    Constraining neutron star tidal Love numbers with gravitational wave detectors

    Ground-based gravitational wave detectors may be able to constrain the nuclear equation of state using the early, low frequency portion of the signal of detected neutron star - neutron star inspirals. In this early adiabatic regime, the influence of a neutron star's internal structure on the phase of the waveform depends only on a single parameter lambda of the star related to its tidal Love number, namely the ratio of the induced quadrupole moment to the perturbing tidal gravitational field. We analyze the information obtainable from gravitational wave frequencies smaller than a cutoff frequency of 400 Hz, where corrections to the internal-structure signal are less than 10 percent. For an inspiral of two non-spinning 1.4 solar mass neutron stars at a distance of 50 Mpc, LIGO II detectors will be able to constrain lambda to lambda < 2.0 10^{37} g cm^2 s^2 with 90% confidence. Fully relativistic stellar models show that the corresponding constraint on radius R for 1.4 solar mass neutron stars would be R < 13.6 km (15.3 km) for a n=0.5 (n=1.0) polytrope.Comment: 4 pages, 2 figures, minor correction

    Tidal deformability of neutron stars with realistic equations of state and their gravitational wave signatures in binary inspiral

    The early part of the gravitational wave signal of binary neutron star inspirals can potentially yield robust information on the nuclear equation of state. The influence of a star's internal structure on the waveform is characterized by a single parameter: the tidal deformability lambda, which measures the star's quadrupole deformation in response to the companion's perturbing tidal field. We calculate lambda for a wide range of equations of state and find that the value of lambda spans an order of magnitude for the range of equation of state models considered. An analysis of the feasibility of discriminating between neutron star equations of state with gravitational wave observations of the early part of the inspiral reveals that the measurement error in lambda increases steeply with the total mass of the binary. Comparing the errors with the expected range of lambda, we find that Advanced LIGO observations of binaries at a distance of 100 Mpc will probe only unusually stiff equations of state, while the proposed Einstein Telescope is likely to see a clean tidal signature.Comment: 12 pages, submitted to PR

    Civil society participation in the Scottish marine planning process and the role of Environmental Non-Governmental Organisations

    Sustainable development principles are based on the fundamental recognition of humans as an integral part of the ecosystem. Participation of civil society should therefore be central to marine planning processes and enabling ecosystem-based management, and development of mechanisms for effective participation is critical. To date, little attention has been given to the role of Environmental Non-Governmental Organisations (ENGOs) in public participation. In this paper, the results of two workshops, which involved various stakeholders and addressed public participation in marine planning, are reported and discussed in the context of the Scottish marine planning process. ENGOs’ role in communicating complex policies, representing members’ interests and contributing towards participatory governance in marine planning is highlighted. Innovative outreach methods are still required by decision-makers to translate technical information, integrate local knowledge, improve public representation and conserve resources. This could include collaboration with ENGOs to help promote public participation in decision-making processes

    Improving Activity and Engagement for Patients with Dementia

    This is the second in a short series that presents case study examples of the positive work achieved by trusts that participated in the Royal College of Nursing’s development programme to improve dementia care in acute hospitals. Staff often think that there is insufficient time to get to know patients and carers, especially with large and challenging workloads. Combined with a lack of activities and stimulation for patients with dementia in hospital, this can result in poor engagement and a disconnect between staff and patients. To improve these relationships and give staff more time with patients, Cambridge University Hospitals NHS Foundation Trust has introduced bay nursing for patients with dementia, where one nurse is responsible for monitoring a bay alongside a healthcare assistant for an entire shift. Part of Betsi Cadwaladr University Health Board, Glan Clwyd Hospital in North Wales has focused on improving stimulation by creating an activity room with a specially trained activity worker, providing a relaxed and friendly setting where patients with dementia can take part in a range of activities and have lunch together

    The physical, biological and chemical conditions leading to a mass mortality of adult salmon (Salmo salar L.) in the lower reaches of the R. Wye are described. As a result of sunny and low flow conditions during late June, 1976, water temperatures increased to a maximum of 27.6oC and accelerated the decay of substantial plant stands, the growth of which had been enhanced by the prevailing conditions: this resulted in severe de-oxygenation of the water. It is concluded that the low oxygen concentration in the water at this time was the principal factor in causing mass mortalities of fish and was probably accentuated by high water temperatures

    Can health trainers make a difference with difficult-to-engage clients? A multisite case study

    A political attempt in the United Kingdom to address health inequalities in the past decade has been the government’s initiative to employ local health trainers (HTs) or health trainer champions (HTCs) to support disadvantaged individuals with aspects of their health-related behaviors. HT/HTCs provide health-related information and support to individuals with healthy eating, physical activity, and smoking cessation. They undertake community engagement and direct individuals to relevant health services. They differ in that HTs are trained to provide health interventions to individuals or groups and to make referrals to specialist health care services when necessary. This article provides an evaluation of HT/HTCs interventions across three sites, including one prison, one probation service (three teams), and one mental health center. An evaluation framework combining process and outcome measures was employed that used mixed methods to capture data relating to the implementation of the service, including the context of the HT/HTCs interventions, the reactions of their clients, and the outcomes reported. It was found that HT/HTCs interventions were more effective in the prison and mental health center compared with the probation site largely as a result of contextual factors

    Integrated Mapping of Neglected Tropical Diseases: Epidemiological Findings and Control Implications for Northern Bahr-el-Ghazal State, Southern Sudan

    Integrated control of neglected tropical diseases (NTDs) is being scaled up in a number of developing countries, because it is thought to be more cost-effective than stand-alone control programmes. Under this approach, treatments for onchocerciasis, lymphatic filariasis (LF), schistosomiasis, soil-transmitted helminth (STH) infection, and trachoma are administered through the same delivery structure and at about the same time. A pre-requisite for implementation of integrated NTD control is information on where the targeted diseases are endemic and to what extent they overlap. This information is generated through surveys that can be labour-intensive and expensive. In Southern Sudan, all of the above diseases except onchocerciasis require further mapping before a comprehensive integrated NTD control programme can be implemented. To determine where treatment for which disease is required, integrated surveys were conducted for schistosomiasis, STH infection, LF, and loiasis, throughout one of ten states of the country. Our results show that treatment is only required for urinary schistosomiasis and STH in a few, yet separate, geographical area. This illustrates the importance of investing in disease mapping to minimize overall programme costs by being able to target interventions. Integration of survey methodologies for the above disease was practical and efficient, and minimized the effort required to collect these data

    Development and psychometric evaluation of an observational coding system measuring person-centred care in spouses of people with dementia

    YesBackground: The notion of person-centered care has been important in investigating relationships between people with dementia and paid carers, and measures are available to assess this. It has been suggested that person-centered care may be a useful construct to apply to understand family-care relationships. However, no measures of person-centered care in this context exist. The study aimed to develop an observational measure of person-centered care for this purpose. Method: First, a coding system incorporating a range of behaviors that could be considered person-centered or non-person-centered was constructed. Examples included a code relating to whether the person with dementia was involved in planning a task, and a code relating to how the spouse responded to confusion/distress. Second, 11 couples, where one partner had a dementia, were recruited and videotaped cooperating on an everyday task. The system was applied to the care-giving spouse's behaviors, labeling examples of behavior as person-centered or non-person-centered. The final step involved assessing the inter-rater reliability of the system. Results: The system captured nine categories of behavior, which were each divided into person-centered and non-person-centered types. The system had good reliability (Cohen's κ coefficients were: 0.65 for category and whether behaviors needed to be placed in a category; 0.81 for category excluding the decision about whether behaviors needed to be placed in a category; and 0.79 in relation to whether behaviors were person-centered or non-person-centered.) Conclusions: Although the small sample size limits the implications of the results, the system is a promising quantitative measure of spousal person-centered care

    Low-Temperature Spin Diffusion in a Spin-Polarized Fermi Gas

    We present a finite temperature calculation of the transverse spin-diffusion coefficient, DD_\bot, in a dilute degenerate Fermi gas in the presence of a small external magnetic field, HH. While the longitudinal diffusion coefficient displays the conventional low-temperature Fermi-liquid behavior, DT2D_\parallel \propto T^{-2}, the corresponding results for DD_\bot show three separate regimes: (a) DH2D_\bot \sim H^{-2} for THT \ll H; (b) DT2D_\bot \sim T^{-2}, D/D1D_\bot /D_\parallel \neq 1 for THT \gg H and large spin-rotation parameter ξ1\xi \gg 1, and (c) D=DT2D_\bot = D_\parallel \propto T^{-2} for THT \gg H and ξ1\xi \ll 1. Our results are qualitatively consistent with the available experimental data in weakly spin-polarized 3He^3{\rm He} and 3He4He^3{\rm He} - ^4{\rm He} mixtures.Comment: 13 pages, REVTEX, 3 figures available upon request, RU-94-4
