This article examines the consequences of austerity measures for staff participation and pay determination in UK local government. Local government has been particularly hard hit by austerity measures and this has encouraged employers to change terms and conditions, review forms of staff participation and cut jobs. The implications for the institutional resilience of systems of employment regulation and employee involvement in the sector are considered

    Central Management of Local Performance: A Comparison of England and Korea

    The author analyses performance measurement in the public sector and empirically tests the validity, legitimacy and functionality of Comprehensive Performance Assessment in England and Joint Performance Assessment in Korea on the basis of comparative methodology.Since the 1980s, New Public Management (NPM) has deeply influenced the public sector across the world, and thus measuring or managing performance has become a principal element of government reform. In terms of borrowing models and techniques from the private sector, performance measurement has been significantly extended into government, but differences between the two sectors have led to difficulties and criticism of this practice with a wide inconsistent variety of different theoretical explanations about it. In this context, this thesis investigates the effectiveness of performance measurement and theoretical explanations of conditions for its success in the public sector. It focuses through a comparative methodology on Comprehensive Performance Assessment and Joint Performance Assessment that have recently been introduced between the levels of government in England and Korea for the improvement of local government performance and accountability. Extensive analysis of literature and case studies have allowed the thesis to find firstly, that the introduction of such unique assessment systems, by which the centre assesses localities, was deeply affected by the environmental commonalities of both countries such as centralisation in inter-governmental relations and enthusiasm for NPM. Second, the empirical evaluation of both tools shows that they have in practice been valid for accurate assessment, and directly functional for improvement and indirectly for accountability to the public. Their high validity and functionality proved to be mainly attributable to two characteristics. One was institutionally that both frameworks were based on a balanced approach to performance and the disclosure of assessment results to the public for facilitating competition between localities. The other was that both had impacted on internal management of local government which led to change in organisational culture with more focus on performance. However, it identified a necessity for local authorities to participate in the development process of those tools to ensure legitimacy of central management of local performance since they enjoy their own electorally based political support. The research has also found the importance of assessors’ expertise for accurate assessment and a possibility that performance measurement can contribute to the resolution of political tension and cooperation between central and local government when it focuses more on outcomes than input and process. A deeper theoretical and practical understanding of these successful experiences and important policy elements in contemporary public management contributes significantly to knowledge in the three settings of evaluation of policy instruments, comparison between countries and central-local relations. Finally, the study assists each country and others to draw lessons from each other

    Building the next model for intervention and turnaround in poorly performing local authorities in England

    This paper examines the design and implementation of the two recent models or strategies adopted for the intervention and turnaround of poorly performing local authorities in England in the two distinct periods of 2002–2008 and 2011–2015. The first was integral to the Comprehensive Performance Management regimes, while the second was developed under the Sector Led Improvement regime. The intention is not to determine which regime has, or had, the most merit or inadequacies, but rather to synthesise knowledge and identify areas that could be improved as policy and practice moves forward, particularly in the light of the recent general election in the UK. The paper finds that both models have merits as well as weaknesses, dependent upon context and policy priorities. It provides a review of when and where alternative models should be used, and a contribution to the development of the next regime. This, the authors contend, should have a greater emphasis on achieving more appropriate levels of public assurance than the current model is providing

    The implications of COVID-19 and Brexit for England’s town councils: views from the town hall, and beyond

    Town and parish councils are the English government bodies closest to local people. Hierarchically, they are subordinate to both national and higher tier local governments (unitary, county and borough/district councils). Town councillors represent approximately 11,000,000 people; one-fifth of the population of England. Their mainly small towns will be affected by the COVID-19 pandemic and the United Kingdom’s departure from the European Union (‘Brexit’). To what extent is not known, but councillors will have roles to play in determining how their towns respond. This paper presents and discusses the views of 156 respondents to an online survey, some of whom were also interviewed. Councillors, town clerks, academics, and interested individuals with policy and practical experience of the sector contributed. Although respondents’ views differ (eg, as to whether town councils should have more powers), most believe they will have to do more. Indeed, they want to do more, especially in relation to planning, housing and transport. They are, however, uncertain about how to achieve their aims, given the constraints of time and resources on a mainly volunteer body, their partial dependence on higher-tier authorities, and the need for, as some strongly believe, effective monitoring of standards, performance, transparency, and accountability. &nbsp

    Local strategic partnerships in England: the continuing search for collaborative advantage, leadership and strategy in urban governance

    Local Strategic Partnerships are being established in England to provide an inclusive, collaborative and strategic focus to regeneration strategies at the local level. They are also required to rationalise the proliferation of local and micro-partnerships set up by a succession of funding initiatives over the last 25 years. This article explores their remit, resources and membership and discusses how this initiative relates to theoretical work on urban governance, community engagement and leadership. It concludes by debating whether urban policy in England is now entering a new and more advanced phase based on inter-organisational networks with a strategic purpose. But questions remain about whether the institutional capacity is sufficient to deliver strong local leadership, accountability and community engagement

    Religion and urban regeneration: a place for faith?

    The British government has identified 'faith communities' as a neglected resource in urban regeneration. This article first explores the context of official support for faith involvement in urban and neighbourhood policy and identifies the assumptions underlying key policy documents. These assumptions are then critically explored by reference to the links commonly drawn between religion and 'community', 'neighbourhood' and 'social cohesion'. Attempts to enlist faith groups within this essentially consensual agenda often fail to recognise both the potential divisiveness of religion and also the more positive and radical lessons that often stem from the action, experience and critical analysis of religious organisations and their members.</p
