Germany's Slump Explaining the Unemployment Crisis of the 1990s

According to a widespread view, Germany's unemployment crisis is caused by rigid labour markets, low profitability and increasing international competition. We argue that this view does not provide a convincing explanation for the dramatic rise in Germany's unemployment rate since 1989, first because no distinction is drawn between the situation in the Eastern part of Germany and that in the Western part of Germany, and second because supply-side conditions in the Western part of Germany have not generally deteriorated. We argue that Germany's slump is the result of a series of adverse supply and demand shocks since unification. Supply shocks dominated in the East, demand shocks in the West. These shocks were mainly policy-induced. The adoption of an extremely overvalued exchange rate and rapid wage increases in East Germany magnified the general problems of transition, resulting in a loss of employment of more than a third and a sustained structural weakness of its economy. The wage explosion was made possible by the government's failure to create a proper institutional framework for wage negotiations. The unification shock to the East added at least 2.5 percentage points to Germany's overall unemployment rate, as measured by the OECD definition. We attribute some 1.5 to 2.5 percentage points of the present unemployment rate to the weak economic growth of the last several years and the impact of the increasing tax wedge on the wage level. Weak growth has been largely the consequence of uncoordinated, contradictory and procyclical macroeconomic policies that have been adopted since unification, while the increasing tax wedge has been mostly driven by the decision of the government to finance unification partly through the social security system. Econometric evidence suggests a structural break in aggregate wage-setting in West Germany, with increased nominal flexibility in recent years and insignificant persistent effects since the 1980s. Using evolutionary algorithms to select parameters from equivalence classes

This paper presents some ideas about an approach which aims at extending existing methodologies for functional testing. Experience in automotive applications has shown that when selecting parameters for functional testing, many times a tester has equivalence classes in mind. Instead of losing valuable information in the process, support should be given to make them manageable. The proposed approach suggests evolutionary testing strategies to search for critical representatives within equivalence classes

Building information modeling – A game changer for interoperability and a chance for digital preservation of architectural data?

Digital data associated with the architectural design-andconstruction process is an essential resource alongside -and even past- the lifecycle of the construction object it describes. Despite this, digital architectural data remains to be largely neglected in digital preservation research – and vice versa, digital preservation is so far neglected in the design-and-construction process. In the last 5 years, Building Information Modeling (BIM) has seen a growing adoption in the architecture and construction domains, marking a large step towards much needed interoperability. The open standard IFC (Industry Foundation Classes) is one way in which data is exchanged in BIM processes. This paper presents a first digital preservation based look at BIM processes, highlighting the history and adoption of the methods as well as the open file format standard IFC (Industry Foundation Classes) as one way to store and preserve BIM data

Bryophytes from the Cape Verde Islands

Almost 450 specimens of bryophytes, so far the largest collection of bryophytes ever made on the Cape Verde Islands, were collected in 1995 by the second author on the major islands of the archipelago. Twenty seven species (3 hepatics, 24 mosses) are reported as new to the Cape Verde Islands: Lejeunea ulicina (Tayl.) Gottsche et al., Riccia cavernosa Hoffm. emend. Raddi, Targionia hypophylla L., Barbula cf. consanguinea (Thwait. & Mitt.) Jaeg., Barbula unguiculata Hedw., Brachymenium exile (Dozy & Molk.) Bosch. & Lac., Bryoerythrophyllum ferruginascens (Stirt.) Giac., Bryoerythrophyllum inaequalifolium (Tayl.) Zander, Bryum cellulare Hook., Chenia leptophylla (C. Müll.) Zander, Desmatodon bogosicus C. Müll., Didymodon australasiae (Hook. & Grev.) Zander, Didymodon maschalogena (Ren. & Card.) Broth. (Didymodon michiganensis [Steere] K. Saito), Didymodon vinealis (Brid.) Zander var. flaccidus (B.S.G.) Zander, Eurhynchium meridionale (B.S.G.) De Not., Eurhynchium speciosum (Brid.) Jur., Fissidens sciophyllus Mitt., F. bogosicus C. Müll., F. flaccidus Mitt., F. helictocaulos C. Müll., Gymnostomiella cf. vernicosa (Hook.) Fleisch., Gymnostomum calcareum Nees & Hornsch., Hyophila involuta (Hook.) Jaeg., Orthotrichum diaphanum Brid., Tortula cuneifolia (With.) Turn., Tortula laevipila (Brid.) Schwaegr. and Weissia microstoma (Hedw.) C. Müll. The doubtful record of Marchantia paleacea Bertol. could be confirmed. Numerous species are recorded as new to single islands. Tortula pierrotii Biz. described from Tanzania has proved to be synyomous with Bryoerythrophyllum inaequalifolium. Didymodon maschalogena (Ren. & Card.) Broth. is an older name for Didymodon michiganensis (Steere) K. Saito. A study of types of species described as endemic to the Cape Verde Islands revealed that Barbula bolleana (C. Müll.) Broth. is an earlier name for Hydrogonium bolleanum (C. Müll.) Jaeg., Barbula elliottii Broth., Barbula kivuensis Leroy & P. de la Varde and Barbula madagassa Ren. & Card. are synonymous with the latter, Hyophila crenulata C. Müll. ex Dus. var. brevifolia Bizot is synonymous with Hyophila involuta (Hook.), Barbula sulcata Geh. is synonymous with B. convoluta Hedw. and Tortula subcaroliniana Bizot is synonymous with Tortula amphidiacea (C. Müll.) Broth. In addition to the so far unpublished results of recent collections, a complete survey of the bryophyte flora of the Cape Verde Islands is given. A hundred and sixty two species (2 species of hornworts, 36 species of hepatics and 124 species of mosses) are so far known from this archipelago

A PDF Test-Set for Well-Formedness Validation in JHOVE - The Good, the Bad and the Ugly

Digital preservation and active software stewardship are both cyclical processes. While digital preservation strategies have to be reevaluated regularly to ensure that they still meet technological and organizational requirements, software needs to be tested with every new release to ensure that it functions correctly. JHOVE is an open source format validation tool which plays a central role in many digital preservation workflows and the PDF module is one of its most important features. Unlike tools such as Adobe PreFlight or veraPDF which check against requirements at profile level, JHOVE’s PDF-module is the only tool that can validate the syntax and structure of PDF files. Despite JHOVE’s widespread and long-standing adoption, the underlying validation rules are not formally or thoroughly tested, leading to bugs going undetected for a long time. Furthermore, there is no ground-truth data set which can be used to understand and test PDF validation at the structural level. The authors present a corpus of light-weight files designed to test the validation criteria of JHOVE’s PDF module against “well-formedness”. We conclude by measuring the code coverage of the test corpus within JHOVE PDF validation and by feeding detected inconsistencies of the PDF-module back into the open source development process

Ingest and Storage of 3D Objects in a Digital Preservation System

The DURAARK project is developing methods and tools for the Long-Term Preservation (LTP) of architectural knowledge, including approaches to: enrich Building Information Models with “as built” information from scans, semantically enrich building models with additional data sets, preserve 3D models for future reuse. This deliverable defines the necessary steps for ingest and storage of 3D objects into anexisting OAIS compliant digital preservation system. It discusses how the gaps, which were previously identified and presented in deliverable D6.6.1, have been addressed in the DURAARK project so far. Developed methods and tools will be run against the DURAARK test set. Lastly, the existing drafts of the metadata schemas buildm for descriptive information and e57m and ifcm as technical metadata schemas for E57 and IFC respectively, will be extended significantly and presented in a digital preservation context
