    Optimization of the financial and budgetary mechanism for the functioning of educational institutions of higher education in the conditions of innovative economy development in the Russian Federation

The management of higher education institutions’ system should be based on an understanding of their tasks and their role in the structural component of the entire social and economic state system. The article shows that currently the system of higher education in the Russian Federation is basically on state support. With all the possibilities for investing and distributing public funds to higher education institutions’, most of them are not capable to integrate quickly into the modern market operating conditions. Unfortunately, most higher education institutions’ graduates are reducing the learning process to the need only to gain the diploma which confirms qualification, but does not guarantee the existence of theoretical knowledge and practical skills. So it confirms the qualification without a sufficiently qualitative test of knowledge and practical skills. The financial and economic activity of higher education institutions’ is based on observance of formal matters according to accreditation indicators and participation of employers in the teaching process. In conditions when any knowledge becomes international and commercially integrates with production complexes, the functioning of higher education institutions should become the reason and basis for the increment of practical knowledge and occur in close cooperation with industrial structures. The subject of the research is the system of the state order for training the specialists functioning in the conditions of reforming system of higher education in the Russian Federation. The purpose of the article is the development of recommendations about the improvement of the financial budgetary mechanism of functioning the educational organizations of the higher education in the conditions of innovative economy development in the Russian Federation. Scientific novelty of work is defined in the use of new principles of educational organizations management of the higher education in the financial and economic spheres and outlines the perspectives for further integration into the world educational and economic space

    A large number of new lipophilic mono- and bisphosphinylamines were synthesized on the basis of the Kabachnik-Fields reaction and extraction and membrane transport properties of the synthesized compounds toward the rare earth and alkaline metal were studied. Aminophosphonyls demonstrate extracting efficiency and selectivity toward Sc(III), In(III), Y(III), and Ga(III) rare earth elements. The mixture of reactants bis(dialkylphosphinylmethyl)alkylamine, and thio- and dithiophosphoric acid shows selectivity toward lithium ions. © 2013 Copyright Taylor and Francis Group, LLC

    Полезная модель относится к ядерной технике и может быть использована при изготовлении тепловыделяющих элементов (далее - твэлов) для атомных реакторов на быстрых нейтронах нового поколения. Задачей, на решение которой направлена предлагаемая полезная модель, является создание твэла реактора на быстрых нейтронах типа БН-1200, обладающего повышенной радиационной стойкостью и надежностью при выгорании ядерного топлива более 12% т.а. и повреждающих дозах не менее 113 смещений на атом. Для решения поставленной задачи твэл реактора на быстрых нейтронах содержит цилиндрическую оболочку, которая герметизирована по торцам концевыми деталями, внутри оболочки размещено таблетированное ядерное топливо и фиксатор топлива, на наружной поверхности оболочки размещена навитая по спирали дистанционирующая проволока, при этом оболочка выполнена из аустенитной стали, содержащей компоненты при следующем соотношении, мас.%: углерод 0,05-0,09; кремний 0,3-0,6; марганец 1,0-2,0; сера не более 0,010; фосфор 0,010-0,025; хром 15,0-16,5; никель 18,0-25,0; молибден 1,9-2,5; титан 0,25-0,45; ниобий 0,1-0,4; ванадий 0,1-0,15; бор 0,001-0,005; церий 0,15 расчетное; железо остальное, причем оболочка получена путем циклического нагрева, горячей и холодной деформации с гомогенизирующим отжигом перед горячей деформацией при температуре на 40-110°С ниже температуры образования боридной эвтектики, но выше температуры, при которой содержание бора в твердом растворе не менее 20 ppm (20?10 -4 мас.%), оболочка имеет при 700°С при одноосном осевом растяжении предел длительной прочности 14-15 кг/мм 2 при времени испытания 10000 часов и максимальную величину распухания при повреждающей дозе 96 смещений на атом не более 7,0% объемных

    Influence of electromagnetic atomizers' technical condition on power and ecological indicators of gasoline I.C.E. in operation

    Productivity of electromagnetic atomizers (EMA) of gasoline engines has been defined. It is established that EMA productivity removed from engine with an operating time of 30-60 thousand km, as well as new atomizers after their washing by ultrasound can change both productivity growth and its decrease. It is shown that the content of PCO and CH in the exhaust gases of car GAZ-27040 V (run of 30 thousand km) at engine work (on idling turns) with washed MA is below concentration of the specified toxic components in exhaust gases of the motor completed by unwashed ultrasound EMA It is established that the difference in compared values of capacity and a torque, obtained in testing on dynamometric stand (subroutine Pmax, for the EMA engine before processing by ultrasound) is not significant. In the tests conducted in subroutine Vconst, the gain of capacity of the EMA engine washed out by ultrasound has been 0.04 MJ•km-1 (1.71 %). © Published under licence by IOP Publishing Ltd

    The role of budget and tax regulation instruments in improvement of territory’s environmental quality

    В статье рассматривается подход к определению эффективности инструментов бюджетно-налогового регулирования, направленных на стимулирование процессов улучшения качества окружающей среды. Авторами предлагается разделить виды антропогенного воздействия на первичное и вторичное с соответствующим выделением ущербов и затрат, обусловленных этими ущербами. Обосновывается применение инструментов к части вторичного воздействия. Рассматриваются показатели, которые позволяют оценить результативность, применяемых налоговых льгот, преференций и выделения минимальных объемов финансирования на поддержание приемлемого качества окружающей среды.The paper presents an approach to the determination of the effectiveness of budget and tax regulation instruments, aimed at stimulating the processes of improving the quality of the environment. Authors propose to divide the types of human impact on the primary and secondary, with the appropriate pointing out of damages and costs, arising from these damages. Proved the use of tools to secondary type of human impact.
