Tackling Anti-Social Behaviour: A Critical Review
Over the past decade, anti-social behaviour (henceforth referred to as ASB) has
become a focus of much policy-making and debate within central and local
government and the police. Clear definitions of ASB are lacking, but the term is
usually understood to refer to relatively minor criminal activity and non-criminal
ânuisanceâ behaviour that affects the social and/or physical environment of public or
semi-public places. The term ASB is frequently used synonymously with âdisorderâ,
and is sometimes associated with the concept of âincivilitiesâ.
Policy-makers and strategists, at national and local levels alike, reiterate that
problems of ASB can have a massively detrimental effect on neighbourhoods as a
whole, and on the lives of individuals. Hence strenuous and wide-ranging efforts are
being made to support, develop and implement schemes for tackling ASB â involving
a variety of enforcement and preventive measures
Researching trust in the police and trust in justice: a UK perspective
This paper describes the immediate and more distant origins of a programme of comparative research that is examining cross-national variations in public trust in justice and in the police. The programme is built around a module of the fifth European Social Survey, and evolved from a study funded by the European Commission. The paper describes the conceptual framework within which we are operating â developed in large measure from theories of procedural justice. It reviews some of the methodological issues raised by the use of sample surveys to research issues of public trust in the police, public perceptions of institutional legitimacy and compliance with the law. Finally it gives a flavour of some of the early findings emerging from the programme
The Accuracy of Wrist-worn Heart Rate Monitors across a Range of Exercise Intensities
Commercially available wrist-worn heart rate (HR) monitors have become increasingly popular. However, the accuracy of the devices across a range of exercise intensities is largely unknown. This study investigated the accuracy of four wrist-worn HR monitors (Apple Watch Series 1, Fitbit Charge, TomTom Touch, and Mio Fuse). Eighteen adults completed three trials on a cycle ergometer wearing a chest-worn HR monitor (Polar). Trial 1 established the HR-power output relationship, and resting and maximum HR. In trials 2 and 3, participants were fitted to an electrocardiogram (ECG) and completed a step test consisting of 5 x 3 minute stages at 40 - 80% of HR reserve (determined in trial 1) whilst wearing two wrist-worn HR monitors. Relative to ECG, there were no differences in HR between the devices during exercise (p = 0.239), and no device à exercise intensity interaction (p = 0.370). There were no instances where ECG and Polar data differed by ℠5 b·min-1. Conversely, there were two instances (2.2%) with the Apple, four (4.4%) with the Mio, 10 (11.1%) with the TomTom, and 19 (21.1%) with the Fitbit. Untangling the Recombination Line Emission from HII Regions with Multiple Velocity Components
HII regions are the ionized spheres surrounding high-mass stars. They are
ideal targets for tracing Galactic structure because they are predominantly
found in spiral arms and have high luminosities at infrared and radio
wavelengths. In the Green Bank Telescope HII Region Discovery Survey (GBT HRDS)
we found that >30% of first Galactic quadrant HII regions have multiple
hydrogen radio recombination line (RRL) velocities, which makes determining
their Galactic locations and physical properties impossible. Here we make
additional GBT RRL observations to determine the discrete HII region velocity
for all 117 multiple-velocity sources within 18deg. < l < 65deg. The
multiple-velocity sources are concentrated in the zone 22deg. < l < 32deg.,
coinciding with the largest regions of massive star formation, which implies
that the diffuse emission is caused by leaked ionizing photons. We combine our
observations with analyses of the electron temperature, molecular gas, and
carbon recombination lines to determine the source velocities for 103 discrete
H II regions (88% of the sample). With the source velocities known, we resolve
the kinematic distance ambiguity for 47 regions, and thus determine their

Eigenvalue variance bounds for Wigner and covariance random matrices
This work is concerned with finite range bounds on the variance of individual
eigenvalues of Wigner random matrices, in the bulk and at the edge of the
spectrum, as well as for some intermediate eigenvalues. Relying on the GUE
example, which needs to be investigated first, the main bounds are extended to
families of Hermitian Wigner matrices by means of the Tao and Vu Four Moment
Theorem and recent localization results by Erd\"os, Yau and Yin. The case of
real Wigner matrices is obtained from interlacing formulas. As an application,
bounds on the expected 2-Wasserstein distance between the empirical spectral
measure and the semicircle law are derived. Similar results are available for
random covariance matrices
A Spectropolarimetric Atlas of Seyfert 1 Galaxies
We present optical spectropolarimetry of the nuclei of 36 Seyfert 1 galaxies,
obtained with the William Herschel and the Anglo-Australian Telescopes from
1996 to 1999. In 20 of these, the optical emission from the active nucleus is
intrinsically polarized. We have measured a significant level of polarization
in a further 7 objects but these may be heavily contaminated by Galactic
interstellar polarization. The intrinsically polarized Seyfert 1s exhibit a
variety of characteristics, with the average polarization ranging from < 0.5 to
5 per cent and many showing variations in both the degree and position angle of
polarization across the broad H alpha emission line. We identify a small group
of Seyfert 1s that exhibit polarization properties similar to those of Seyfert
2 galaxies in which polarized broad-lines have been discovered. These objects
represent direct observational evidence that a Seyfert 2-like far-field polar
scattering region is also present in Seyfert 1s. Several other objects have
features that can be explained in terms of equatorial scattering of line
emission from a rotating disk. We propose that much of the diversity in the
polarization properties of Seyfert galaxies can be understood in terms of a
model involving both equatorial and polar scattering, the relative importance
of the two geometries as sources of polarized light being determined
principally by the inclination of the system axis to the line-of-sight.Comment: Accepted for publication in MNRAS (28 pages, 25 figures
Spectropolarimetry of the 3.4 micron absorption feature in NGC 1068
In order to test the silicate-core/organic-mantle model of galactic
interstellar dust, we have performed spectropolarimetry of the 3.4 micron C-H
bond stretch that is characteristic of aliphatic hydrocarbons, using the
nucleus of the Seyfert 2 galaxy, NGC 1068, as a bright, dusty background
source. Polarization calculations show that, if the grains in NGC 1068 had the
properties assigned by the core-mantle model to dust in the galactic diffuse
ISM, they would cause a detectable rise in polarization over the 3.4 micron
feature. No such increase is observed. We discuss modifications to the basic
core-mantle model, such as changes in grain size or the existence of additional
non-hydrocarbon aligned grain populations, which could better fit the
observational evidence. However, we emphasize that the absence of polarization
over the 3.4 micron band in NGC 1068 - and, indeed, in every line of sight
examined to date - can be readily explained by a population of small, unaligned
carbonaceous grains with no physical connection to the silicates.Comment: ApJ, accepte
Improving Sequential Determinantal Point Processes for Supervised Video Summarization
It is now much easier than ever before to produce videos. While the
ubiquitous video data is a great source for information discovery and
extraction, the computational challenges are unparalleled. Automatically
summarizing the videos has become a substantial need for browsing, searching,
and indexing visual content. This paper is in the vein of supervised video
summarization using sequential determinantal point process (SeqDPP), which
models diversity by a probabilistic distribution. We improve this model in two
folds. In terms of learning, we propose a large-margin algorithm to address the
exposure bias problem in SeqDPP. In terms of modeling, we design a new
probabilistic distribution such that, when it is integrated into SeqDPP, the
resulting model accepts user input about the expected length of the summary.
Moreover, we also significantly extend a popular video summarization dataset by
1) more egocentric videos, 2) dense user annotations, and 3) a refined
evaluation scheme. We conduct extensive experiments on this dataset (about 60
hours of videos in total) and compare our approach to several competitive
baselines
An investigation of eddy-current damping of multi-stage pendulum suspensions for use in interferometric gravitational wave detectors
In this article we discuss theoretical and experimental investigations of the use of eddy-current damping for multi-stage pendulum suspensions such as those intended for use in Advanced LIGO, the proposed upgrade to LIGO (the US laser interferometric gravitational-wave observatory). The design of these suspensions is based on the triple pendulum suspension design developed for GEO 600, the German/UK interferometric gravitational wave detector, currently being commissioned. In that detector all the low frequency resonant modes of the triple pendulums are damped by control systems using collocated sensing and feedback at the highest mass of each pendulum, so that significant attenuation of noise associated with this so-called local control is achieved at the test masses. To achieve the more stringent noise levels planned for Advanced LIGO, the GEO 600 local control design needs some modification. Here we address one particular approach, namely that of using eddy-current damping as a replacement or supplement to active damping for some or all of the modes of the pendulums. We show that eddy-current damping is indeed a practical alternative to the development of very low noise sensors for active damping of triple pendulums, and may also have application to the heavier quadruple pendulums at a reduced level of damping
