    Bargaining in Legislatures: An Experimental Investigation of Open versus Closed Amendment Rules

    We investigate the Baron and Ferejohn (1989) noncooperative game theoretic bargaining model of legislative equilibrium. Legislative outcomes are sensitive to formal rules specifying who may make proposals and how they will be voted on. With a random proposal recognition rule and a closed amendment rule (proposals are voted up or down with no room for amendments) the model predicts no delays in benefit allocation, that benefits will be allocated to a minimal winning coalition, and that benefits within the coalition will be strongly skewed in favor of the proposer. In contrast, with a random proposal recognition rule and an open amendment rule (proposals may be amended before they are voted on) the model predicts delays in benefit allocation, that benefits will be more evenly spread among winning coalition members, and that coalitions need not be restricted to a minimal majority. With experience we find strong qualitative support for the model's predictions: All proposals are passed without delay with the closed rule versus 81% of all proposals with the open rule. Minimal winning coalitions are effectively proposed in 67% of all cases with the closed rule versus 4% with the open rule, and benefits are more evenly distributed with open rule. Quantitative predictions of the model fail however: Most importantly, proposers consistently fail to allocate themselves anything close to what the theory predicts. Further, the probability of immediate acceptance is much higher than predicted in the open rule as proposers consistently expand the winning coalition beyond the model's prediction in attempts to limit amendments. The evolution of play over time is reported (outcomes under both treatments are much more similar early on then later). Tests show that subjects' votes in favor of a proposed allocation are significantly affected by their own share (in the expected direction) but that the distribution of shares across all voters has no significant effect.

    Randomization, Endogeneity and Laboratory Experiments

    In conducting experiments with multiple trials, outcomes from previous trials can impact on current behavior. One of the most obvious cases in which this can happen, and the case considered in this paper, is in an auction market experiment, where earnings from previous auction trials alter cash balances which, in turn, can affect bidding behavior. (The most obvious mechanism for such a result, within standard theory, is if bidders are risk averse and do not have constant absolute risk aversion. One can imagine a number of non-standard reasons for such effects as well.) Use of OLS regressions with cash balances included as a right hand side variable are likely to lead to a biased estimate of the cash balance effect since the variation in cash balances is largely related to differences in bidding strategies across individuals. Fixed effect regressions can commonly control for these endogeniety problems at the potential cost of obtaining inefficient estimates, since this estimator does not exploit between-individual variation. This paper addresses this problem in two ways. First we consider an experimental design that reduces the potential bias of OLS estimates while increasing the precision of fixed effect estimates. Second, we consider instrumental variables estimation of the cash balance effect where the instruments are produced by the experimental design. To the best of our knowledge, neither of these approaches has been explored in the experimental literature.

    The Jewish Heritage Collection was a gift made jointly to the Frankel Center for Judaic Studies and the University Library, which aptly reflects the comprehensive and unique nature of this collection. This collection combines materials traditionally found in libraries (e.g., books, pamphlets, printed ephemera, and manuscripts) with objects of museum quality (artwork and historical artifacts) and an assortment of items of humbler nature used in everyday life. The curators have chosen several themes around which to organize the display, in order to demonstrate both interesting items from the collection and topics for study it can easily support.     Why Dominant Governing Parties Are Cross-Nationally Influential

    Previous research suggests that political parties learn from and emulate the successful election strategies of governing parties in other countries. But what explains variation in the degree of influence that governing parties have on their foreign counterparts? We argue that “clarity of responsibility” within government, or the concentration of executive responsibility in the hands of a dominant governing party, allows parties to learn from the most obviously electorally successful incumbents. It therefore enhances the cross-national diffusion of party programs. To test this expectation, we analyze parties’ policy positions in 26 established democracies since 1977. Our results indicate that parties disproportionately learn from and emulate dominant, highclarity foreign incumbents. This finding contributes to a better understanding of the political consequences of “government clarity” and sheds new light on the heuristics that engender party policy diffusion by demonstrating that the most visible foreign incumbents, whose platforms have yielded concentrated power in office, influence party politics “at home.

    Range perception through apparent image speed in freely flying honeybees

    When negotiating a narrow gap, honeybees tend to fly through the middle of the gap, balancing the distances to the boundary on either side. To investigate the basis of this "centering response,” bees were trained to fly through a tunnel on their way to a feeding site and back, while their flight trajectories were filmed from above. The wall on either side carried a visual pattern. When the patterns were stationary vertical gratings, bees tended to fly through the middle of the tunnel, i.e. along its longitudinal axis. However, when one of the gratings was in motion, bees flying in the same direction as the moving grating tended to fly closer to while bees flying in the opposite direction tended to fly closer to the stationary grating. This demonstrates, directly and unequivocally, that flying bees estimate the distances of surfaces in terms of the apparent motion of their images. A series of further experiments revealed that the distance to the gratings is gauged in terms of their apparent angular speeds, and that the visual system of the bee is capable of measuring angular speed largely independently of the spatial period, intensity profile, or contrast of the grating.     We study orientational order, subject to thermal fluctuations, on a fixed curved surface. We derive, in particular, the average density of zeros of Gaussian distributed vector fields on a closed Riemannian manifold. Results are compared with the density of disclination charges obtained from a Coulomb gas model.     Psychological interventions in asthma

    Asthma is a multifactorial chronic respiratory disease characterised by recurrent episodes of airway obstruction. The current management of asthma focuses principally on pharmacological treatments, which have a strong evidence base underlying their use. However, in clinical practice, poor symptom control remains a common problem for patients with asthma. Living with asthma has been linked with psychological co-morbidity including anxiety, depression, panic attacks and behavioural factors such as poor adherence and suboptimal self-management. Psychological disorders have a higher-than-expected prevalence in patients with difficult-to-control asthma. As psychological considerations play an important role in the management of people with asthma, it is not surprising that many psychological therapies have been applied in the management of asthma. There are case reports which support their use as an adjunct to pharmacological therapy in selected individuals, and in some clinical trials, benefit is demonstrated, but the evidence is not consistent. When findings are quantitatively synthesised in meta-analyses, no firm conclusions are able to be drawn and no guidelines recommend psychological interventions. These inconsistencies in findings may in part be due to poor study design, the combining of results of studies using different interventions and the diversity of ways patient benefit is assessed. Despite this weak evidence base, the rationale for psychological therapies is plausible, and this therapeutic modality is appealing to both patients and their clinicians as an adjunct to conventional pharmacological treatments. What are urgently required are rigorous evaluations of psychological therapies in asthma, on a par to the quality of pharmaceutical trials. From this evidence base, we can then determine which interventions are beneficial for our patients with asthma management and more specifically which psychological therapy is best suited for each patient

    Positive College Experiences Moderate the Association Between Resilience and Anxiety Symptoms among Underrepresented College Students

    Generalized anxiety disorders are among the most prevalent mental health concerns for college students. Resilience, one’s ability to recover from adversity, is a critical component in reducing anxiety. The association between resilience and anxiety may be strengthened by positive college experiences of institutional support and experiential learning, particularly among underrepresented students. This study explored whether positive college experiences (Gallup “Big Six”) moderated the association between resilience (Brief Resilience Scale) and anxiety symptoms (Generalized Anxiety Disorder-7) among underrepresented college students (N = 430; 73.5% first year; 38.1% first generation) at a large public institution. Controlling for demographic variables, greater resilience was associated with lower anxiety (β = -.42, p \u3c .001). Positive college experiences were not directly associated with anxiety (β = -.04, p = .45); however, positive college experiences moderated the negative association of resilience and anxiety (β = -.14, p \u3c .01) such that the association between greater resilience and lower anxiety was stronger for students reporting more positive college experiences. The final model accounted for 21% of the variance in anxiety symptoms (F11,418 = 10.22, p \u3c .001). Findings support a beneficial role of positive college experiences on the association between resilience and anxiety
