    A new approach to social assistance : Latin America's experience with conditional cash transfer programs

    Conditional cash transfers are a departure from more traditional approaches to social assistance, that represents an innovative, and increasingly popular channel for the delivery of social services. Conditional cash transfers provide money to poor families, contingent upon certain behavior, usually investments in human capital, such as sending children to school, or bringing them to health centers on a regular basis. They seek both to address traditional short-term income support objectives, as well as to promote the longer-term accumulation of human capital, by serving as a demand-side complement to the supply of health, and education services. Evaluation results from a first generation of programs reveal that this innovative design has been quite successful in addressing many of the criticisms of social assistance, such as poor poverty targeting, disincentive effects, and limited welfare impacts. There is clear evidence of success from programs in Brazil, Colombia, Mexico and Nicaragua in increasing enrollment rates, improving preventive health care and raising household consumption. Despite this promising evidence, many questions remain unanswered about conditional cash transfer programs, including the replicability of their success under different conditions, their role within a broader social protection system, and their long-term effectiveness in preventing the inter- generational transmission of poverty. One of the main challenges facing policymakers today is how to build off of the established success of conditional cash transfer programs, to tackle the more difficult issues of improving the quality of health, and education services, and providing a more holistic approach to both social protection, and chronic poverty.Poverty Assessment,Poverty Impact Evaluation,Health Monitoring&Evaluation,Services&Transfers to Poor,Rural Poverty Reduction

    North-South knowledgesharing on incentive-based conditional cash transfer programs

    Over the last decade, Conditional Cash Transfer (CCT) programs have become one of the most widely adopted anti-poverty initiatives in the developing world. Inspired particularly by Mexico's successful program, CCTs are viewed as an effective way to provide basic income support while building children's human capital. These programs have had a remarkable global expansion, from a handful programs in the late 1990s to programs in close to 30 countries today, including a demonstration program in the United States. In contrast to many other safety net programs in developing countries, CCTs have been closely studied and well evaluated, creating both a strong evidence base from which to inform policy decisions and an active global community of practice. This paper first reviews the emergence of CCTs in the context of a key theme in welfare reform, notably using incentives to promote human capital development, going beyond the traditional focus on income support. The paper then examines what has been learned to date from the experience with CCTs in the South and raises a series of questions concerning the relevance and replicability of these lessons in other contexts.     Evaluating the impact of conditional cash transfer programs : lessons from Latin America

    Unlike most development initiatives, conditional cash transfer programs recently introduced in the Latin America and the Caribbean region have been subject to rigorous evaluations of their effectiveness. These programs provide money to poor families, conditional on certain behavior, usually investments in human capital-such as sending children to school or bringing them to health centers on a regular basis. Rawlings and Rubio review the experience in evaluating the impact of these programs, exploring the application of experimental and quasi-experimental evaluation methods and summarizing results from programs launched in Brazil, Honduras, Jamaica, Mexico, and Nicaragua. Evaluation results from the first generation of programs in Brazil, Mexico, and Nicaragua show that conditional cash transfer programs are effective in promoting human capital accumulation among poor households. There is clear evidence of success in increasing enrollment rates, improving preventive health care, and raising household consumption.     Promoting Early Childhood Development through Combining Cash Transfers and Parenting Programs

    This paper examines the potential for bringing together cash transfer and parenting programs focused on child stimulation to boost child development, particularly for children ages 0–3 years. The paper reviews the rationale for linking both types of programs and the evidence to date on the impact of cash transfer programs, parenting programs, and their combination. The paper reviews the main operational features of 10 examples of combining cash transfer and parenting interventions and identifies four models for structuring the combination: integrated, convergence, alignment, and piggy-backing. The paper finds promising evidence for combining the interventions, where adding the parenting program to the cash transfer program has improved some parental practices and child development outcomes, with results in cognition and language. However, the evidence is still scarce, and more research is needed to understand the key elements of the optimal combinations, fidelity of implementation, cost-effectiveness of different design features, replicability, and sustainability of results

    Potential Use of a Serpin from Arabidopsis for Pest Control

    Although genetically modified (GM) plants expressing toxins from Bacillus thuringiensis (Bt) protect agricultural crops against lepidopteran and coleopteran pests, field-evolved resistance to Bt toxins has been reported for populations of several lepidopteran species. Moreover, some important agricultural pests, like phloem-feeding insects, are not susceptible to Bt crops. Complementary pest control strategies are therefore necessary to assure that the benefits provided by those insect-resistant transgenic plants are not compromised and to target those pests that are not susceptible. Experimental GM plants producing plant protease inhibitors have been shown to confer resistance against a wide range of agricultural pests. In this study we assessed the potential of AtSerpin1, a serpin from Arabidopsis thaliana (L). Heynh., for pest control. In vitro assays were conducted with a wide range of pests that rely mainly on either serine or cysteine proteases for digestion and also with three non-target organisms occurring in agricultural crops. AtSerpin1 inhibited proteases from all pest and non-target species assayed. Subsequently, the cotton leafworm Spodoptera littoralis Boisduval and the pea aphid Acyrthosiphon pisum (Harris) were fed on artificial diets containing AtSerpin1, and S. littoralis was also fed on transgenic Arabidopsis plants overproducing AtSerpin1. AtSerpin1 supplied in the artificial diet or by transgenic plants reduced the growth of S. littoralis larvae by 65% and 38%, respectively, relative to controls. Nymphs of A. pisum exposed to diets containing AtSerpin1 suffered high mortality levels (LC50 = 637 µg ml−1). The results indicate that AtSerpin1 is a good candidate for exploitation in pest control

    Impact of Differential Attrition on the Association of Education With Cognitive Change Over 20 Years of Follow-up: The ARIC Neurocognitive Study

    Studies of long-term cognitive change should account for the potential effects of education on the outcome, since some studies have demonstrated an association of education with dementia risk. Evaluating cognitive change is more ideal than evaluating cognitive performance at a single time point, because it should be less susceptible to confounding. In this analysis of 14,020 persons from a US cohort study, the Atherosclerosis Risk in Communities (ARIC) Study, we measured change in performance on 3 cognitive tests over a 20-year period, from ages 48–67 years (1990–1992) through ages 70–89 years (2011–2013). Generalized estimating equations were used to evaluate the association between education and cognitive change in unweighted adjusted models, in models incorporating inverse probability of attrition weighting, and in models using cognitive scores imputed from the Telephone Interview for Cognitive Status for participants not examined in person. Education did not have a strong relationship with change in cognitive test performance, although the rate of decline was somewhat slower among persons with lower levels of education. Methods used to account for selective dropout only marginally changed these observed associations. Future studies of risk factors for cognitive impairment should focus on cognitive change, when possible, to allow for reduction of confounding by social or cultural factors

    The JCMT BISTRO Survey: A Spiral Magnetic Field in a Hub-filament Structure, Monoceros R2

    We present and analyze observations of polarized dust emission at 850 μm toward the central 1 7 1 pc hub-filament structure of Monoceros R2 (Mon R2). The data are obtained with SCUBA-2/POL-2 on the James Clerk Maxwell Telescope (JCMT) as part of the B-fields in Star-forming Region Observations survey. The orientations of the magnetic field follow the spiral structure of Mon R2, which are well described by an axisymmetric magnetic field model. We estimate the turbulent component of the magnetic field using the angle difference between our observations and the best-fit model of the underlying large-scale mean magnetic field. This estimate is used to calculate the magnetic field strength using the Davis–Chandrasekhar–Fermi method, for which we also obtain the distribution of volume density and velocity dispersion using a column density map derived from Herschel data and the C18O (J = 3 - 2) data taken with HARP on the JCMT, respectively. We make maps of magnetic field strengths and mass-to-flux ratios, finding that magnetic field strengths vary from 0.02 to 3.64 mG with a mean value of 1.0 \ub1 0.06 mG, and the mean critical mass-to-flux ratio is 0.47 \ub1 0.02. Additionally, the mean Alfv\ue9n Mach number is 0.35 \ub1 0.01. This suggests that, in Mon R2, the magnetic fields provide resistance against large-scale gravitational collapse, and the magnetic pressure exceeds the turbulent pressure. We also investigate the properties of each filament in Mon R2. Most of the filaments are aligned along the magnetic field direction and are magnetically subcritical

    First M87 Event Horizon Telescope Results. VI. The Shadow and Mass of the Central Black Hole

    We present measurements of the properties of the central radio source in M87 using Event Horizon Telescope data obtained during the 2017 campaign. We develop and fit geometric crescent models (asymmetric rings with interior brightness depressions) using two independent sampling algorithms that consider distinct representations of the visibility data. We show that the crescent family of models is statistically preferred over other comparably complex geometric models that we explore. We calibrate the geometric model parameters using general relativistic magnetohydrodynamic (GRMHD) models of the emission region and estimate physical properties of the source. We further fit images generated from GRMHD models directly to the data. We compare the derived emission region and black hole parameters from these analyses with those recovered from reconstructed images. There is a remarkable consistency among all methods and data sets. We find that >50% of the total flux at arcsecond scales comes from near the horizon, and that the emission is dramatically suppressed interior to this region by a factor >10, providing direct evidence of the predicted shadow of a black hole.
