    Leaders’ orientations to diversity: two cases from education

    This article explores two case colleges in England to consider how context, conceptualisation, orientation and action interact in relation to diversity issues in leader ship. Focus group and individual interview data are analysed. Context is perceived as influential in shaping concepts and action. In one case, the diversity and socio-economic disadvantage of the community create a perceived imperative to address diversity, resulting in multiple conceptions of diversity and systemic action. In the second case, the context of a perceived homogeneous community interacts with an equal opportunities conceptualization of diversity to justify little or no action.     Gender and educational leadership in England: a comparison of secondary headteachers' views over time

    In the context of gender being a barrier to accessing leadership, this paper presents a comparison of the views of men and women head teacher (principals) of secondary schools in England in the 1990s and in 2004. The same survey instrument was used on both occasions. The perceptions of the head teachers show change in some areas and no change in others. Overall, women are more likely to become head teachers and are now less likely to be categorised into pastoral roles, but in some cases women still meet prejudice from governors and others in the wider community. Women head teachers are more likely to have partners and children than in the 1990s, sharing equally or carrying most of the domestic responsibilities, whereas male colleagues are most likely to have partners who take the majority of responsibility in the home. Essentialist stereotypes about women and men as leaders still prevail, although both the women and men head teachers see themselves as adopting a traditionally ‘feminine’ style of leadership. Women head teachers are likely to see some benefits in being a woman in a role stereotypically associated with men. However, there has been an increase in the proportion of women who feel that they have to prove their worth as a leader, and this may be linked with increased levels of accountability in schools

    This paper draws on the views of lecturers working in and delivering college-based higher education (CBHE) in the UK. There have been numerous works on the culture of higher education in further education (HE in FE). However, as noted by some literati, the culture of further education (FE) is not easy to define, and does not readily lend itself to the incorporation of a higher education (HE) culture. This could be due to the large number of changes FE has had to adopt owing to various government policies. The study comprises 26 in-depth individual interviews conducted at various further education colleges throughout the Yorkshire and Humber region of the UK. Via the use of an interpretivist approach, common themes and word use were extracted from the narratives for analysis. The organisational culture of these further education colleges was relatively easy to define, the word ‘blame’ being one of the common themes. However, when identifying if the individual colleges had a HE culture; this proved more difficult

    A search for women in Baron and Taylor's (1969) Educational administration and the social sciences [London: The Athlone Press] using feminist poststructural discourse analysis (FPDA) has revealed a changing discourse about gendered educational administration over the course of 50 years. Whilst few women are featured in the text itself, citations of women's writing surface the historical contributions of women as headmistresses and public servants. Women who have cited the text since its publication have challenged gendered theory and academic writing conventions. FPDA is used to explore the gendered educational administration discourse through the intertextuality of academic writing. Fluctuations between powerfulness and powerlessness are revealed depending on the socio-political context and women's circumstances

    Improving higher education standards through reengineering in West African universities–A case study of Nigeria

    This article examines the context of higher education (HE), policies and challenges in the West African context. A multi-level framework and analysis of reengineering, leading change in complexity, activity-based view of the University Business Model and Pedagogical Content Knowledge enable the development of deep connections between the macro- and meso-level and -micro challenges of Higher Education System (HES). These include elements of effective leadership, structures and curriculum and learning pedagogies. Drawing on the analyses of interviews from 25 overseas trained senior academics from Nigerian universities, a preliminary refinement of the philosophy of reengineering, re-thinking and revaluing the higher education system (HES) is offered. These have traditionally been addressed in a piecemeal perspective in HE policy and the academic literature; such a traditional approach has not been the systematic rethinking advocated in the philosophy of reengineering

    Partnership, conflict and gaming

    Government policy stresses partnership as a critical organizational form of the future to support the development of schooling. This article uses intergroup conflict and gaming theory to analyse data from one partnership. The views of young people and staff are explored to establish the nature and extent of conflict and its impact on the partnership. Gaming theory is used to investigate the engagement and expectations of organizations in the partnership. The article challenges Government rhetoric that suggests that as experience and trust grow, partnership will overcome the barriers which exist as a legacy from previous more competitive and isolationist cultures, to the benefit of service users. It further suggests that the availability of adequate resources alone, if ever achieved, would not in itself create the conditions for successful partnership. Far more attention is required to be given to the complex range of conditions which might support partnership and increase the possibility that the interests of learners would not be subordinated to those of organizations

    Alienation, servility, and amorality: relating Gogol’s portrayal of bureaupathology to an accountability era

    This paper explores the insights literature can bring to administrative and bureaucratic critique, focusing on the work of Nikolai Gogol. Gogol's satire of bureaucracy presages many subsequent social science analyses. These encompass the fundamental ruptures in society caused by a surfeit of bureaucracy in ‘The Nose’ and, on a more psychological level, the effects of bureaucratisation on the individual in ‘The Overcoat’. His stories portray the alienation, futile activity, and servility caused in lower level functionaries through problems of loss of identity, the absence of meaningful work, and a lack of separation between public and private life. This paper uses Gogol's work to intensify and sharpen an exploration of the pathological responses of educational administrators and policy makers to an accountability era of burgeoning bureaucracy that has a profound negative impact on performance.<br/
