    Development of a test platform for anti-fouling coatings

    Marine fouling, or the growth of marine organisms on fully or partly submerged structures, is an unwanted phenomenon in the marine industry. Bio fouling will increase the hydrodynamic drag of ships, causing an increased fuel consumption, promote the corrosion of the metallic structures and trigger undesired transport of invasive species (IMO and the environment 2009, 2009).The impact is economic as well as environmental. More fuel consumption is synonym for more CO2 and other detrimental emissions, corrosion entails coating and the introduction of toxic substances in the sea and air and the transport of hitch-hikers: non-indigenous species towards locations without natural enemies will harm the local delights of the marine environment.In 2001 the IMO adopted the "International Convention on the Control of Harmful Anti-Fouling Systems on Ships". This convention entered into force 17 September 2008 and prohibited the use of harmful organotins in anti-fouling paints used on ships. A mechanism was established to prevent the future use of other potential harmful substances in anti-fouling systems.The ban on organotins confronted the marine industry with a major challenge. TBT's (TriButylTin) have a negative impact on the marine biotope but till today no equally efficient, harmless, substance has been found. The search for an efficient, economic and ecological friendly novel anti-fouling paint is high on the agenda of IMO, governments, paint producers, ship owners and environmental organizations.All major marine coating producers bring to the market very similar products. Broadly speaking, the present hull anti-fouling systems focus on the following three generic types of AF-coating: firstly, hard coatings, usually biocide-free vinyl esters, reinforced with glass platelets. In actual fact this is not a real anti-fouling coating since fouling will appear over time but it resists mechanical cleaning, even with hard brushes, exceptionally well. Secondly, we have a whole range of soft/smooth paints, often based on silicones or fluoropolymers, rendering the hull surface so slippery that latching onto becomes difficult. Basically this type of coating cleans itself by means of the speed of the ship, the organisms with little adhesion will flush of easily. Finally, the most popular type of fouling protection, have a toxic additive incorporated in the topcoat. Predominantly these additives are copper based products reinforced with booster biocides. Three different techniques are being used to release these toxins in a more or less controlled way. The most primitive system, dating from the 50's, consist out of a soluble matrix, in general colophony mixed with copper, arsenic, zinc, mercury or iron oxides. A few years later, the binder became non-soluble, acrylic resins, vinyl resins or chlorinated rubber polymers were being used together with copper and zinc oxides with or without organometallic compounds. Presently mainly self-polishing copolymers are being used whereby biocides are leached under a controlled manner. While sailing the paint abrades and constantly a new layer of coating, mixed with zinc- or copper oxides emerges.Each of the above described AF-coatings has a very specific and limited field of application. Selecting the correct coating for a specific ship is far from self-evident. Important differences do exist within each coating type, dependent on the manufacturer. Unfortunately, no real objective means of comparing these products exists, neither on performance nor on ecological impact.The aim of this project is to establish an impartial test-protocol and build a platform for testing AF-coatings in a statically and dynamically manner. With knowledge of type, composition and performance of the anti-fouling paints tested we can advise the ship owners in an objective way and evaluate the ecological impact of a paint through a well-founded life cycle analysis

    From vocational training to education: the development of a no-frontiers education policy for Europe?

    This article focuses on developments towards an EU educational policy. Education was not included as one of the Community competencies in the Treaty of Rome. The first half of the article analyses the way that the European Court of Justice and the Commission of the European Communities between them managed to develop a series of substantial Community programmes out of Article 128 on vocational training. The second half of the article discusses educational developments in the community following the Treaty on European Union and the Treaty of Amsterdam. Whilst the legal competence of the community now includes education, the author's argument is that the inclusion of an educational competence will not result in further developments to mirror those in the years before the Treaty on Europe</p

    Polar clouds and radiation in satellite observations, reanalyses, and climate models

    Clouds play a pivotal role in the surface energy budget of the polar regions. Here we use two largely independent data sets of cloud and surface downwelling radiation observations derived by satellite remote sensing (2007-2010) to evaluate simulated clouds and radiation over both polar ice sheets and oceans in state-of-the-art atmospheric reanalyses (ERA-Interim and Modern Era Retrospective-Analysis for Research and Applications-2) and the Coupled Model Intercomparison Project Phase 5 (CMIP5) climate model ensemble. First, we show that, compared to Clouds and the Earth's Radiant Energy System-Energy Balanced and Filled, CloudSat-CALIPSO better represents cloud liquid and ice water path over high latitudes, owing to its recent explicit determination of cloud phase that will be part of its new R05 release. The reanalyses and climate models disagree widely on the amount of cloud liquid and ice in the polar regions. Compared to the observations, we find significant but inconsistent biases in the model simulations of cloud liquid and ice water, as well as in the downwelling radiation components. The CMIP5 models display a wide range of cloud characteristics of the polar regions, especially with regard to cloud liquid water, limiting the representativeness of the multimodel mean. A few CMIP5 models (CNRM, GISS, GFDL, and IPSL_CM5b) clearly outperform the others, which enhances credibility in their projected future cloud and radiation changes over high latitudes. Given the rapid changes in polar regions and global feedbacks involved, future climate model developments should target improved representation of polar clouds. To that end, remote sensing observations are crucial, in spite of large remaining observational uncertainties, which is evidenced by the substantial differences between the two data sets

    Ice core evidence for a 20th century increase in surface mass balance in coastal Dronning Maud Land, East Antarctica

    Ice cores provide temporal records of surface mass balance (SMB). Coastal areas of Antarctica have relatively high and variable SMB, but are under-represented in records spanning more than 100 years. Here we present SMB reconstruction from a 120 m-long ice core drilled in 2012 on the Derwael Ice Rise, coastal Dronning Maud Land, East Antarctica. Water stable isotope (δ18O and δD) stratigraphy is supplemented by discontinuous major ion profiles and continuous electrical conductivity measurements. The base of the ice core is dated to AD 1759 ± 16, providing a climate proxy for the past  ∼ 250 years. The core's annual layer thickness history is combined with its gravimetric density profile to reconstruct the site's SMB history, corrected for the influence of ice deformation. The mean SMB for the core's entire history is 0.47 ± 0.02 m water equivalent (w.e.) a−1. The time series of reconstructed annual SMB shows high variability, but a general increase beginning in the 20th century. This increase is particularly marked during the last 50 years (1962–2011), which yields mean SMB of 0.61 ± 0.01 m w.e. a−1. This trend is compared with other reported SMB data in Antarctica, generally showing a high spatial variability. Output of the fully coupled Community Earth System Model (CESM) suggests that, although atmospheric circulation is the main factor influencing SMB, variability in sea surface temperatures and sea ice cover in the precipitation source region also explain part of the variability in SMB. Local snow redistribution can also influence interannual variability but is unlikely to influence long-term trends significantly. This is the first record from a coastal ice core in East Antarctica to show an increase in SMB beginning in the early 20th century and particularly marked during the last 50 years

    Effects of P-MAPA Immunomodulator on Toll-Like Receptors and p53: Potential Therapeutic Strategies for Infectious Diseases and Cancer

    BACKGROUND: Compounds that can act as agonists for toll-like receptors (TLRs) may be promising candidates for the development of drugs against infectious diseases and cancer. The present study aimed to characterize the immunomodulatory effects of P-MAPA on TLRs in vitro and in vivo, as well as to investigate its potential as adjuvant therapy in infectious diseases and cancer. METHODS: For these purposes, the activity of P-MAPA on TLRs was assayed in vitro through NF-κB activation in HEK293 cells expressing a given TLR, and using an in vivo animal model for bladder cancer (BC). The antimicrobial activity of P-MAPA was tested against Mycobacterium tuberculosis (TB) in vitro in an MIC assay, and in vivo using an aerosol infection model of murine tuberculosis. Antitumor effects of P-MAPA were tested in an animal model with experimentally induced BC. Moxifloxacin (MXF) and Bacillus Calmette-Guerin (BCG) were used as positive controls in the animal models. RESULTS: The results showed that P-MAPA, administered alone or in combination with MXF, induced significant responses in vivo against TB. In contrast, the compound did not show antimicrobial activity in vitro. P-MAPA showed a significant stimulatory effect on human TLR2 and TLR4 in vitro. In BC, TLR2, TLR4 and p53 protein levels were significantly higher in the P-MAPA group than in the BCG group. The most common histopathological changes in each group were papillary carcinoma in BC group, low-grade intraepithelial neoplasia in BCG group and simple hyperplasia in P-MAPA group. Concerning the toxicological analysis performed during BC treatment, P-MAPA did not show evidence for hepatotoxicity and nephrotoxicity. CONCLUSIONS: In conclusion, P-MAPA acted as TLR ligand in vitro and improved the immunological status in BC, increasing TLR2 and TLR4 protein levels. P-MAPA immunotherapy was more effective in restoring p53 and TLRs reactivities and showed significantly greater antitumor activity than BCG. The activation of TLRs and p53 may provide a hypothetical mechanism for the therapeutic effects in both cancer and infectious diseases. Taken together data obtained will encourage the further investigation of P-MAPA as a potential candidate for the treatment of cancer and infectious diseases

    Structural and Luminescence Properties of Silica-Based Hybrids Containing New Silylated-Diketonato Europium(III) Complex

    A new betadiketonate ligand displaying a trimethoxysilyl group as grafting function and a diketone moiety as complexing site (TTA-Si = 4,4,4-trifluoro-2-(3-trimethoxysilyl)propyl)-1-3-butanedione (C4H3S)COCH[(CH2)3Si(OCH3)3]COCF3) and its highly luminescent europium(III) complex [Eu(TTA-Si)3] have been synthesized and fully characterized. Luminescent silica-based hybrids have been prepared as well with this new complex grafted on the surface of dense silica nanoparticles (28 (+/-3 nm) or on mesoporous silica particles. The covalent bonding of Eu(TTA-Si)3 inside the core of uniform silica nanoparticles (40 (+/- 5 nm) was also achieved. Luminescence properties are discussed in relation to the europium chemical environment involved in each of the three hybrids. The general methodology proposed allowed high grafting ratios and overcame chelate release and tendency to agglomeration, and it could be applied to any silica matrix (in the core or at the surface, nanosized or not, dense or mesoporous) and therefore numerous applications such as luminescent markers and luminophors could be foreseen

    Drifting snow measurements on the Greenland Ice Sheet and their application for model evaluation

    This paper presents autonomous drifting snow observations performed on the Greenland Ice Sheet in the fall of 2012. High-frequency snow particle counter (SPC) observations at ~ 1 m above the surface provided drifting snow number fluxes and size distributions; these were combined with meteorological observations at six levels. We identify two types of drifting snow events: katabatic events are relatively cold and dry, with prevalent winds from the southeast, whereas synoptic events are short lived, warm and wet. Precipitating snow during synoptic events disturbs the drifting snow measurements. Output of the regional atmospheric climate model RACMO2, which includes the drifting snow routine PIEKTUK-B, agrees well with the observed near-surface climate at the site, as well as with the frequency and timing of drifting snow events. Direct comparisons with the SPC observations at 1 m reveal that the model overestimates the horizontal snow transport at this level, which can be related to an overestimation of saltation and the typical size of drifting snow particles
