e article analyses the relationship established between the executive
and legislative powers in the Cape Verdean government system
where researchers seek to understand it, taking into account their theoretical
and constitutional setting practice. It should be noted the prominence
of the debate and studies undertaken to understand how the scienti c
academy seeks to eradicate this problem. Two issues are relevant in this
debate: the rst reporting to the theoretical and constitutional con guration
of Cape Verdean government system and the other to its policy and
legislative practice.

executivo e legislativo no sistema de governo cabo-verdiano, onde Investigadores
buscam compreendê-lo, tendo em conta a sua con guração
prática, teórica e constitucional. Há que realçar a proeminência do debate
e dos estudos realizados no sentido de compreender como é que a academia
cientà ca procura debelar esta problemática. Duas questões são
pertinentes neste debate: a primeira refere-se à con guração teórico-constitucional
do sistema de governo cabo-verdiano e a outra à prática polÃtica
e legislativa.

Time of flight grazing incidence small angle neutron scattering
Grazing incidence small angle neutron scattering
(GISANS) overcomes the limitations of conventional small angle
scattering with respect to extremely small sample volumes in the
thin film geometry. In time of flight (TOF) mode neutrons with a
broad range of wavelengths are used simultaneously and recorded as
a function of their respective times of flight. The combination of
both, TOF-GISANS, enables the simultaneous performance of several
GISANS measurements, which differ in wavelength. As a consequence,
within one measurement a full set of GISANS pattern related to
different scattering vectors, different scattering depths and
resolutions result. This allows the detection of nanostructures
with a chemical sensitivity. The possibilities of TOF-GISANS are
demonstrated by the simple example of polymer nano-dots located on
top of a silicon surface. As probed with atomic force microscopy
(AFM) the nano-dots exhibit a large characteristic nearest
neighbour distance of 545 nm and a surface coverage of 28%. From
the analysis of the wavelength dependent data in combination with
AFM the mass density of the polymer nano-dots is determined to be
equal to the bulk value. A comparison to common single wavelength
GISANS experiments is shown
Perspectives for polarised reflectometry at the novel reflectometer REFSANS at FRM-II in Munich/Germany
The reflectometer REFSANS being built at the high flux reactor FRM-II in Munich is dedicated to the analysis of interfaces, phase boundaries and surfaces at the air-water interface of liquid/soft samples. Novel neutron optics have been developed for REFSANS to measure weak diffuse surface scattering most efficiently for comprehensive analyses of lateral surface structures. The machine may further be used for high-resolution SANS of bulk materials with the option of multi-beam focussing in the detector plane. Furthermore, REFSANS will allow of polarised investigations including polarisation analysis. This makes REFSANS a novel and unique tool for investigations on large-scale structures, especially for biological research projects: weak coherent scattering contributions may reliably be separated from incoherent scattering of hydrogen and comprehensive analyses of magnetic materials may be performed.
