Semantic bottleneck for computer vision tasks
This paper introduces a novel method for the representation of images that is
semantic by nature, addressing the question of computation intelligibility in
computer vision tasks. More specifically, our proposition is to introduce what
we call a semantic bottleneck in the processing pipeline, which is a crossing
point in which the representation of the image is entirely expressed with
natural language , while retaining the efficiency of numerical representations.
We show that our approach is able to generate semantic representations that
give state-of-the-art results on semantic content-based image retrieval and
also perform very well on image classification tasks. Intelligibility is
evaluated through user centered experiments for failure detection
Power adjustment and scheduling in OFDMA femtocell networks
Densely-deployed femtocell networks are used to enhance wireless coverage in public spaces like office buildings, subways, and academic buildings. These networks can increase throughput for users, but edge users can suffer from co-channel interference, leading to service outages. This paper introduces a distributed algorithm for network configuration, called Radius Reduction and Scheduling (RRS), to improve the performance and fairness of the network. RRS determines cell sizes using a Voronoi-Laguerre framework, then schedules users using a scheduling algorithm that includes vacancy requests to increase fairness in dense femtocell networks. We prove that our algorithm always terminate in a finite time, producing a configuration that guarantees user or area coverage. Simulation results show a decrease in outage probability of up to 50%, as well as an increase in Jain's fairness index of almost 200%
Energy-Efficient selective activation in Femtocell Networks
Provisioning the capacity of wireless networks is difficult when peak load is significantly higher than average load, for example, in public spaces like airports or train stations. Service providers can use femtocells and small cells to increase local capacity, but deploying enough femtocells to serve peak loads requires a large number of femtocells that will remain idle most of the time, which wastes a significant amount of power.
To reduce the energy consumption of over-provisioned femtocell networks, we formulate a femtocell selective activation problem, which we formalize as an integer nonlinear optimization problem. Then we introduce GREENFEMTO, a distributed femtocell selective activation algorithm that deactivates idle femtocells to
save power and activates them on-the-fly as the number of users increases. We prove that GREENFEMTO converges to a locally Pareto optimal solution and demonstrate its performance using extensive simulations of an LTE wireless system. Overall, we find that GREENFEMTO requires up to 55% fewer femtocells to serve a given user load, relative to an existing femtocell power-saving procedure, and comes within 15% of a globally optimal solution
Severe loss-of-function mutations in the adrenocorticotropin receptor (ACTHR, MC2R) can be found in patients diagnosed with salt-losing adrenal hypoplasia
Objective: Familial glucocorticoid deficiency type I (FGD1) is a rare form of primary adrenal insufficiency resulting from recessive mutations in the ACTH receptor (MC2R, MC2R). Individuals with this condition typically present in infancy or childhood with signs and symptoms of cortisol insufficiency, but disturbances in the renin-angiotensin system, aldosterone synthesis or sodium homeostasis are not a well-documented association of FGD1. As ACTH stimulation has been shown to stimulate aldosterone release in normal controls, and other causes of hyponatraemia can occur in children with cortisol deficiency, we investigated whether MC2R changes might be identified in children with primary adrenal failure who were being treated for mineralocorticoid insufficiency.
Design: Mutational analysis of MC2R by direct sequencing.
Patients: Children (n = 22) who had been diagnosed with salt-losing forms of adrenal hypoplasia (19 isolated cases, 3 familial), and who were negative for mutations in DAX1 (NR0B1) and SF1 (NR5A1).
Results: MC2R mutations were found in three individuals or kindred (I: homozygous S74I; II: novel compound heterozygous R146H/560delT; III: novel homozygous 579-581delTGT). These changes represent severely disruptive loss-of-function mutations in this G-protein coupled receptor, including the first reported homozygous frameshift mutation. The apparent disturbances in sodium homeostasis were mild, manifest at times of stress (e.g. infection, salt-restriction, heat), and likely resolved with time.
Conclusions: MC2R mutations should be considered in children who have primary adrenal failure with apparent mild disturbances in renin-sodium homeostasis. These children may have been misdiagnosed as having salt-losing adrenal hypoplasia. Making this diagnosis has important implications for treatment, counselling and long-term prognosi
A New Test of the Statistical Nature of the Brightest Cluster Galaxies
A novel statistic is proposed to examine the hypothesis that all cluster
galaxies are drawn from the same luminosity distribution (LD). In such a
"statistical model" of galaxy LD, the brightest cluster galaxies (BCGs) are
simply the statistical extreme of the galaxy population. Using a large sample
of nearby clusters, we show that BCGs in high luminosity clusters (e.g., L_tot
> 4x10^11 L_sun) are unlikely (probability <3x10^-4) to be drawn from the LD
defined by all red cluster galaxies more luminous than M_r=-20. On the other
hand, BCGs in less luminous clusters are consistent with being the statistical
extreme. Applying our method to the second brightest galaxies, we show that
they are consistent with being the statistical extreme, which implies that the
BCGs are also distinct from non-BCG luminous, red, cluster galaxies. We point
out some issues with the interpretation of the classical tests proposed by
Tremaine & Richstone (1977) that are designed to examine the statistical nature
of BCGs, investigate the robustness of both our statistical test and those of
TR against difficulties in photometry of galaxies of large angular size, and
discuss the implication of our findings on surveys that use the luminous red
galaxies to measure the baryon acoustic oscillation features in the galaxy

Solid catadioptric telephoto lens design with SMS method
Two new optical structures are designed using the Simultaneous Multiple Surfaces (SMS) method, comprised of 2 reflecting surfaces and 2 refracting surfaces, 800mm focal length, f/8 (aperture diameter 100 mm) and 1.180 diagonal field of view in the SWIR band. The lens surfaces are rotational symmetric and calculated to have good control of non-paraxial rays. We have achieved designs with excellent performance, and with total system length of less than 60 mm
SUPPLY RESPONSE UNDER THE 1996 FARM ACT AND IMPLICATIONS FOR THE U.S. FIELD CROPS SECTOR
The 1996 Farm Act gives farmers almost complete planting flexibility, allowing producers to respond to price changes to a greater extent than they had under previous legislation. This study measures supply responsiveness for major field crops to changes in their own prices and in prices for competing crops and indicates significant increases in responsiveness. Relative to 1986-90, the percentage increases in the responsiveness of U.S. plantings of major field crops to a 1-percent change in their own prices are wheat (1.2 percent), corn (41.6 percent), soybeans (13.5 percent), and cotton (7.9 percent). In percentage terms, the increases in the responsiveness generally become greater with respect to competing crops' price changes. The 1996 legislation has the least effect on U.S. wheat acreage, whereas the law may lead to an average increase of 2 million acres during 1996-2005 in soybean acreage, a decline of 1-2 million acres in corn acreage, and an increase of 0.7 million acres in cotton acreage. Overall, the effect of the farm legislation on regional production patterns of major field crops appears to be modest. Corn acreage expansion in the Central and Northern Plains, a long-term trend in this important wheat production region, will slow under the 1996 legislation, while soybean acreage expansion in this region will accelerate.
