    Reducing Youth Incarceration Through Protections in Childhood Development: A Case Study of West Virginia

    Childhood Development is a trajectory that is subject to many risks and protections, enacted by a host of institutions, systems and actors. High rates of youth incarceration in the U.S. demonstrate one of the ways risk factors in childhood can lead to outcomes that are often very harmful to development beyond childhood. West Virginia has the highest rate of youth incarceration in the U.S. and therefore offers a unique look into what systems are at play when considering vulnerable youth populations. Through Bronfenbrenner\u27s Ecological Systems Theory I examine the various systems of childhood development and how they interact to affect youth incarceration. In speaking with individuals from West Virginia, and through research into youth incarceration and the risk and protective factors acting on youth in West Virginia specifically, I have found that the change must be enacted at all levels of the Ecological Systems Theory model in order for healthier childhood pathways to emerge. Most crucial in these changes is the strengthening of communication between systems and institutions

    This report presents the results of a detailed review of evidence and policy relating to the factors that influence the engagement of the individual in skills development. It incorporates a broad range of formal and informal learning activities, delivered in a range of institutional settings and through different media, including work-based, classroombased, distance learning and community based learning. The review is deliberately broad in its focus, drawing on evidence and policy relating to people in different positions within the labour market - in or out of work, new entrants into employment, younger and older workers, people with and without qualifications and/or with higher and lower skills. However, a key focus for the research was the barriers and factors affecting access to skills development opportunities among lower skilled and lower qualified people. The review was undertaken by WM Enterprise and the Employment Research Institute, Edinburgh Napier University for the UK Commission for Employment and Skills (UK Commission)

    COVID-19 outbreak: implications on healthcare operations

    Purpose The COVID-19 pandemic is considered a major disruptive event of this decade, raising unforeseen socio-economic implications worldwide. This novel virus has increased the influx of patients in hospitals, and healthcare organisations are facing unprecedented constraints in their operations to deal with increased demand and pressed capacity. Thus, this article evaluates the impact of the COVID-19 pandemic on healthcare systems' demand, resources and capacity and provides research directions. Design/methodology/approach This is a viewpoint article and uses timely information on healthcare operations from both scholars and managers, published by diverse sources during the COVID-19 outbreak. Findings The authors discuss the focus on “flattening the curve of infection” as a measure to protect healthcare, delay the impact of increased demand and reorientate healthcare supply chain practices. Furthermore, the authors evaluate the role of lean practices on managing demand and capacity and improving quality across healthcare operations and supply chain. Finally, the authors suggest research directions on modern operational issues that emerged during this pandemic, such as discussions around the sustainability of lean post-pandemic, “just in time” practices, inventory trade-offs and lack of organisational responsiveness during untenable events. Originality/value In this article, the authors provide a contemporary assessment of the implications of the COVID-19 pandemic on healthcare operations, underscoring main economic and operational elements that can be affected, such as unforeseen demand, resources and capacity shortage. Therefore, the authors assess that healthcare organisations, practitioners and governments have to anticipate operational and economic impacts and, ultimately, to reassess their plans to deal with such adverse events

    Vegetation database of Great Britain: Countryside Survey

    This paper describes the vegetation database created as part of the Countryside Survey (CS) of Great Britain (GIVD ID EU-GB-003) which was established to monitor ecological and land use change in 1978 (http://www.countrysidesurvey.org.uk). The sample design is based on a series of stratified, randomly selected 1 km squares, which numbered 256 in the 1978 survey, 500 in the 1990 survey, 569 in the 1998 survey and 591 in the 2007 survey. Stratification of sample squares was based on predefined strata (called land classes) which have been derived from a classification of all 1 km squares in Britain based on their topographic, climatic and geological attributes obtained from published maps. A series of vegetation plots were located within each 1 km square using a restricted randomisation procedure designed to reduce aggregation. Linear features (road verges, watercourse banks, hedges, arable margins and field boundaries) and areal features (fields, unenclosed land and small semi-natural biotope patches) were sampled. Linear plots were 1 x 10 m laid out along a feature whilst unenclosed land and small biotopes were sampled using 2 m x 2 m plots. Larger randomly-placed plots were nested 14 m² plots with an inner nest of 2 m x 2 m. Within each 1 km Countryside Survey sample square the land cover and all landscape features were mapped and each parcel of land (and vegetation plot) has been assigned to a Broad Habitat/EUNIS habitat type. This database of vegetation plots is a very useful resource. The data is freely available from the website, however, there are restrictions on the release of the spatial location of the plots. There is now a considerable time-series of plots within the database going back to 1978 representing different habitat types and landscape features that can be analysed to determine changes in vegetation metrics (e.g. Ellenberg scores) and individual species. Vegetation changes can be linked to environmental drivers and the spatial scale (across GB) is sufficiently large to analyse gradients in most driving variables

    A multi-centre study of adults with learning disabilities referred to services for antisocial or offending behaviour: demographic, individual, offending and service characteristics

    This study was carried out as part of a larger study commissioned by the UK Department of Health to investigate the service pathways for offenders with learning disabilities (LD). The study covered three health regions in the UK and included 477 people with LD referred to services because of antisocial or offending behaviour during a 12-month period. Data were collected concerning demographic, individual, offending behaviour and service characteristics. The findings of the study are broadly consistent with contemporary research concerning this population, particularly in relation to the nature and frequency of offending, history of offending, psychopathology, age and gender distribution. However, very few of those referred had any form of structured care plan, despite having significant offending histories, and this may have compromised early identification of their needs and communication between the health, social and other services involved
