anxiety disorders

    A field study of team working in a new human supervisory control system

    This paper presents a case study of an investigation into team behaviour in an energy distribution company. The main aim was to investigate the impact of major changes in the company on system performance, comprising human and technical elements. A socio-technical systems approach was adopted. There were main differences between the teams investigated in the study: the time of year each control room was studied (i.e. summer or winter),the stage of development each team was in (i.e. 10 months), and the team structure (i.e. hierarchical or heterarchical). In all other respects the control rooms were the same: employing the same technology and within the same organization. The main findings were: the teams studied in the winter months were engaged in more `planning’ and `awareness’ type of activities than those studies in the summer months. Newer teams seem to be engaged in more sharing of information than older teams, which maybe indicative of the development process. One of the hierarchical teams was engaged in more `system-driven’ activities than the heterarchical team studied at the same time of year. Finally, in general, the heterarchical team perceived a greater degree of team working culture than its hierarchical counterparts. This applied research project confirms findings from laboratory research and emphasizes the importance of involving ergonomics in the design of team working in human supervisory control

    Evaluation of ADAS with a supported-driver model for desired allocation of tasks between human and technology performance

    Partly automated driving is relevant for solving mobility problems, but also causes concerns with respect to the driver‟s reliability in task performance. The supported driver model presented in this paper is therefore intended to answer the question, what type of support and in which circumstances, will enhance the driver‟s ability to control the vehicle. It became apparent that prerequisites for performing tasks differ per driving task‟s type and require different support. The possible support for each driving task‟s type, has been combined with support-types to reduce the error causations from each different performance level (i.e. knowledge-based, rule-based and skill-based performance). The allocation of support in relation to performance level and driving task‟s type resulted in a supported driver model and this model relates the requested circumstances to appropriate support types. Among three tested ADAS systems, semi-automated parking showed best allocation of support; converting the demanding parallel parking task into a rather routine-like operation
