    A review of concepts from policy studies relevant for the analysis of EFA in developing countries

    This paper aims to give an introduction to the central concepts and the literature of Policy Studies in education. The first part of the paper addresses the questions of what policy is. How is it made and why is it relevant? It looks in particular at the role of the state and the Policy cycle framework which is an analytical tool that helps to analyse how policy is made and later implemented. The second part then focuses on the central concepts. The two main paradigms of education policy studies relate directly to these central themes. On the one hand a series of policy concepts cluster around social justice, inclusion and the fight against discrimination on the basis of race, gender and disability. On the other lie the debates raging around efficiency, effectiveness and quality of education. These include the issues of accountability and measurement of pupil achievement. The role of the market is discussed and a short section on globalisation explains how the nature of education policy is changing in light of globalisation. The last part of the paper four studies were chosen to look at how the concepts elaborated in the earlier part have been used in studies relating to EFA. The works chosen are: Myron Weiner’s The Child and the State in India (1991), Operation Blackboard, Policy Implementation in Indian Elementary Education by Caroline Dyer (2000), Michael Sanderson’s Education, Economic change and Society in England 1780-1870 (1991) and Social Origins of Educational Systems by Margaret Archer (1984). The paper concludes that the transferability of the concepts discussed above and their related debates to the context of EFA in developing countries require a re-contextualisation which takes into account the EFA priorities of equity and access. The basic question remains of how governments will manage to reconcile expanding the educations system and creating a true EFA system, while maintaining high levels of quality. The role of education policy analysis is key in looking at this debate from a different vantage point. v

    Educate to Hate: the use of education in the creation of antagonistic national identities in India and Pakistan

    In states that are diverse, issues of national identity formation and who belongs and how they belong can, and often does, change over time. The article analyses how education was used as a tool to artificially create antagonistic national identities based on religious and ethnic definitions of who was Indian or Pakistani. It focuses in particular on how in India the BJP led government (1998-2004) and in Pakistan the government under General Zia-ul-Haq (1977-1988) rewrote the curriculum and changed the text book content in order to create the "other" in order to suit their ideology and the politics of the day. Drawing on the original textbooks, extensive fieldwork interviews in both countries and on recent literature, the paper proposes the argument that fundamentalisation in general, and the fundamentalisation of textbooks in particular are state-controlled mechanisms through which to control society.     This book reviews the state of education in Myanmar over the past decade and a half as the country is undergoing profound albeit incomplete transformation. Set within the context of Myanmar’s peace process and the wider reforms since 2012, Marie Lall’s analysis of education policy and practice serves as a case study on how the reform programme has evolved. Drawing on over 15 years of field research carried out across Myanmar, the book offers a cohesive inquiry into government and non-government education sectors, the reform process, and how the transition has played out across schools, universities and wider society. It casts scrutiny on changes in basic education, the alternative monastic education, higher education and teacher education, and engages with issues of ethnic education and the debate on the role of language and the local curriculum as part of the peace process. In so doing, it gives voice to those most affected by the changing landscape of Myanmar’s education and wider reform process: the students and parents of all ethnic backgrounds, teachers, teacher trainees and university staff that are rarely heard. Marie Lall argues that, despite a commitment to greater equality and equity expressed in the Ministry of Education’s policy documents, Myanmar has missed a historic opportunity to make use of education reform to engage with deep-seated social injustices. Inequalities persist in the long-term outcomes for poorer sections of society and between the majority Bamars and ethnic nationality communities. This is the portrait of a country constrained by internal tensions and competing international priorities that serve to divert the professed course towards social justice

    From decolonisation to authoritarianism: the co-option of the decolonial agenda in higher education by right-wing nationalist elites in Russia and India

    This article discusses how the critique of the monopoly of Western liberal thought through the decolonisation movement that was intended to increase the number of voices heard has been co-opted by nationalist politics in India and Russia. The debates in higher education in these countries reflect current key questions on the nature of the Indian and Russian nations—both under respective nationalist governments—where both are advocating a cutting off from Western modernity. Using Mignolo’s concept of “de-linking” that was intended to raise up non-Western ways of thinking, the article shows that India and Russia have adapted and simplified decolonial discourse to reject “Western-influenced” critiques of development, inequality, and authoritarianism. Under political pressure from these authoritarian regimes, universities have helped to embed repressive majoritarian politics through anti-Western rhetoric disguised as de-linking, enabling democratic backsliding by discrediting opposition. This is done to protect a new identity based upon state conceptions of traditional values, paradoxically erasing minority voices that do not fit neatly into the unified national narrative. When universities are branded as Western agents for being critical of local traditions and schools of thought, the space for critical thinking and democratic debate is ultimately removed, leaving those who oppose Putin and Modi with no safe way to engage with political discourse, and this actually undermines the intentions of decolonial philosophy

    Delhi's Education Revolution

    In 2015, the Aam Aadmi Party (AAP) was elected to govern Delhi promising to improve public services, including education through government schools that would be the equal of private-school provision. Media reports, along with the party’s re-election in 2020, suggest strong public confidence that AAP are delivering on that promise. But is this success reflected by experience in schools? Delhi’s Education Revolution offers a critical evaluation of the AAP’s education reforms by exploring policy and practice through the eyes of one key group: the government-school teachers tasked with making the AAP’s pledge a reality. Drawing on 110 research interviews conducted via Zoom during the Covid pandemic in the summer of 2020, teachers explain how the reforms have changed their profession and practice, and whether education really has improved for children of all backgrounds. Analysis of views about critical issues such as inclusion and the pressure of achievement targets in classrooms that often contain more than 50 students, informs their observations about the reform programme itself. The study paints a more qualified picture of success than suggested elsewhere and makes a valuable contribution to the understanding of education reforms in India, and most especially, in Delhi

    The debate between secularism and Hindu nationalism – how India’s textbooks have become the government’s medium for political communication

    Schools and textbooks are significant mediums for the transmission of political ideas. Textbooks therefore reflect the ideology of the day whilst imparting values, goals, and myths to younger generations. This article provides an insight into the nexus between politics, the state, the social contract, and school textbooks in India. It critically highlights the ways in which the discourses of political parties of the (national) Self and Other are invoked and reflected in school textbooks underpinning the parties’ versions of national identity and transmit their wider political messages, with devastating results on the debates about Indian citizenship. There is a clear link between changing political parties at the helm of national and state governments and which school textbooks are in use. The article reviews the textbook politics between 1998 and 2020, focusing in particular on how the present BJP-led government has appointed Hindutva-minded scholars to lead education institutions underpinning the message of India being a Hindu nation. The right wing RSS has been allowed by the Narendra Modi government to influence the formulation of the National Education Policy 2020 as well as suggesting changes to textbooks to push the national discourse of citizenship defined by Hindutva at the Union and State levels. The article adds, theoretically and substantively, to the specific link between education and the current issues of Indian citizenship as the government tries to change the values of India’s constitution. Not many in this generation of Indians think this is abnormal, as this reflects what they have learnt at school and historically been used to shape the hostile mind-set of new generations vis-à-vis their neighbors, and other religious communities. The article evaluates how over the last two decades textbooks of the National Council for Education Research and Training (NCERT) interpret government policy objectives and guidelines to depict Indian national identity, internal ethnic and cultural diversity, and citizenship
