    Os mecanismos de governança propostos pela Lei 14.133/2021 “Nova Lei de Licitações”: um novo desafio para a Administração Pública brasileira

    This scientific article aimed to analyze the innovations brought by Law 14.133 (BRASIL, 2021), specifically regarding the Governance mechanisms and concepts of Public Governance, considering the changes made by the new legal framework within the Brazilian Administrative Law. Based on the post-positivist theory, it was aimed to understand the reasons that drove the legislator to insert ideas of Public Governance in the New Bidding Law, as well as to analyze the impacts on the structure of the Brazilian Public Administration. To this end, research was conducted in national and, especially, foreign academia, to understand the phenomenon of Public Governance as a new model of Public Administration, in the search for a more efficient, effective and transparent Government. It was found that the proposal of a new model of Public Administration based on mechanisms of good governance dates back to the early 1990s, having emerged in the European context. The analysis allowed us to verify that the Brazilian legislation is still very backward in relation to the European Administrative Law, regarding the adoption of governance as a form of public management. It was also found that the legislator did not act cautiously when proposing the insertion of governance practices in the Brazilian Public Administration, which have proven to be complex, and whose application demands structural and financial efforts from the State. In this sense, it was dedicated to formulate solutions so that the norms related to public governance proposed in the text of the Law do not become obsolete and ineffective.O presente artigo científico teve como objetivo analisar as inovações trazidas pela Lei nº 14.133 (BRASIL, 2021), especificamente quanto aos mecanismos de Governança e conceitos de Governança Pública, considerando as mudanças realizadas pelo novo marco legal no âmbito do Direito Administrativo brasileiro. Com amparo na teoria pós-positivista, objetivou-se compreender as razões que impulsionaram o legislador a inserir ideias de Governança Pública na Nova Lei de Licitações, bem como analisar os impactos na estrutura da Administração Pública brasileira. Para tanto, realizou-se pesquisa na academia nacional e, principalmente, estrangeira, para compreender o fenômeno da Governança Pública como novo modelo de Administração Pública, na busca de um Estado mais eficiente, eficaz e transparente. Atestou-se que a proposta de um novo modelo de Administração Pública pensado a partir de mecanismos de boa governança data do início da década de 90, tendo seu surgimento no contexto europeu. A análise permitiu constatar que a legislação brasileira ainda se encontra muito atrasada em relação ao Direito Administrativo europeu, no que tange a adoção de governança como forma de gestão pública. Constatou-se, ainda, que o legislador não agiu cautelosamente ao propor a inserção de práticas de governança na Administração Pública brasileira, as quais se mostraram complexas, cuja aplicação demanda esforços estruturais e financeiros por parte do Estado. Nesse sentido, foram formuladas propostas para que as normas atinentes à governança pública propostas no texto da Lei não se tornem obsoletas e ineficazes

    Exoskeletons were recently proposed to reduce the risk of musculoskeletal disorders for workers. To promote adoption of active exoskeletons in the workplace, control interfaces and strategies have to be designed that overcome practical problems. Open challenges regard sensors invasiveness and complexity, accurate user’s motion detection, and adaptability in adjusting the assistance to address different tasks and users. Focusing on back-support exoskeletons, different control interfaces and strategies are discussed that aim at automatically driving and modulating the assistance, according to the activity the user is performing

    Fatal Septic Shock Associated with Herpes Simplex Virus Hepatitis: A Case Report

    Herpes simplex viruses are endemic worldwide, with an estimated seroprevalence of approximately 70% in developed countries. However, it is less well known that they are one of the viral causes of fulminant hepatitis (<2%) and constitute <1% of all causes of acute liver failure. We describe the case of an 89-year-old man who developed sepsis caused by a urinary tract infection due to drug-sensitive Escherichia coli. After empirical treatment with piperacillin-tazobactam was initiated, the patient’s condition worsened with shock, acute liver and renal failure, encephalopathy and persistent fever, that led to admission to the intensive care unit. The emergence of an acute abdomen prompted exploratory laparotomy but the patient died soon after surgery from abdominal haemorrhage. Immunohistochemical analysis of a liver biopsy specimen identified herpes simplex virus (HSV) hepatitis. The authors emphasize the need for better understanding of this rare condition in order to more precisely identify patients at risk who need more aggressive evaluation and empirical treatment, especially patients presenting with marked hepatic cytolysis with a rapidly worsening clinical evolution

    International audienceThe success of robots in real-world environments is largely dependent on their ability to interact with both humans and said environment. The FP7 EU project CoDyCo focused on the latter of these two challenges by exploiting both rigid and compliant contacts dynamics in the robot control problem. Regarding the former, to properly manage interaction dynamics on the robot control side, an estimation of the human behaviours and intentions is necessary. In this paper we present the building blocks of such a human-in-the-loop controller, and validate them in both simulation and on the iCub humanoid robot using a human-robot interaction scenario.     Frequency of positive antiphospholipid antibodies in pregnant women with SARS-CoV-2 infection and impact on pregnancy outcome: A single-center prospective study on 151 pregnancies

    Background: At the beginning of the SARS-CoV-2 pandemic, there was a lack of information about the infection’s impact on pregnancy and capability to induce de novo autoantibodies. It soon became clear that thrombosis was a manifestation of COVID-19, therefore the possible contribution of de novo antiphospholipid antibodies (aPL) raised research interest. We aimed at screening SARS-CoV-2 positive pregnant patients for aPL. Methods: The study included consecutive pregnant women who were hospitalized in our Obstetric Department between March 2020 and July 2021 for either a symptomatic SARS-CoV-2 infection or for other reasons (obstetric complications, labour, delivery) and found positive at the admission nasopharyngeal swab. All these women underwent the search for aPL by means of Lupus Anticoagulant (LA), IgG/IgM anti-cardiolipin (aCL), IgG/IgM anti-beta2glycoprotein I (aB2GPI). Data about comorbidities, obstetric and neonatal complications were collected. Results: 151 women were included. Sixteen (11%) were positive for aPL, mostly at low titre. Pneumonia was diagnosed in 20 women (5 with positive aPL) and 5 required ICU admission (2 with positive aPL). Obstetric complications occurred in 10/16 (63%) aPL positive and in 36/135 (27%) negative patients. The occurrence of HELLP syndrome and preeclampsia was significantly associated with positive aPL (p=0,004). One case of maternal thrombosis occurred in an aPL negative woman. aPL positivity was checked after at least 12 weeks in 7/16 women (44%): 3 had become negative; 2 were still positive (1 IgG aB2GPI + IgG aCL; 1 IgM aB2GPI); 1 remained positive for IgG aCL but became negative for aB2GPI; 1 became negative for LA but displayed a new positivity for IgG aCL at high titre. Conclusions: The frequency of positive aPL in pregnant women with SARS- CoV-2 infection was low in our cohort and similar to the one described in the general obstetric population. aPL mostly presented as single positive, low titre, transient antibodies. The rate of obstetric complications was higher in aPL positive women as compared to negative ones, particularly hypertensive disorders. Causality cannot be excluded; however, other risk factors, including a full-blown picture of COVID-19, may have elicited the pathogenic potential of aPL and contributed themselves to the development of complications
