    Current Status of Elderly Social Support Services in Elderly Care Centers in Hanoi

    The Article aims to elaborate and analyze the current status of social support services for the elderly in general and semi-professional social work services provided in care centers in Hanoi in particular today. The centers subject to the investigation include Social Protection Center 3 Hanoi, Dien Hong Nursing Home, Bach Nien Thien Duc Elderly Care Center, and Social Protection Center 2 Hanoi. The service performance is determined based on the satisfaction of the needs of the elderly group. The results evidence that from the point of view of the elderly, “the need for medical care, examination and treatment is the highest among other needs of the elderly (with 149 votes, taking up 64.2%), from the point of view of social support workers, the need for “someone to share their feelings” is the highest (with 144 votes, taking up 77.4%). The services subject to assessment and review to the extent of the Article include (1) Consultancy; (2) Legal aid; (3) Supporting the elderly in the integration; (4) Communication. The frequency of rendered services changes at the “sometimes received by the elderly” level, approx. 50% on average. The level of performance as assessed by the elderly and social workers is at a medium and quite high level, ranging from 2.26 to 3.30 and from 1.98 (high) to 3.1 (medium), respectively.  Keywords: the elderly, social support services, care centers DOI: 10.7176/RHSS/12-20-04 Publication date:October 31st 202

    The Usefulness of a Self-Assessment Approach Based on a Business Excellence Model: Case Studies of Textile and Garment Enterprises in Vietnam

    Since Vietnam became an official member of WTO in 2006, enterprises need to pay attention and invest in their management capacities in order to build robust strategies and improve their competitive advantage. The application of self-assessment (SA), an advanced management tool, based on a business excellence model (BEM) has been recognised as improving organisational performance by providing a referenced framework and a common language to direct organisations’ focus on improvement and to assist them to deliver both financial and nonfinancial performance enhancement. This study focuses on the investigation of BEM-based selfassessment experiences of two Vietnamese enterprises. The two case study companies, both in the garment and textile industry, undertook SA using a simple EFQM questionnaire tool. Subsequently, this study used semi-structured interviews with senior managers in order to gather data evaluating the benefits of SA to the companies and to identify factors influencing the success of the implementations. Template analysis and Nvivo software were used for the data analysis. Findings provide several insights into how SA outcomes benefit Vietnamese enterprises. Firstly, out of six intended benefits of this SA tool identified in the literature, managers strongly confirmed only one — the benefit of helping them to identify their current position and to determine future directions and priorities — as being useful in improving company performance. Two additional benefits were confirmed relating to the use of SA in identifying the company’s strengths and weaknesses and in enhancing organisational learning and awareness. In relation to factors influencing the success of implementation, several were identified as being crucial: a lack of scorer understanding of SA and BEM knowledge; a risk of emphasis on high scores; and the unique ‘encouraging scoring’ style in Vietnam. Significantly, training was regarded as crucial in overcoming these difficulties, and was as important to managers as top level commitment for successful SA. The research confirms that SA is useful for Vietnamese companies in enabling benefits which should enhance performance. However, training is crucial in overcoming implementation issues which may impact on success. Whilst benchmarking is normally closely associated with SA and BEM, it had limited relevance in the case companies due to the prevalence of high-scoring, which limited the usefulness of comparisons, and the current low levels of comparative data available in Vietnam

    The late 19th and early 20th century was a special historical period for the Vietnamese people, a period of transformation that changed the nature of society. Our country was invaded by the French colonialists and became a semi-feudal, colonial country. It can be said that Nguyen An Ninh was a typical thinker of Vietnam in the late 19th and early 20th centuries. He introduced political ideas consistent with the reality of the Vietnamese revolution in this historical period. Based on an overview of the basic contents of Nguyen An Ninh’s political ideology, this study aims to clarify the basic characteristics of Nguyen An Ninh’s political ideology such as (i) Deep nationality in Nguyen An Ninh’s political ideology; (ii) Vivid practicality in Nguyen An Ninh’s political ideology; (iii) Nguyen An Ninh’s political ideology represents the transition from bourgeois-democratic ideology to Marxism-Leninism.     An Exploratory Study on the Relationship between Creativity, Religion, and Religiosity

    Religiosity and religion are often said to be negative influences on one\u27s creativity level. Creativity and religiosity have been looked at as a single dimension, which is a simplistic view. The purpose of this study was to examine the relationship between creativity and religiosity using scales that measure each construct multidimensionally. Religiosity was measured by one\u27s level of inclusion of transcendent reality and symbolic interpretation of religious content. Creativity was evaluated in terms of fluency, originality, elaboration, abstractness, and resistance to premature closure. It was predicted that participants who exhibit high inclusion of transcendence and literal interpretation of religious content would be correlated with lower creativity. Creativity levels of Buddhists and Christians were also compared. It was predicted that Buddhists would have higher creativity levels than Christians based on Buddhists teachings involving impermanence and mindfulness. Participants completed three drawing tasks and surveys pertaining to their personality. Christian participants completed an additional religiosity scale. The dimensions of religiosity were related to some of the different dimensions of creativity. However, no difference in creativity scores was found between Buddhists and Christians. The results indicated that the religion with which one identifies may not be as important as one\u27s commitment to religion when creativity levels are examined

    Online Load Balancing for Network Functions Virtualization

    Network Functions Virtualization (NFV) aims to support service providers to deploy various services in a more agile and cost-effective way. However, the softwarization and cloudification of network functions can result in severe congestion and low network performance. In this paper, we propose a solution to address this issue. We analyze and solve the online load balancing problem using multipath routing in NFV to optimize network performance in response to the dynamic changes of user demands. In particular, we first formulate the optimization problem of load balancing as a mixed integer linear program for achieving the optimal solution. We then develop the ORBIT algorithm that solves the online load balancing problem. The performance guarantee of ORBIT is analytically proved in comparison with the optimal offline solution. The experiment results on real-world datasets show that ORBIT performs very well for distributing traffic of each service demand across multipaths without knowledge of future demands, especially under high-load conditions

    Estimation of forest Carbon Stocks in Ba Be National Park, Bac Kan province, Vietnam

    Climate change and an increase in the greenhouse effect are a matter of global concern. One of reasons for this phenomenon is the increase in greenhouse gases, especially CO2. Therefore, the authors investigated CO2 absorption from forests of 45 plots in Ba Be National Park, characterized by 3 forest states as rich, medium and poor forest, rehabilitated forest after exploitation to estimate carbon sequestration of the forest. In which, the carbon stock of rich forest reaches 273.17 tones/ha, the medium forest is 136.23 tones/ha and the poor forest, rehabilitated forest is 42.06 tones/ha. With a forest growth rate of 1.8% per year, the carbon sequestration in Ba Be National Park for 3 forest states is about 16,499 tones per year. This will contribute to improve environmental quality, reducing greenhouse gas emissions and creating a scientific basis for managers to develop a payment mechanism of forest carbon sequestration services
