    Turbulent Supernova Shock Waves and the Sterile Neutrino Signature in Megaton Water Detectors

    The signatures of sterile neutrinos in the supernova neutrino signal in megaton water Cerenkov detectors are studied. Time dependent modulation of the neutrino signal emerging from the sharp changes in the oscillation probability due to shock waves is shown to be a smoking gun for the existence of sterile neutrinos. These modulations and indeed the entire neutrino oscillation signal is found to be different for the case with just three active neutrinos and the cases where there are additional sterile species mixed with the active neutrinos. The effect of turbulence is taken into account and it is found that the effect of the shock waves, while modifed, remain significant and measurable. Supernova neutrino signals in water detectors can therefore give unambiguous proof for the existence of sterile neutrinos, the sensitivity extending beyond that for terrestial neutrino experiments. In addition the time dependent modulations in the signal due to shock waves can be used to trace the evolution of the shock wave inside the supernova.Comment: 28 pages, 11 figure

    SESAME: exploring small businesses' behaviour to enhance resilience to flooding

    In the United Kingdom, small and medium sized enterprises (SMEs) account for approximately 99.9% of businesses, 60% of the working population and 47% annual turnover. However, despite the important contribution that SMEs make to the economy, this size of business remains under-researched with a significant gap in understanding how the disruption caused by flooding impacts on SMEs from the time at which a flood event occurs through to the 'return' to normal operations. Business continuity management is a recognised approach for enhancing organisational resilience to major disruptions (ISO 22301, 2012). However, this strategic approach to building such resilience in SMEs is under-explored in the literature with a limited range of empirical data to draw on. This paper presents an overview of an inter-disciplinary research project funded by the UK's Engineering and Physical Science Research Council, called SESAME, which examines SMEs' operational response and preparedness to flooding. Furthermore, SESAME consists of four stands of research which bring together a number of disciplines including agent based modelling and simulation, flood modelling, business continuity management, economic modelling and behavioural science.     The Union and Médecins Sans Frontières approach to operational research.

    Operational research (OR) has become a hot topic at national meetings, international conferences and donor fora. The International Union Against Tuberculosis and Lung Disease (The Union) and Médecins Sans Frontières (MSF) Operational Centre Brussels strongly promote and implement OR with colleagues in low- and middle-income countries. Here we describe how the two organisations define OR, and explain the guiding principles and methodology that underpin the strategy for developing and expanding OR in those countries. We articulate The Union's and MSF's approach to supporting OR, highlighting the main synergies and differences. Then, using the Malawi National Tuberculosis Control Programme as an example, we show how OR can be embedded within tuberculosis control activities, leading to changes in policy and practice at the national level. We discuss the difficult, yet vitally important, issue of capacity building, and share our vision of a new paradigm of product-related training and performance-based OR fellowships as two ways of developing the necessary skills at country level to ensure research is actually performed. Finally, we highlight the need to consider and incorporate into practice the ethical components of OR. This is a key moment to be involved in OR. We are confident that in partnership with interested stakeholders, including the World Health Organization, we can stimulate the implementation of quality, relevant OR as an integral part of health service delivery that in turn will lead to better health for people, particularly for those living in the poorer parts of the world

    The HIV-associated tuberculosis epidemic--when will we act?

    Despite policies, strategies, and guidelines, the epidemic of HIV-associated tuberculosis continues to rage, particularly in southern Africa. We focus our attention on the regions with the greatest burden of disease, especially sub-Saharan Africa, and concentrate on prevention of tuberculosis in people with HIV infection, a challenge that has been greatly neglected. We argue for a much more aggressive approach to early diagnosis and treatment of HIV infection in affected communities, and propose urgent assessment of frequent testing for HIV and early start of antiretroviral treatment (ART). This approach should result in short-term and long-term declines in tuberculosis incidence through individual immune reconstitution and reduced HIV transmission. Implementation of the 3Is policy (intensified tuberculosis case finding, infection control, and isoniazid preventive therapy) for prevention of HIV-associated tuberculosis, combined with earlier start of ART, will reduce the burden of tuberculosis in people with HIV infection and provide a safe clinical environment for delivery of ART. Some progress is being made in provision of HIV care to HIV-infected patients with tuberculosis, but too few receive co-trimoxazole prophylaxis and ART. We make practical recommendations about how to improve this situation. Early HIV diagnosis and treatment, the 3Is, and a comprehensive package of HIV care, in association with directly observed therapy, short-course (DOTS) for tuberculosis, form the basis of prevention and control of HIV-associated tuberculosis. This call to action recommends that both HIV and tuberculosis programmes exhort implementation of strategies that are known to be effective, and test innovative strategies that could work. The continuing HIV-associated tuberculosis epidemic needs bold but responsible action, without which the future will simply mirror the past

    Magnetic topologies of cool stars

    Stellar magnetic fields can be investigated using several, very complementary approaches. While conventional spectroscopy is capable of estimating the average magnetic strength of potentially complex field configurations thanks to its low sensitivity to the vector properties of the field, spectropolarimetry can be used to map the medium- and large-scale structure of magnetic topologies. In particular, the latter approach allows one to retrieve information about the poloidal and toroidal components of the large-scale dynamo fields in low-mass stars, and thus to investigate the physical processes that produce them. Similarly, this technique can be used to explore how magnetic fields couple young stars to their massive accretion disc and thus to estimate how much mass and angular momentum are transfered to the newly-born low-mass star.     The clonal structure and dynamics of the human T cell response to an organic chemical hapten

    Diphenylcyclopropenone (DPC) is an organic chemical hapten which induces allergic contact dermatitis, and is used in treatment of warts, melanoma and alopecia areata. This therapeutic setting therefore provided an opportunity to study T cell receptor (TCR) repertoire changes in response to hapten sensitization in humans. Repeated exposure to DPC induced highly dynamic transient expansions of a polyclonal diverse T cell population. The number of TCRs expanded early after sensitization varies between individuals, and predicts the magnitude of the allergic reaction. The expanded TCRs show preferential TCR V and J gene usage, and consist of clusters of TCRs with similar sequences, two characteristic features of antigen-driven responses. The expanded TCRs share subtle sequence motifs that can be captured using a Dynamic Bayesian Network. These observations suggest the response to DPC is mediated by a polyclonal population of T cells recognizing a small number of dominant antigens

    Changing social contracts in climate-change adaptation

    Risks from extreme weather events are mediated through state, civil society and individual action 1 , 2 . We propose evolving social contracts as a primary mechanism by which adaptation to climate change proceeds. We use a natural experiment of policy and social contexts of the UK and Ireland affected by the same meteorological event and resultant flooding in November 2009. We analyse data from policy documents and from household surveys of 356 residents in western Ireland and northwest England. We find significant differences between perceptions of individual responsibility for protection across the jurisdictions and between perceptions of future risk from populations directly affected by flooding events. These explain differences in stated willingness to take individual adaptive actions when state support retrenches. We therefore show that expectations for state protection are critical in mediating impacts and promoting longer-term adaptation. We argue that making social contracts explicit may smooth pathways to effective and legitimate adaptation
