How cost-effective are direct payments to organic farms for achieving environmental policy targets?
Since 1993, the Swiss federal agricultural policy has been providing financial support for organic farming via area payments. Like other voluntary agri-environmental measures (AEM), these payments are intended as incentives for farmers to comply with defined production standards. Such payments lead to better environmental performance, as compliance with organic production standards averts negative and provides positive external effects compared to conventional or integrated farming (CRER, 2002). For instance, organic farming is largely not dependent on external inputs. This minimises the resource use of the farming system and limits the nutrient loads in the system, which in turn leads to less overfertilisation and reduced eutrophication risks involving nitrogen and phosphorus (Haas et al., 2001). Besides effectiveness, against the background of limited public budgets, efficiency in delivering environmental impacts plays a fundamental role in the further development of direct payment schemes (Swiss Federal Council, 2009). The targeting and tailoring of policies to achieve maximum effectiveness with a given budget is essential (OECD, 2007). It is therefore necessary to compare both environmental effects and the societal costs of AEM with each other in order to provide a basis for economically sound policy design (Pearce, 2005).
Agricultural economists hold differing views on the cost-effectiveness of organic farming support payments. Von Alvensleben (1998) argues that the organic farming area support payments are not economically sound, as the policy goals could be achieved more efficiently using more flexible and targeted combinations of various AEM. The economic rationale behind this argument was introduced by Tinbergen (1956), who theorised that an efficient policy requires at least as many specific instruments as there are specific goals. However, the Tinbergen Rule may not apply fully in this case due to interactions between policies, conflicting goals and the limited determinability of different aspects of environmental performance. Furthermore, the multi-purpose character of organic agriculture could increase its cost-effectiveness due to its potentially lower transaction costs compared to targeted AEM (Dabbert et al., 2004).
Empirical papers on this question lack. Thus, this paper aims to compare the cost-effectiveness of a) direct payments to organic farms and b) AEM, in providing environmental services. This is done, using the current Swiss agricultural policy scheme as a case study
Cost-Effectiveness Evaluation of Swiss Agri-Environmental Measures on Sector Level
Abstract
This paper focuses on non-linear programming models and their suitability for ex-ante evaluations of agri-environmental policies on sector level. An approach is presented to compare organic farming payments as a multi-objective policy, with other, more targeted agri-environmental policies in Switzerland. The Swiss version of the comparative static sector-consistent farm group model FARMIS is able to group the sector’s farms into organic and non-organic farms and optimise them separately.
CH-FARMIS is expanded with three modules particularly for this study: a) allowing for the simulation of uptake; b) integrating life cycle assessment data for energy use, eutrophication and biodiversity; and c) estimating the policy and farm-group-specific public expenditure, including transaction costs.
This paper illustrates the functions of the model, shows preliminary energy use calculations for the German Agricultural Sector and discusses the advantages and limitations of the approach
A Modelling Approach for Evaluating Agri-Environmental Policies at Sector Level
This paper presents a new approach to evaluate the cost effectiveness of agri-environmental policies at sector level. Policy uptake, cumulative environmental effects and public expenditure are identified as the main determinants of cost-effectiveness. On the basis of the sector-consistent, comparative-static, farm group model FARMIS, the determinants of policy cost-effectiveness at sector level are addressed. Firstly, intensity levels for the FARMIS activities are defined in order to model uptake of agri-environmental policies with FARMIS, secondly, life-cycle assessment data is attached to these intensity levels to determine environmental effects of the policies and thirdly, public expenditure is calculated under consideration of transaction costs. This paper concludes delineating the strengths and limitations of the approach
The Malleable Excited States of Benzothiadiazole Dyes and Investigation of their Potential for Photochemical Control
A strategy to control the efficiency of a photocleavage reaction based on changing the nature of the excited state is presented. A novel class of photoactive compounds has been synthesized by combining the classical o-nitrobenzyl scaffold with an environmentally sensitive dye, 4-amino-nitrobenzothiazole. Irradiation in a polar solvent lead to an excited state that is inoperative for photochemistry whereas excitation in a nonpolar solvent lead to an excited state that is photochemically active. A Pragmatic Assessment of Government Support for Organic Agriculture in Ireland
Drawing on a pragmatic approach, this paper provides an analysis of governmental support for organic farming in Ireland. There are varying levels of encouragement and programmes provided to farmers in their conversion from conventional to organic production, and in their maintenance of organic production. Support policies vary across regions and are linked to European Union legislation, thus it is challenging to document the many types of support in place. This research investigates relevant technical, financial, and policy support available to organic farmers in Ireland. This exploratory study develops an assessment of Ireland within eight key categories of organic agricultural support: leadership, policy, research, technical support, financial support, marketing and promotion, education and information, and future developments. Information and data from the Irish Department of Agriculture, Fisheries and Food (DAFF), the Irish Agriculture and Food Development Authority (Teagasc), and other governmental and semi-governmental agencies were utilized to assess the level of support in each category. Following the pragmatic approach, this assessment provides key findings which allow policymakers, organizations and citizens to better understand the current situation and set a path for the future development of organic farming in Ireland

A Multi-Actor Literature Review on Alternative and Sustainable Food Systems for the Promotion of Cereal Biodiversity
Organic and low-input food systems are emerging worldwide in answer to the sustainability crisis of the conventional agri-food sector. “Alternative” systems are based on local, decentralized approaches to production and processing, regarding quality and health, and short supply-chains for products with strong local identities. Diversity is deeply embedded in these food systems, from the agrobiodiversity grown in farmers’ fields, which improves resilience and adaptation, to diverse approaches, contexts and actors in food manufacturing and marketing. Diversity thus becomes a cross-sectoral issue which acknowledges consumers’ demand for healthy products. In the framework of the European project “CERERE, CEreal REnaissance in Rural Europe: embedding diversity in organic and low-input food systems”, the paper aims at reviewing recent research on alternative and sustainable food systems by adopting an innovative and participatory multi-actor approach; this has involved ten practitioners and twenty-two researchers from across Europe and a variety of technical backgrounds in the paper and analysis stages. The participatory approach is the main innovation and distinctive feature of this literature review. Partners selected indeed what they perceived as most relevant in order to facilitate a transition towards more sustainable and diversity based cereal systems and food chains. This includes issues related to alternative food networks, formal and informal institutional settings, grass root initiatives, consumer involvement and, finally, knowledge exchange and sustainability. The review provides an overview of recent research that is relevant to CERERE partners as well as to anyone interested in alternative and sustainable food systems. The main objective of this paper was indeed to present a narrative of studies, which can form the foundation for future applied research to promote alternative methods of cereal production in Europe.Peer reviewe
Understanding and Predicting Human made and Distributed Environmental Toxins on a Molecular Level
There are a wide range of chemicals and chemical mixtures that humans use to control plants, animals and insects. Many of these are poisons and can attack a number of physiological systems. Algaecides, Antifouling agents, Antimicrobials, Attractants, Biopesticides, Biocides Disinfectants and sanitizers, Fungicides, Fumigants, Herbicides, Insecticides, Miticides, Microbial pesticides, Molluscicides, Nematicides; Ovicides, Pheromones, Repellents, Rodenticides as well as some chemical defenses used by plants. Six biological parameters are calculated for dozens of these molecules. (GPCR ligand, Ion channel modulator, Kinase inhibitor, Nuclear receptor ligand, Protease inhibitor, Enzyme inhibitor) to help understand what impact they might have on humans and other mammals. For example, G protein-coupled receptors (GPCRs), have several names including G protein linked receptors (GPLR). They are a family of protein receptors located on the cell membrane that detect molecular species that can initiate or impact cellular responses. G protein-coupled receptors have been correlated with a large number of diseases including cancer, antibiotics, HIV and Alzheimer’s, are a target of one third of all medicinal drugs currently being utilized. This presentation will identify the best and the worst of chemicals used and make a suggestion for each to lower their negative impact
A comparision of GHG emissions from UK field crop production under selected arable systems with reference to disease control
Crop disease not only threatens global food security by reducing crop production at a time of growing demand, but also contributes to greenhouse gas (GHG) emissions by reducing efficiency of N fertiliser use and farm operations and by driving land use change. GHG emissions associated with adoption of reduced tillage, organic and integrated systems of field crop production across the UK and selected regions are compared with emissions from conventional arable farming to assess their potential for climate change mitigation. The reduced tillage system demonstrated a modest (<20%) reduction in emissions in all cases, although in practice it may not be suitable for all soils and it is likely to cause problems with control of diseases spread on crop debris. There were substantial increases in GHG emissions associated with the organic and integrated systems at national level, principally due to soil organic carbon losses from land use change. At a regional level the integrated system shows the potential to deliver significant emission reductions. These results indicate that the conventional crop production system, coupled to reduced tillage cultivation where appropriate, is generally the best for producing high yields to minimise greenhouse gas emissions and contribute to global food security, although there may be scope for use of the integrated system on a regional basis. The control of crop disease will continue to have an essential role in both maintaining productivity and decreasing GHG emissions.Peer reviewe
