System for Monitoring the Quality of Services Provided by a Public Institution Based on Business Processes
Monitoring the quality of the services provided by public institutions is an important element in improving the effectiveness of the entire system of public services in the Russian Federation. As a rule, monitoring is associated with obtaining quantitative indicators of the level of satisfaction of citizens which characterize the quality of services provided. Monitoring results are the basis for modernizing the service management system. However, this approach allows us to evaluate only one side of the process by which a public institution renders services to the consumer of services (citizens). The other side of the issue is related to monitoring the processes of the institution itself. This direction also allows us to find approaches to improving the quality of service delivery, and to make the work of a state institution more efficient.
This article describes the methodology for monitoring the process of providing services in a public institution based on business processes. The description of the activity of the institution in terms of the implementation of services is presented in the form of a set of business processes. It is shown that the main element of business processes that can be measured is the time of their implementation. On this basis, a mathematical model for assessing the quality of public service delivery is constructed, including both qualitative assessments (obtained from experts and clients of the institution) and quantitative assessments of the quality of service delivery based on measuring the time of business processes. The quantitative aspect of the proposed methodology is directly related to the main direction declared by the Government of the Russian Federation β the development of digital economy. As an example, the article considers such a state institution as the Social Insurance Fund of the Russian Federation
Comparative analysis of state support for agricultural producers in Russia and in the world
Despite numerous trade disputes within the World Trade Organization (WTO) regarding the overestimation of the support level for agriculture by individual countries of the world, subsidizing farmers by their own governments not only does not decrease, but also tends to increase in general. In the conditions of the WTO member countries open markets, the world countries food security, including Russia, largely depends not only on the competitiveness of their own agriculture, but also on the support of their own agricultural sector commensurate with other states. Based on this, it is an urgent task to track the scale of state influence on the industry in other countries in order to avoid excessive competition of imported products. Thus, the purpose of the article is to study the dynamics of state support for agriculture in the countries of the world based on the Organization for Economic Cooperation and Development (OECD) data. The results of the work are detailed information on the comparative level of state support for the agro-industrial complex in the countries of the world, and the amount of support for the Russian agricultural industry corresponds to the world average. To process the information received in order to present the results of the work as accessible as possible, tabular and graphical methods are used

The purpose of the study is to assess the possible impact of patterns and trends in the development of foreign investment activity of China on the prospects of Russian-Chinese economic cooperation in this area, including in terms of support for the Russian energy sector. The relevance of the study is due to the growing influence of the Peopleβs Republic of China in solving global economic and political issues, as well as the importance of its role as a strategic partner of the Russian Federation, which makes it necessary to assess future prospects.The research methods are methods of analyzing time series, including identifying trends, as well as assessing the structure and structural shifts to obtain an overall picture of the structural transformations of foreign direct investment of China in regional and sectoral sections.The results of the study. Chinese foreign direct investment in the last two decades has been characterized by an intensive growth in volumes, resistant to global economic crises; analysis of their geographical structure demonstrates the constancy of such a feature as maximizing the opportunities of global offshore zones and countries granting privileges to foreign investors; the sectoral structure of Chinese foreign direct investment has certain patterns of change that are consistent with the goals and objectives of economic development ofΒ China set by five-year plans, which makes it possible to predict and find solutions in the field of Russian-Chinese cooperation; a trend has been identified to increase the attention of Chinese investors to the issue of capital formation in the Russian economy. In addition, an assessment of the analytical capabilities provided to users by the official statistics of China in terms of information about investment processes is given.Conclusion. Statistical analysis of the indicators of foreign investment activity of China over a long period of time allows us to evaluate and characterize its strategic behavior as one of the worldβs largest investors, focused primarily on solving the problems of developing its own economy and its global expansion in the long term. Modeling Business Processes of the Social Insurance Fund in Information System Runa WFE
Introduction - Business processes are gradually becoming a tool that allows you at a new level to put employees or to make more efficient document management system. In these directions the main work, and presents the largest possible number of publications. However, business processes are still poorly implemented in public institutions, where it is very difficult to formalize the main existing processes. Us attempts to build a system of business processes for such state agencies as the Russian social insurance Fund (SIF), where virtually all of the processes, when different inputs have the same output: public service. The parameters of the state services (as a rule, time limits) are set by state laws and regulations. The article provides a brief overview of the FSS, the formulation of requirements to business processes, the justification of the choice of software for modeling business processes and create models of work in the system Runa WFE and optimization models one of the main business processes of the FSS. The result of the work of Runa WFE is an optimized model of the business process of FSS

The objective of the research in the article is the food retail companies that occupy leading positions in the Russian and foreign markets. The subject of the study is financial and economic relations in the field of the use of intangible assets (IA) as a significant factor in increasing the capitalization of food retailers and their sustainable development. The relevance of the problem is due, on the one hand, to the significant contribution of trade to the countryβs GDP, on the other hand, to the need to find new drivers for the sustainable development of food retailers in the context of overcoming the negative consequences of the pandemic and the digital economy. The purpose of the study is to assess the impact of the value of intangible assets on the capitalization of food retailers. The authors applied the methods of comparative analysis, calculation of financial and economic indicators, correlation, and regression analysis of statistical data processing. The authors used Studentβs t-test and Fisherβs f-test to confirm the quality of the constructed model. The study shows that Russian food retailers, as compared to foreign ones, occupy a smaller market share in the domestic economy and have a smaller share of intangible assets in the non-current assets of companies (except for X5 Retail Group). On the Russian food market, a trend has been revealed towards an increase in the production of goods under private labels and a decrease in the presence of foreign retailers, as well as an increase in the share of online trading that requires the use of intellectual property, including digital intangible assets, and leads to an increase in cash flows. Based on multivariate correlation analysis, it was found that the capitalization of trading companies in the food sector is most affected by the value of intangible assets and return on them. The constructed model of linear two-factor regression allows the authors to conclude that with an increase in the value of intangible assets by 1%, the market capitalization of a company increases by 10% with a constant return on assets. Event-driven simulation of the state institution activity for the service provision based on business processes
The paper presents an approach, based on business processes, assessment and control of the state of the state institution, the social insurance Fund. The paper describes the application of business processes, such as items with clear measurable parameters that need to be determined, controlled and changed for management. The example of one of the business processes of the state institutions, which shows the ability to solve management tasks, is given. The authors of the paper demonstrate the possibility of applying the mathematical apparatus of imitative simulation for solving management tasks
Gender semiology in folklore traditions: Russia, China and Adygea
The article presents an analytical analysis of the linguosemiotic features of the female portrait in the folklore fund of the linguocultures of Russia, the North Caucasus and China in the aspect of the intergender dichotomy "male-female" as the implementation of the policy of "soft power" of the ethnos to preserve its vitality. Hypothesis: The dichotomy of masculinity and femininity in traditional culture is presented as the result of the interaction of ethno-cultural strategies of the ancestral cult, in which the role of a woman is defined as the keeper of the knowledge of the people with the competencies of a housewife who needs help and care from a man. The relevance of the study is due to the growing research interest in the vitality of traditional cultures, which continue to influence the lives of modern women. Chinese, Adyghe and Russian folklore for the first time becomes the object of comparative analysis of the linguosemiotic characteristics of the image of femininity in the form of "feminine" folkloratives identified for the first time. The methodology uses a linguosemiotic approach and the theory of complex metagraphs in modeling the speech-behavioral gender matrix of women through the prism of folklore. The results show that folklore is a reproducible mechanism of "soft power" of gender regulation in the ethno-cultural practice of folk art
