    Material for this paper comes from as report commissioned by the Department of Family Services, Aboriginal and Islander Affairs. The report is the result of a multi strategy research project designed to assess the impact of gaming machines on the fundraising capacity of charitable and community organisations in Queensland. The study was conducted during the 1993 calendar year. The first Queensland gaming machine was commissioned on the 11 February, 1992 at 11.30 am in Brisbane at the Kedron Wavell Services Club. Eighteen more clubs followed that week. Six months later there were gaming machines in 335 clubs, and 250 hotels and taverns, representing a state wide total of 7,974 machines in operation. The 10,000 gaming machine was commissioned on the 18 March, 1993 and the 1,000 operational gaming machine site was opened on 18th February, 1994

    Participation arrangements in Ghent: 'searching for the underlying story: a dynamic approach'

    There are two dominant but seemingly contradictory narratives about the reasons for the dynamics of local participation arrangements. On the one hand, we have the traditional perspective focusing on the link between psychological characteristics and participation on the one side and on the other side on the barriers to participation (Hooghe 1999; Verba, Scholzman & Brady 1995). On the other hand we have the studies that examine participation arrangements from a sociological point of view: they point out that institutions have an impact on the participation arrangements (see for example Lowndes et al. 2001, 2006). This paper wants to detect the relevant variables that influence participation arrangements over time. In how far are these two stories compatible at the Flemish local level? If not, which one is more correct? The paper starts by reviewing the international literature on local participation in order to detect a list of relevant influencing variables. By means of a historical longitudinal analysis in the Flemish city Ghent a number of participation arrangements are identified over six legislative periods. With participation arrangement we refer to the tools and trajectories initiated and implemented by local government in order to organize citizen participation On the basis of an extensive documentary analysis and on interviews we come a set of factors that are influencing the functioning of Flemish local participation arrangements. The importance of this kind of research is twofold. First, a dynamic and longitudinal analysis on local participation is rather innovating. Most researches have a rather static view. The impact of variables on one instrument is researched at a certain point in time. However, participation arrangements evolve over time and a dynamic approach is more fitting. Second, it may provide some insight in the factors stimulating people to participate. Understanding what drives people’s participation at the local level is an important issue, especially in the light of the declining levels of engagement as well as current political commitments to promote active citizenship (Lowndes et al. 2006)

    The Big Society and the Conjunction of Crises: Justifying Welfare Reform and Undermining Social Housing

    The idea of the “Big Society” can be seen as culmination of a long-standing debate about the regulation of welfare. Situating the concept within governance theory, the article considers how the UK coalition government has justified a radical restructuring of welfare provision, and considers its implications for housing provision. Although drawing on earlier modernization processes, the article contends that the genesis for welfare reform was based on an analysis that the government was forced to respond to a unique conjunction of crises: in morality, the state, ideology and economics. The government has therefore embarked upon a programme, which has served to undermine the legitimacy of the social housing sector (most notably in England), with detrimental consequences for residents and raising significant dilemmas for those working in the housing sector

    Charitable organisations have remained exempt from income tax in Australia since the first comprehensive state income tax legislation in 18841 through to the current Income Tax Assessment Act 1977. The charitable exemption was also part of the English income tax legislation from its inception in 1799. The Federal Treasurer has released exposure draft legislation which seeks to remove taxation exemptions from some tax exempt organisations that perform any of their activities outside Australia or make trust distributions overseas. The proposed legislation is in response to alleged tax avoidance arrangements which involve tax exempt organisations and charitable trusts. The paper begins by describing the current charity tax exemption provisions under the Income Tax Assessment Act (ITAA). It then turns to tracing the background policy history of the amendments which appear to be at odds with the form and intent of the proposed provisions. The proposed amendments and their practical consequences are then closely scrutinised and found wanting in a number of respects. Alternative strategies are suggested to arrive at an equitable solution to the avoidance mischief
