Learning to Build Police-Community Trust Implementation Assessment Findings from the Evaluation of the National Initiative for Building Community Trust and Justice
This research report documents the training, policy development, and reconciliation activities of the six cities that took part in the National Initiative for Building Community Trust and Justice, an effort to promote more equitable, just, and respectful policing practices and improve relationships and trust between law enforcement and community members. We found that the training component of the Initiative, which exposed officers to concepts of procedural justice and implicit bias, was implemented as intended and was well received by officers. In addition, the reconciliation framework used to improve relationships between police and communities was powerful and impactful, leading police departments to make changes to their policies to build trust and institutionalize improvements to practices. We also observed that local contexts affected the implementation process, with factors such as police leadership stability and the dynamics underlying relations between police, political leadership, and the community facilitating or impeding progress
Some 5-13 micrometer airborne observations of Comet Wilson 1986l: Preliminary results
Comet Wilson was observed from the Kuiper Airborne Observatory approximately 23.6 and 25.7 Apr. 1987, UT (approx. 3 to 5 days after perihelion) using the NASA-Ames Faint Object Grating Spectrometer. Spectrophotometric data were observed with a 21 inch aperture between 5 and 13 micrometer and with a spectral resolution of 50 to 100. Spectra of the inner coma and nucleus reveal a fairly smooth continuum with little evidence of silicate emission. The 5 to 8 micrometer color temperature of the comet was 300 + or - 15 K, approx. 15 percent higher than the equilibrium blackbody temperature. All three spectra of the nucleus show a new emission feature at approx. 12.25 micrometer approx. two channels (.22 micrometer) wide. Visual and photographic observations made during the time of these observations showed a broad faint, possible two component tail. No outburst activity was observed
Mini-Membrane Evaporator for Contingency Spacesuit Cooling
The next-generation Advanced Extravehicular Mobility Unit (AEMU) Portable Life Support System (PLSS) is integrating a number of new technologies to improve reliability and functionality. One of these improvements is the development of the Auxiliary Cooling Loop (ACL) for contingency crewmember cooling. The ACL is a completely redundant, independent cooling system that consists of a small evaporative cooler--the Mini Membrane Evaporator (Mini-ME), independent pump, independent feedwater assembly and independent Liquid Cooling Garment (LCG). The Mini-ME utilizes the same hollow fiber technology featured in the full-sized AEMU PLSS cooling device, the Spacesuit Water Membrane Evaporator (SWME), but Mini-ME occupies only 25% of the volume of SWME, thereby providing only the necessary crewmember cooling in a contingency situation. The ACL provides a number of benefits when compared with the current EMU PLSS contingency cooling technology, which relies upon a Secondary Oxygen Vessel; contingency crewmember cooling can be provided for a longer period of time, more contingency situations can be accounted for, no reliance on a Secondary Oxygen Vessel (SOV) for contingency cooling--thereby allowing a reduction in SOV size and pressure, and the ACL can be recharged-allowing the AEMU PLSS to be reused, even after a contingency event. The first iteration of Mini-ME was developed and tested in-house. Mini-ME is currently packaged in AEMU PLSS 2.0, where it is being tested in environments and situations that are representative of potential future Extravehicular Activities (EVA's). The second iteration of Mini-ME, known as Mini- ME2, is currently being developed to offer more heat rejection capability. The development of this contingency evaporative cooling system will contribute to a more robust and comprehensive AEMU PLSS
A search for technosignatures from 14 planetary systems in the Kepler field with the Green Bank Telescope at 1.15-1.73 GHz
Analysis of Kepler mission data suggests that the Milky Way includes billions
of Earth-like planets in the habitable zone of their host star. Current
technology enables the detection of technosignatures emitted from a large
fraction of the Galaxy. We describe a search for technosignatures that is
sensitive to Arecibo-class transmitters located within ~420 ly of Earth and
transmitters that are 1000 times more effective than Arecibo within ~13 000 ly
of Earth. Our observations focused on 14 planetary systems in the Kepler field
and used the L-band receiver (1.15-1.73 GHz) of the 100 m diameter Green Bank
Telescope. Each source was observed for a total integration time of 5 minutes.
We obtained power spectra at a frequency resolution of 3 Hz and examined
narrowband signals with Doppler drift rates between +/-9 Hz/s. We flagged any
detection with a signal-to-noise ratio in excess of 10 as a candidate signal
and identified approximately 850 000 candidates. Most (99%) of these candidate
signals were automatically classified as human-generated radio-frequency
interference (RFI). A large fraction (>99%) of the remaining candidate signals
were also flagged as anthropogenic RFI because they have frequencies that
overlap those used by global navigation satellite systems, satellite downlinks,
or other interferers detected in heavily polluted regions of the spectrum. All
19 remaining candidate signals were scrutinized and none were attributable to

Crea.Blender: A Neural Network-Based Image Generation Game to Assess Creativity
We present a pilot study on crea.blender, a novel co-creative game designed
for large-scale, systematic assessment of distinct constructs of human
creativity. Co-creative systems are systems in which humans and computers
(often with Machine Learning) collaborate on a creative task. This
human-computer collaboration raises questions about the relevance and level of
human creativity and involvement in the process. We expand on, and explore
aspects of these questions in this pilot study. We observe participants play
through three different play modes in crea.blender, each aligned with
established creativity assessment methods. In these modes, players "blend"
existing images into new images under varying constraints. Our study indicates
that crea.blender provides a playful experience, affords players a sense of
control over the interface, and elicits different types of player behavior,
supporting further study of the tool for use in a scalable, playful, creativity

Review-Electrode Kinetics and Electrolyte Stability in Vanadium Flow Batteries
Two aspects of vanadium flow batteries are reviewed: electrochemical kinetics on carbon electrodes and positive electrolyte stability. There is poor agreement between reported values of kinetic parameters; however, most authors report that kinetic rates are faster for VIV/VV than for VII/VIII. Cycling the electrode potential increases the rates of both reactions initially due to roughening but when no further roughening is observed, the VII/VIII and VIV/VV reactions are affected oppositely by the pretreatment potential. Anodic pretreatment activates the electrode for the VII/VIII reaction, and deactivates it for VIV/VV. Three states of the carbon surface are suggested: reduced and oxidized states R and O, respectively, both with low electrocatalytic activity, and an intermediate state M with higher activity. The role of surface functional groups and the mechanisms of electron transfer for the VII/VIII and VIV/VV reactions are still not well understood. The induction time for precipitation of V2O5 from positive electrolytes decreases with temperature, showing an Arrhenius-type dependence with an activation energy of 1.79 eV in agreement with DFT calculations based on a VO(OH)3 intermediate. It also decreases exponentially with increasing VV concentration and increases exponentially with increasing sulphate concentration. Both arsenate and phosphate are effective additives for improving thermal stability

Open Science, Closed Doors?:Countering Marginalization through an Agenda for Ethical, Inclusive Research in Communication
The open science (OS) movement has advocated for increased transparency in certain aspects of research. Communication is taking its first steps toward OS as some journals have adopted OS guidelines codified by another discipline. We find this pursuit troubling as OS prioritizes openness while insufficiently addressing essential ethical principles: respect for persons, beneficence, and justice. Some recommended open science practices increase the potential for harm for marginalized participants, communities, and researchers. We elaborate how OS can serve a marginalizing force within academia and the research community, as it overlooks the needs of marginalized scholars and excludes some forms of scholarship. We challenge the current instantiation of OS and propose a divergent agenda for the future of Communication research centered on ethical, inclusive research practices.</p
Overview of Australian Aboriginal and Torres Strait Islander health status 2016
This report provides a comprehensive overview of the most recent indicators of the health and wellbeing of Aboriginal and Torres Strait Islander people. Information focuses on: Aboriginal and Torres Strait Islander populations the context of Aboriginal and Torres Strait Islander health various measures of population health status selected health conditions health risk and protective factors.
The Overview shows that the health of Aboriginal and Torres Strait Islander people continues to improve slowly and there has been a decline in the death rates for Aboriginal and Torres Strait Islander people and also a significant closing of the gap in death rates between Aboriginal and Torres Strait Islander and non-Indigenous people. The infant mortality rate has declined significantly. There have also been improvements in a number of areas contributing to health status such as the proportion of Aboriginal and Torres Strait Islander mothers who smoked during pregnancy has decreased. There has been a slight decrease in the proportion of low birth weight babies born to Aboriginal and Torres Strait Islander mothers between 2004 and 2014. Age-standardised death rates for respiratory disease in NSW, Qld, WA, SA and NT declined by 26% over the period 1998-2012 for Aboriginal and Torres Strait Islander people.
