    Migration in Arctic Alaska: Empirical Evidence of the Stepping Stones Hypothesis

    This paper explores hypotheses of hierarchical migration using data from the Alaskan Arctic. We focus on migration of IƱupiat people, who are indigenous to the region, and explore the role of income and subsistence harvests on migration. To test related hypotheses we use confidential micro-data from the US Census Bureauā€™s 2000 Decennial Census of Population and Income and generate migration probabilities using a mixed multinomial and conditional logit model. Our findings are broadly consistent with Ravensteinā€™s (1885) early hypothesis of step-wise migration; we find evidence of step-wise migration, both up and down an urban and rural hierarchy.     Sharing as Risk Pooling in a Social Dilemma Experiment

    In rural economies with missing or incomplete markets, idiosyncratic risk is frequently pooled through informal networks. Idiosyncratic shocks, however, are not limited to private goods but can also restrict an individual from partaking in or benefiting from a collective activity. In these situations, a group must decide whether to provide insurance to the affected member. In this paper, we describe results of a laboratory experiment designed to test whether a simple sharing institution can sustain risk pooling in a social dilemma with idiosyncratic risk. We test whether risk can be pooled without a commitment device and, separately, whether effective risk pooling induces greater cooperation in the social dilemma. We find that even in the absence of a commitment device or reputational considerations, subjects voluntarily pool risk thereby reducing variance in individual earnings. In spite of effective risk pooling, however, cooperation in the social dilemma is unaffected

    Indirect Reciprocity, Resource Sharing, and Environmental Risk: Evidence from Field Experiments in Siberia

    Integrating information from existing research, qualitative ethnographic interviews, and participant observation, we designed a field experiment that introduces idiosyncratic environmental risk and a voluntary sharing decision into a standard public goods game. Conducted with subsistence resource users in rural villages on the Kamchatka Peninsula in Northeast Siberia, we find evidence consistent with a model of indirect reciprocity and local social norms of helping the needy. When participants are allowed to develop reputations in the experiments, as is the case in most small-scale societies, we find that sharing is increasingly directed toward individuals experiencing hardship, good reputations increase aid, and the pooling of resources through voluntary sharing becomes more effective. We also find high levels of voluntary sharing without a strong commitment device; however, this form of cooperation does not increase contributions to the public good. Our results are consistent with previous experiments and theoretical models, suggesting strategic risks tied to rewards, punishments, and reputations are important. However, unlike studies that focus solely on strategic risks, we find the effects of rewards, punishments, and reputations are altered by the presence of environmental factors. Unexpected changes in resource abundance increase interdependence and may alter the costs and benefits of cooperation, relative to defection.     Demographic change, economic conditions, and subsistence salmon harvests in Alaskaā€™s Arctic-Yukon-Kuskokwim region

    This paper addresses broad demographic and economic characteristics of the Arctic-Yukon-Kuskokwim region (AYK) of Alaska. AYK human population growth has generally been moderate over time. Because out-migration regularly exceeds in-migration, especially in the villages, population growth is mainly a product of natality. We anticipate future population growth patterns will be similar. In terms of regional characteristics, the linguistically and geographically distinct populations of the AYK region are similar in that they all have active traditional cultures, a strong reliance on subsistence, and relatively high measures of income poverty. While commercial fishing income is not a large contributor to total regional income, it is an important component of income for households in proximity to commercial fish processors. Many commercial fishermen are also subsistence harvesters, and for many, commercial fishing income provides the means to purchase equipment and other inputs to subsistence activities. This paper examines the relationship between subsistence harvests, population growth, and commercial fishing using a simple least squares regression model. We found that earnings from Kuskokwim commercial salmon fisheries are positively correlated with subsistence harvests while earnings from other commercial fisheries reduce subsistence harvests for a set of lower Kuskokwim River communities. Separately, we found that population growth is not positively correlated with subsistence salmon harvests in the same communities

    Addressing Climate Impacts in Alaska Native Tribes: Legal Barriers for Community Relocation due to Thawing Permafrost and Coastal Erosion

    Rural communities is Alaskaā€”predominantly Alaska Native Tribesā€”are at the forefront of climate change impacts and climate justice concerns in the United States. According to the 2019 Alaska statewide threat assessment report, 29 communities are currently experiencing significant climate change-related erosion. Further, 38 communities faces significant flooding, and 35 have major problems with thawing permafrost. Some Alaska Native communities have explored community relocation to adapt to these impacts. Because federal law does not recognize gradual environmental impacts like thawing permafrost and coastal erosion as disasters, these communities are ineligible for disaster funding and struggling with how to adapt to the very urgentā€”albeit less immediateā€”issues that they face. This article analyzes the chalenges of Alaska Native Tribes attempting to access federal assistance for community relocation. While some posit that the federal trust responsibility for Tribal Nations might help leverage federal help with community relocation, the status of Alaska Native Claims Settlement Act (ANCSA) extinguished almost all claims of aboriginal title and reservations in Alaska. General access to federal disaster funding and programs may be another avenue for assistance; however, the limited definition of disaster and overly burdensome requirements for federal programs mean that many Alaska Native communities are left to struggle on their own. In response to these challenges, this article explores possible solutions to help these communities with their relocation efforts. It examines the newly adopted Building Resilient Communities and Infrastructure Program as a potential funding opportunity for community relocation efforts, along with programs focused on climate justice. Finally, the article concludes by proposing the expansion of a state role in helping coordinate federal grant programs on behalf of Alaska Native Tribes and the funding of resilience officers by the federal government at regional Alaska Native organizations to navigate requirements for community relocation grant programs

    The Status of Alaska Natives Report 2004 Volumes I - III

    The Alaska Federation of Natives asked ISER to report on social and economic conditions among Alaska Natives. We found that Natives have more jobs, higher incomes, and better living conditions, health care, and education than ever. But they remain several times more likely than other Alaskans to be poor and out of work. Alcohol continues to fuel widespread social problems. Native students continue to do poorly on standard tests, and theyā€™re dropping out in growing numbers. Rates of heart disease and diabetes are rising. In the face of all these challenges, subsistence remains critical for cultural and economic reasons. And there are more challenges to come. In the coming decade, when economic growth is likely to be slower than in the past, thousands more young Alaska Natives will be moving into the job market. Volume II and Volume III of the Status of Alaska Natives Report contain data tables generated from the 2000 U.S. census describing the Alaska Native American population by the 12 Alaska Native Regional Corporation boundaries. Volume II shows data for the population in Alaska reporting Native American as their only race (Alaska Native or American Indian Alone) and Volume III shows data for the population reporting Native American in combination with some other race (Alaska Native or American Indian Alone or in Combination). At the time of the 2000 Census, there were 98,043 single-race Native Americans in Alaska and 119,241 people who identified themselves as Native American in combination with some other race. The tables in these volumes have been generated from a special file prepared by the U.S. Census Bureau that contains detailed information on the Native American population for the entire United States.     R^4 counterterm and E7(7) symmetry in maximal supergravity

    The coefficient of a potential R^4 counterterm in N=8 supergravity has been shown previously to vanish in an explicit three-loop calculation. The R^4 term respects N=8 supersymmetry; hence this result poses the question of whether another symmetry could be responsible for the cancellation of the three-loop divergence. In this article we investigate possible restrictions from the coset symmetry E7(7)/SU(8), exploring the limits as a single scalar becomes soft, as well as a double-soft scalar limit relation derived recently by Arkani-Hamed et al. We implement these relations for the matrix elements of the R^4 term that occurs in the low-energy expansion of closed-string tree-level amplitudes. We find that the matrix elements of R^4 that we investigated all obey the double-soft scalar limit relation, including certain non-maximally-helicity-violating six-point amplitudes. However, the single-soft limit does not vanish for this latter set of amplitudes, which suggests that the E7(7) symmetry is broken by the R^4 term.Comment: 33 pages, typos corrected, published versio

    Whole-Genome Cartography of Estrogen Receptor Ī± Binding Sites

    Using a chromatin immunoprecipitation-paired end diTag cloning and sequencing strategy, we mapped estrogen receptor Ī± (ERĪ±) binding sites in MCF-7 breast cancer cells. We identified 1,234 high confidence binding clusters of which 94% are projected to be bona fide ERĪ± binding regions. Only 5% of the mapped estrogen receptor binding sites are located within 5 kb upstream of the transcriptional start sites of adjacent genes, regions containing the proximal promoters, whereas vast majority of the sites are mapped to intronic or distal locations (>5 kb from 5ā€² and 3ā€² ends of adjacent transcript), suggesting transcriptional regulatory mechanisms over significant physical distances. Of all the identified sites, 71% harbored putative full estrogen response elements (EREs), 25% bore ERE half sites, and only 4% had no recognizable ERE sequences. Genes in the vicinity of ERĪ± binding sites were enriched for regulation by estradiol in MCF-7 cells, and their expression profiles in patient samples segregate ERĪ±-positive from ERĪ±-negative breast tumors. The expression dynamics of the genes adjacent to ERĪ± binding sites suggest a direct induction of gene expression through binding to ERE-like sequences, whereas transcriptional repression by ERĪ± appears to be through indirect mechanisms. Our analysis also indicates a number of candidate transcription factor binding sites adjacent to occupied EREs at frequencies much greater than by chance, including the previously reported FOXA1 sites, and demonstrate the potential involvement of one such putative adjacent factor, Sp1, in the global regulation of ERĪ± target genes. Unexpectedly, we found that only 22%ā€“24% of the bona fide human ERĪ± binding sites were overlapping conserved regions in whole genome vertebrate alignments, which suggest limited conservation of functional binding sites. Taken together, this genome-scale analysis suggests complex but definable rules governing ERĪ± binding and gene regulation

    An integrated ultrasound curriculum (iUSC) for medical students: 4-year experience

    A review of the development and implementation of a 4-year medical student integrated ultrasound curriculum is presented. Multiple teaching and assessment modalities are discussed as well as results from testing and student surveys. Lessons learned while establishing the curriculum are summarized. It is concluded that ultrasound is a well received, valuable teaching tool across all 4Ā years of medical school, and students learn ultrasound well, and they feel their ultrasound experience enhances their medical education
