    Field measurement of ideal saturation flow rate from the highway capacity manual

    In all signalized intersection analyses performed with Highway Capacity Manual (HCM), the Pennsylvania Department of Transportation (PENNDOT) District 12-0 uses an ideal saturation flow rate of 1800 pcphgpl, which is less than the default value of 1900 pcphgpl provided by HCM. This is to account for the less aggressive characteristics of the local drivers. The purpose of this study is to field measure a sample of saturation flow rates, from which ideal saturation flow rates can be computed, in District 12-0 to determine the appropriateness of the lower ideal saturation flow rate. This study will scientifically test this hypothesis, along with measuring variations over the four-county District area, and variations during different weather conditions. Furthermore, it may be possible to provide anecdotal insight into potential shortcomings in the HCM saturation flow rate model, or the adjustment factors used therein.;In conclusion the use of an 1800 pcphgpl saturation flow rate was warranted when used district-wide, however a more localized usage of varying saturation flow rates would be recommended. In addition the HCM correction factors proved to be sufficient with the exception of the lane width correction factor which was determined to be inconclusive. Furthermore the rain study did show tendencies but was over all inconclusive

    D was acquitted of murder by reason of his insanity. The jury returned the statutory special verdict finding that his insanity or mental irresponsibility did not exist at the time of the trial but that there was such likelihood of a relapse or recurrence of the condition that D was not a safe person to be at large. D was committed to the state penitentiary as a criminally insane person. Soon after commitment he sought to be discharged from confinement under the procedure set out in RCW 10.76.070 [RRS § 6970; PPC § 133-11]. The prosecuting attorney petitioned for a writ of prohibition to prevent the superior court from proceeding with a jury trial for determining D\u27s entitlement to discharge pursuant to the terms of that statute. Held: Writ granted. D\u27s situation is not within the terms of RCW 10.76.070, and therefore the superior court is without authority to proceed with a jury trial on D\u27s petition for discharge. To accomplish this purpose, a review of the current literature and research regarding clinical supervision practices was conducted. In addition, seventy-five principals and assistant principals rated the importance and frequency of clinical supervision practices as identified in the literature. Implications for clinical supervision practitioners are discussed

    Aquatic Priming Effects in the York River Estuary and Implications for Dissolved Organic Carbon Mineralization

    The priming effect (PE), characterized as the enhanced microbial processing of bio-recalcitrant organic matter with the addition of labile substrates, has been hypothesized to moderate carbon (C) cycling in aquatic systems. In this study, aquatic PEs were evaluated through bacterial respiration and dissolved organic C consumption in incubations of water collected from three locations along the York River estuary. Incubations from White’s Landing on the Pamunkey River, a tidal freshwater tributary of the York, and from Croaker Landing in the middle of the estuary, displayed positive PEs when amended with labile C. In contrast, amended incubations from Gloucester Point, near the mouth of the estuary, displayed negative PEs, or reduced relative C metabolism, based on our calculations, This study provides empirical evidence for the occurrence of aquatic PEs and serves to elucidate how they may enhance or retard the processing and mineralization of organic C during transport to the ocean

    The Corralitos Observatory program for the detection of lunar transient phenomena

    This is a final report on the establishment, observing procedures, and observational results of a survey program for the detection of lunar transient phenomena (LTP's) by electro-optical image conversion means. For survey, a unique detection system with an image orthicon was used as the primary element in conjunction with a 24-in. f/20 Cassegrainian telescope. Observations in three spectral ranges, with 6,466 man-hours of observing, were actually performed during the period from October 27, 1965, to April 26, 1972. Within this entire period, no color or feature change within the detection capabilities of the instrumentation was observed, either independently or in follow up of amateur LTP reports, with the exception of one general bluing and several localized bluings (probably ascribable to the effects of the terrestrial atmosphere) that were observed solely by the Corralitos system. A table is presented indicating amateur and professional reports of LTP's and the results of efforts to confirm these reports through the Corralitos system

    This report describes briefly a series of experiments made at the Forest Products Laboratory, Madison, Wisconsin, to determine the comparative moisture resistance of linseed oil, impregnation treatments, condensation varnishes, oil varnishes, enamels, cellulose varnishes, rubber, electroplated and sprayed metal coatings, and metal-leaf coatings when applied to wood. All coatings except rubber and electroplated metal coatings, which were not developed sufficiently to make them practical, admitted moisture in varying degrees.     Static dielectric response of icosahedral fullerenes from C60 to C2160 by an all electron density functional theory

    The static dielectric response of C60, C180, C240, C540, C720, C960, C1500, and C2160 fullerenes is characterized by an all-electron density-functional method. First, the screened polarizabilities of C60, C180, C240, and C540, are determined by the finite-field method using Gaussian basis set containing 35 basis functions per atom. In the second set of calculations, the unscreened polarizabilities are calculated for fullerenes C60 through C2160 from the self-consistent Kohn-Sham orbitals and eigen-values using the sum-over-states method. The approximate screened polarizabilities, obtained by applying a correction determined within linear response theory show excellent agreement with the finite-field polarizabilities. The static dipole polarizability per atom in C2160 is (4 Angstrom^3) three times larger than that in C60 (1.344 Angstrom^3). Our results reduce the uncertainty in various theoretical models used previously to describe the dielectric response of fullerenes and show that quantum size effects in polarizability are significantly smaller than previously thought.Comment: RevTex, 3 figure
