    Passing On The Legacy: How Rural Community College Senior Officers Prepare The Next Generation Of Leaders

    Given the significant projected percentages of retirements of community college senior officers, forecasted workforce shortages, and the difficulty of attracting employees to rural community colleges, a qualitative study was undertaken to understand the learning experiences of seven senior officers in developing the competencies to lead at a rural community college. Through the interviews, the senior officers redirected the conversations to describe how they develop the next generation of rural community college leaders. Findings included the descriptive concepts of (a) rural legacies, (b) developing pragmatic competence, and (c) reciprocal development. A grounded theory model provided guidance on preparing the next generation of leaders at rural community colleges

    Public Policy Consideration of Workplace-Based Rotating Savings and Credit Associations (ROSCAs) Use by Immigrants for Asset Building

    When immigrants need to save a large lump sum to purchase of home or for entrepreneurial efforts, many turn a “susu” or “partner” to build assets and secure middle-class status rather than mainstream financial services. This financial practice of pooling savings and credit based on an individual’s social connections is known as rotating savings and credit associations (ROSCAs). In these underground organized associations; participants agree to make regular contributions to an unregulated fund that participants then distribute, in whole or in part, to each contributor in rotation. Policymakers view ROSCAs as an informal or alternative financial service operating under the radar of regulations, even though one-third of the adult U.S. population are users (FDIC, 2014; OIG, USPS, 2014). Policymakers and the financial industry categorize consumers using informal or alternative financial services such as ROSCAs as “underbanked or unbanked” rather than “fully-banked.” This policy position reinforces the established poverty pathology around poor people and saving, while casting ROSCA users negatively. In contrast, ROSCA users view themselves as “fully-banked” by mixing and matching informal, alternative, and mainstream financial services; view the informal and alternatives sectors more formal and positive than acknowledged; and achieve greater success saving and accumulating wealth with ROSCA

    “Animal feeding operations (AFOs),” or, if large enough, “concentrated animal feeding operations (CAFOs),” have become increasingly concentrated in ownership, location, and quantity of animals since the 1950s. The Yakima Valley of central Washington is one area that has been subject to an influx of these industrial farms, raising health and environmental concerns for residents. Despite scientific evidence of potential harm, citizens have had difficulty enforcing air emissions regulation. The problem is twofold: the EPA is still working with the industry to develop a methodology for emission monitoring––the effectiveness of which remains unclear––and, assuming monitoring methods existed, the statutory framework provides numerous agricultural exemptions. State “Right-to-Farm” statutes further exempt some farms from liability under the common law. Nonetheless, this comment will demonstrate that nuisance, trespass, and/or negligence actions, if teed up correctly in light of the state Right-to-Farm statute, can operate to combat pollution from AFOs
