This paper studies the traded services in the Philippines with an emphasis on the analysis of government intervention. It examines the pattern of trade in services as well as provides the link of the former to the Philippine domestic economic structure. Details of the regulation and protection of traded services are also presented and analyzed in terms of government policies, levels of protection and economic implications. The Economic and Social Impact of Tourism

This paper analyzes the economic and social impact of tourism in Pagsanjan in which tourism development project is located. Results show that the project’s various significant impacts include increases in employment and income and stimulation of political and women’s participation. While its impact on environment and on the people’s social life has been a mixture of positive and negative results, its impact on income distribution has been trifling. To maximize the tourism multiplier, the paper encourages the collaboration of the tourism project with other programs devised to boost the capacity of the local economy. Tourism manpower training agenda should include training for women skills while tourism promotions should move from sex-oriented markets to prevent several disorientations in the cultural values of the tourism industries.tourism

Evaluating the impact of conditional cash transfer programs : lessons from Latin America

Unlike most development initiatives, conditional cash transfer programs recently introduced in the Latin America and the Caribbean region have been subject to rigorous evaluations of their effectiveness. These programs provide money to poor families, conditional on certain behavior, usually investments in human capital-such as sending children to school or bringing them to health centers on a regular basis. Rawlings and Rubio review the experience in evaluating the impact of these programs, exploring the application of experimental and quasi-experimental evaluation methods and summarizing results from programs launched in Brazil, Honduras, Jamaica, Mexico, and Nicaragua. Evaluation results from the first generation of programs in Brazil, Mexico, and Nicaragua show that conditional cash transfer programs are effective in promoting human capital accumulation among poor households. There is clear evidence of success in increasing enrollment rates, improving preventive health care, and raising household consumption. Cross-Species Network Analysis Uncovers Conserved Nitrogen-Regulated Network Modules in Rice

In this study, we used a cross-species network approach to uncover nitrogen-regulated network modules conserved across a model and a crop species. By translating gene “network knowledge” from the data-rich model Arabidopsis (Arabidopsis thaliana) to a crop (Oryza sativa), we identified evolutionarily conserved N-regulatory modules as targets for translational studies to improve N-use efficiency in transgenic plants. To uncover such conserved N-regulatory network modules, we first generated a N-regulatory network based solely on rice (O. sativa) transcriptome and gene interaction data. Next, we enhanced the “network knowledge” in the rice N-regulatory network using transcriptome and gene interaction data from Arabidopsis and new data from Arabidopsis and rice plants exposed to the same N-treatment conditions. This cross-species network analysis uncovered a set of N-regulated transcription factors (TFs) predicted to target the same genes and network modules in both species. Supernode analysis of the TFs and their targets in these conserved network modules uncovered genes directly related to nitrogen use (e.g. N-assimilation) and to other shared biological processes indirectly related to nitrogen. This cross-species network approach was validated with members of two TF families in the supernode network, bZIP-TGA and HRS1/HHO family, have recently been experimentally validated to mediate the N-response in Arabidopsis.Fil: Obertello, Mariana. Hub and blade structural loads measurements of an SA349/2 helicopter

Data from 23 flight conditions, including level flights ranging from advance ratio mu = 0.14 to 0.37 and steady turning flights from advance ratio mu = 0.26 to 0.35, are presented for an Aerospatiale SA349/2 Gazelle helicopter. The data include hub loads data (for 6 of the 23 conditions), blade structural data at eleven different blade radial stations, and fuselage structural data. All dynamic data are presented as harmonic analysis coefficients (ten harmonics per rotor revolution). The data acquisition and reduction procedures are also documented.
