Perceived Audio Quality Analysis in Digital Audio Broadcasting Plus System Based on PEAQ
Broadcasters need to decide on bitrates of the services in the multiplex transmitted via Digital Audio Broadcasting Plus system. The bitrate should be set as low as possible for maximal number of services, but with high quality, not lower than in conventional analog systems. In this paper, the objective method Perceptual Evaluation of Audio Quality is used to analyze the perceived audio quality for appropriate codecs --- MP2 and AAC offering three profiles. The main aim is to determine dependencies on the type of signal --- music and speech, the number of channels --- stereo and mono, and the bitrate. Results indicate that only MP2 codec and AAC Low Complexity profile reach imperceptible quality loss. The MP2 codec needs higher bitrate than AAC Low Complexity profile for the same quality. For the both versions of AAC High-Efficiency profiles, the limit bitrates are determined above which less complex profiles outperform the more complex ones and higher bitrates above these limits are not worth using. It is shown that stereo music has worse quality than stereo speech generally, whereas for mono, the dependencies vary upon the codec/profile. Furthermore, numbers of services satisfying various quality criteria are presented
The landscape of gifted and talented education in England and Wales: How are teachers implementing policy?

A questionnaire survey which invited both closed and open-ended responses was carried out with a national sample of primary schools. The survey indicated an increasing proportion of coordinators, compared with a survey carried out in 1996, were identifying their gifted and talented children as well as having associated school policies. However, the survey also highlighted a number of issues which need addressing if the initiative is to achieve its objective of providing the best possible educational opportunities for children. For example, it was found that a significant number of practitioners were not aware of the existence of the National Quality Standards for gifted and talented education, provided by the UK government in 2007, and the subject-specific criteria provided by the UK’s Curriculum Authority for identification and provision have been largely ignored. The process of identifying children to be placed on the ‘gifted and talented’ register seems haphazard and based on pragmatic reasons. Analysis of teachers’ responses also revealed a range of views and theoretical positioning held by them, which have implications for classroom practice. As the ‘gifted and talented’ initiative in the UK is entering a second decade, and yet more significant changes in policy are introduced, pertinent questions need to be raised and given consideration

The Shapes of Tight Composite Knots
We present new computations of tight shapes obtained using the constrained
gradient descent code RIDGERUNNER for 544 composite knots with 12 and fewer
crossings, expanding our dataset to 943 knots and links. We use the new data
set to analyze two outstanding conjectures about tight knots, namely that the
ropelengths of composite knots are at least 4\pi-4 less than the sums of the
prime factors and that the writhes of composite knots are the sums of the

Whose Sense of Place? A Political Ecology of Amenity Development
Using a political ecology framework, this chapter examines the ways in which sense of place and amenity migration contribute to alternative residential development, which relies on uneven use of conservation subdivision features in the American West. Using case studies from Central Oregon, this chapter demonstrates how senses of place and developer decision-making are tied to wider political economic changes. It highlights the roles that amenity migrants and developers, two groups that are sometimes identical, play in landscape transformations that simultaneously draw on a particular sense of place and commodify landscapes in new ways

Friction forces position the neural anlage
During embryonic development, mechanical forces are essential for cellular rearrangements driving tissue morphogenesis. Here, we show that in the early zebrafish embryo, friction forces are generated at the interface between anterior axial mesoderm (prechordal plate, ppl) progenitors migrating towards the animal pole and neurectoderm progenitors moving in the opposite direction towards the vegetal pole of the embryo. These friction forces lead to global rearrangement of cells within the neurectoderm and determine the position of the neural anlage. Using a combination of experiments and simulations, we show that this process depends on hydrodynamic coupling between neurectoderm and ppl as a result of E-cadherin-mediated adhesion between those tissues. Our data thus establish the emergence of friction forces at the interface between moving tissues as a critical force-generating process shaping the embryo
