Implications of a regional resource adequacy program for utility integrated resource planning
Resource adequacy (RA) is the ability of an electricity system to reliably satisfy loads using its available resources. Assessing and maintaining RA is becoming more challenging due to increasing coal plant retirements, penetration of wind and solar resources, reliance on bilateral and market transactions, and emerging technologies. RA evaluation and planning have traditionally been conducted by utilities and overseen by their state regulators using integrated resource planning (IRP) processes. However, the Northwest Power Pool (NWPP) is developing a proposal for a regional RA program in the Western U.S. that would set and enforce capacity obligations for member utilities, and achieve RA more cost-effectively by pooling resources and load profiles from across the region. In this paper, we investigate the policy implications of a regional RA program for existing IRP regulations, with the proposed NWPP RA program as our main object of study. We compile the RA assessment practices of Western U.S. utilities, the proposed NWPP RA program design, and lessons from the historical experience of the Southwest Power Pool's RA program. Our analysis reveals that the IRP components which would be most heavily impacted by the regional program are RA targets, load forecasts, capacity accreditation factors, and transmission upgrades. We conclude by discussing the policy issues that RA program design and state IRP policy would have to address

Más que un montón de huesos : Historia de una tumba inka en La Huerta, Quebrada de Humahuaca (Jujuy, Argentina)
En este trabajo se presentarán las primeras aproximaciones al registro óseo y cultural de una tumba (rasgo 204) de tiempos inkaicos del sitio La Huerta en la Quebrada de Humahuaca (Jujuy, Argentina). Al momento de su recuperación los restos humanos estaban mezclados, conformando un osario, situación que impidió establecer la asociación de aquellos pertenecientes a un mismo individuo. En esta primera etapa se desarrolló un protocolo de análisis para realizar la estimación de la edad de muerte y la determinación del sexo de los individuos recuperados de la tumba. Posteriormente esos datos, sumados a la cuantificación y lateralización de los elementos presentes, permitieron obtener un Número Mínimo de 6 individuos. También se estimó la estatura de uno de los individuos representados en la muestra. Finalmente se identificaron lesiones patológicas en este conjunto óseo, entre las que se destacan: señales de un proceso infeccioso (osteomielitis) en huesos del miembro inferior de un individuo; una fractura consolidada en un húmero; y numerosos casos de artrosis en diferentes porciones esqueletales. Para contextualizar los restos bioarqueológicos recuperados de este rasgo, también se caracterizarán la arquitectura de la tumba y los materiales que componían el acompañamiento de los difuntos. Approaching imperial narratives one sense at a time: views and sounds at an Inka settlement in northwest Argentina
Throughout history, empires have deployed a vast array of strategies to promote their worldview and to control the colonized. Amongst non-violent ones, hosting public ceremonies to show off an empire’s capabilities and to enact and reinforce new desired relations and identities, seemed to be especially effective. This article presents new data and interpretations on how the Inkas employed ritual architecture to manipulate the somatic experiences of the colonized. Specifically, we analyze the public space of an Inka settlement located in the North Calchaquí Valley (Argentina) in order to show how the Inkas used architecture and spatial design to impose certain sensorial modalities and to manage their sequential stimulus and intensity. In an attempt to overcome a reigning visual paradigm among this line of inquiry, we present an analysis that combines visual and acoustical data collected on site, with three-dimensional modeling of terrain, architecture, and sound propagation. Results indicate that through a careful layout design that involved the management of visual and acoustic permeability, the Inkas not only organized groups and practices, but also created different experiences for different people.Fil: Ferrari, Alejandro Andrés.
