    Intrinsic Magnetism in Nanosheets of SnO2_{2}: A First-principles Study

    We propose intrinsic magnetism in nanosheets of SnO2_{2}, based on first-principles calculations. The electronic structure and spin density reveal that pp orbitals of the oxygen atoms, surrounding Sn vacancies, have a non itinerant nature which gives birth to localized magnetism. A giant decrease in defect formation energies of Sn vacancies in nanosheets is observed. We, therefore, believe that native defects can be stabilized without any chemical doping. Nanosheets of different thicknesses are also studied, and it is found that it is easier to create vacancies, which are magnetic, at the surface of the sheets.     Spatial and Angular Resolution Enhancement of Light Fields Using Convolutional Neural Networks

    Light field imaging extends the traditional photography by capturing both spatial and angular distribution of light, which enables new capabilities, including post-capture refocusing, post-capture aperture control, and depth estimation from a single shot. Micro-lens array (MLA) based light field cameras offer a cost-effective approach to capture light field. A major drawback of MLA based light field cameras is low spatial resolution, which is due to the fact that a single image sensor is shared to capture both spatial and angular information. In this paper, we present a learning based light field enhancement approach. Both spatial and angular resolution of captured light field is enhanced using convolutional neural networks. The proposed method is tested with real light field data captured with a Lytro light field camera, clearly demonstrating spatial and angular resolution improvement

    Surface-induced magnetism in C-doped SnO2_{2}

    The magnetism of C-doped SnO2_{2} (001) surfaces is studied using first-principles calculations. It is found that carbon does not induce magnetism in bulk SnO2_{2} when located at the oxygen site, but shows a large magnetic moment at the SnO2_{2} (001) surface. The magnetic moment is mainly contributed by the carbon atoms due to empty minority spins of pp orbitals and is localized at the surface and subsurface atoms. No magnetism is observed when the carbon atom is located at the subsurface oxygen sites. The origin of magnetism is discussed in the context of surface bonding.Comment: 3 pages, 3 figure

    Anaphase B spindle elongation is characterized by the sliding apart of overlapping antiparallel interpolar (ip) microtubules (MTs) as the two opposite spindle poles separate, pulling along disjoined sister chromatids, thereby contributing to chromosome segregation and the propagation of all cellular life. The major biochemical "modules" that cooperate to mediate pole-pole separation include: (i) midzone pushing or (ii) braking by MT crosslinkers, such as kinesin-5 motors, which facilitate or restrict the outward sliding of antiparallel interpolar MTs (ipMTs); (iii) cortical pulling by disassembling astral MTs (aMTs) and/or dynein motors that pull aMTs outwards; (iv) ipMT plus end dynamics, notably net polymerization; and (v) ipMT minus end depolymerization manifest as poleward flux. The differential combination of these modules in different cell types produces diversity in the anaphase B mechanism. Combinations of antagonist modules can create a force balance that maintains the dynamic pre-anaphase B spindle at constant length. Tipping such a force balance at anaphase B onset can initiate and control the rate of spindle elongation. The activities of the basic motor filament components of the anaphase B machinery are controlled by a network of non-motor MT-associated proteins (MAPs), for example the key MT cross-linker, Ase1p/PRC1, and various cell-cycle kinases, phosphatases, and proteases. This review focuses on the molecular mechanisms of anaphase B spindle elongation in eukaryotic cells and briefly mentions bacterial DNA segregation systems that operate by spindle elongation

    Five years ago, Kazakhstan embarked on a dramatic reform of its pension and social security system in order to move from an unsustainable public defined benefit ("solidarity") system to one of defined mandatory contributions (accumulative system). While assessment of long-run success is premature, early results have exceeded expectations. This paper considers the reform's rationale and initial impact: Why did the Government of Kazakhstan decide to introduce a new pension system? What advantages did the state perceive? Was the Government's decision appropriate, and what alternatives existed? The paper also analyzes pension reform issues that have yet to be fully resolved.

    Disability in Kazakhstan : an evaluation of official data

    In order to answer the questions of (a) what is the true pattern of disability in Kazakhstan; (b) whether the incidence of disability is decreasing; and (c) what is the life expectancy of Kazakhstan's disabled, this paper attempts first to create an historical picture of disability in Kazakhstan by analyzing government population statistics and studying the evolution of disability determination procedure in the former Soviet Union and independent Kazakhstan. Doing so is not a trivial task, as there has been almost no systematic research, either in Russian or English. The paper concludes that the optimistic official picture of disability patterns in Kazakhstan is almost certainly inaccurate. The paper details that the quality of official disability data is high, and much can be learned from the patterns. However, changing definitions and strictness of enforcement make time series comparisons problematic, and the improvements in adult disability recorded are inconsistent both with trends for children, and with mortality trends. Rather, the authors note that barriers for applying disability benefits have increased and incentives to report disabilities have decreased markedly in the past 15 years, so that it is virtually certain that there is substantial hidden disability.Population Policies,Disease Control&Prevention,Disability,,Social Protections&Assistance
