    Business Profitability and Social Profitability: Evaluating Industries with Externalities, The Case Casinos.

    Casino gambling is a social issue, because in addition to the direct benefits to those who own and use casinos, positive and negative externalities are reaped and borne by those who do not gamble. To correctly assess the total economic impact of casinos, one must distinguish between business profitability and social profitability. This paper provides the most comprehensive framework for addressing the theoretical cost–benefit issues of casinos by grounding cost–benefit analysis on household utility. It also discusses the current state of knowledge about the estimates of both the positive and negative externalities generated by casinos.     An in-situ record of major environmental transitions on early Mars at Northeast Syrtis Major

    The Noachian-Hesperian transition on Mars was a period marked by changes in volcanic processes and styles of aqueous alteration. Understanding the timing and nature of environmental change requires the exploration of units recording both sets of processes. Herein, we report the compositional stratigraphy of distinctive Noachian to Hesperian units along the northeastern margin of the Syrtis Major volcanic flows. A layered, polyhydrated sulfate-bearing unit with jarosite ridges has been discovered beneath the Syrtis Major lava flows and above the regionally-extensive stratigraphy of Noachian plains units reported previously. Sequential clay-, carbonate-, and sulfate-bearing units formed in-situ and record a transition from alkaline pH to acidic pH waters. The sequence is chronologically bookended by the Isidis impact and Syrtis Major flows, and is one of the most temporally-constrained and well-preserved stratigraphic sections from early Mars available for landed exploration

    Geologic setting of serpentine deposits on Mars

    Serpentine, recently discovered on Mars using Mars Reconnaissance Orbiter data, is uncommon but found in three geologic settings: (1) in mélange terrains at the Claritas Rise and the Nili Fossae, (2) associated with a few southern highlands impact craters, and (3) associated with a regional olivine-rich stratigraphic unit near the Isidis basin. Any presently active serpentinization processes would be occurring beneath the surface and mineral products would not be apparent with surface and orbital data; however, finding serpentine in several Noachian terrains indicates active serpentinization processes in Mars' past. Important implications are the past production of magnetite, which may contribute to chemical remnant magnetization of Mars' crust, and production of H_2, which is a suitable energy source for chemosynthetic microbial life

    Mineralogy and chemistry of altered Icelandic basalts: Application to clay mineral detection and understanding aqueous environments on Mars

    We used a suite of techniques, including those emulating compositional data sets obtained from Mars orbit and obtainable at the Mars surface, to examine aqueous alteration of basaltic rocks from Iceland as a mineralogic and geochemical analog for Noachian environments on Mars. A sample suite was collected for laboratory measurement of (1) whole-rock visible/near-infrared (VNIR) reflectance and thermal infrared (TIR) emission spectra; (2) VNIR and TIR reflectance spectra of particle-size separates derived from the bulk rock and from materials extracted from fractures/vesicles; (3) X-ray diffraction (XRD) patterns for determination of quantitative modal mineralogy; (4) major element chemistry using flux fusion of whole-rock powders; and (5) electron microprobe analyses of minerals in thin sections. Conclusions about aqueous alteration can be influenced by technique. For these basalts, whole-rock chemical data showed scant evidence for chemical fractionation, but TIR, VNIR, and XRD measurements identified distinctive assemblages of hydrous silicate minerals, differing by sample. XRD provided the most complete and accurate quantitative determination of sample mineralogy. However, VNIR spectroscopy was the technique most useful for determining composition of low-abundance smectite clays, and TIR spectroscopy was the most useful for recognizing hydrated silicates in thin surface coatings. High spatial resolution mineralogical and chemical data sets were useful for understanding the texture and distribution of alteration products and variations in fluid chemistry. No single approach provides a complete assessment of the environment of alteration, demonstrating the importance of employing multiple, synergistic mineralogical and geochemical techniques and instruments in exploration of rock strata from aqueous paleoenvironments on Mars

    Composition of weakly altered Martian crust

    The mineralogic and chemical composition of weakly altered crust remains an unresolved question for Mars. Dark regions hold clues to the composition since they are thought to comprise surface exposures of weakly altered crustal materials. Understanding the in situ composition of relatively pristine crustal rocks in greater detail is important for investigating basic volcanic processes. Also, this will provide additional constraints on the chemical pathways by which pristine rocks are altered to produce the observed ferric iron-bearing assemblages and inferred clay silicate, sulphate, and magnetic oxide phases. Reflectance spectra of dark regions obtained with the ISM instrument are being used to determine the basic mineralogy of weakly altered crust for a variety of regions on Mars

    Modal mineralogy of planetary surfaces from visible and near-infrared spectral data

    Real planetary surfaces are composed of several to many different minerals and ices. Deconvolving a reflectance spectrum to material abundance in an unambiguous way is difficult, because the spectra are complex nonlinear functions of grain size, abundance, and material opacity. Multiple scattering models can provide approximate solutions to the radiative transfer in a particulate medium. The paper examines the different approaches which deal with the theory of radiative transfer on atmosphereless bodies. We present the relative merits of two scattering theories based on the equivalent slab model: the extensively used Hapke theory [1] and the Shkuratov theory [2]. The performances of the two models for determining mineral abundance in multicomponent mixtures are also evaluated using laboratory data. Finally, one application on real planetary surfaces will be shown

    Spectrally distinct ejecta in Syrtis Major, Mars: Evidence for environmental change at the Hesperian-Amazonian boundary

    Analysis of visible and near-infrared (VNIR) imaging spectrometer data of the Syrtis Major volcanic complex on Mars shows spectrally distinct ejecta (SDE) around a subset of the region's impact craters. We explore the nature of this spectral difference with the intention of constraining the physical cause of the distinction and the significance of their near random spatial distribution. Crater counting performed by Baratoux et al. (2007) indicated that the craters with SDE are systematically younger than craters without SDE. Extensive crater counts of the craters with SDE show that they fit a consistent Hartmann (2005) isochron indicting that they represent temporally continuous population. This population was dated near 2 Ga, consistent with the counts of Baratoux et al. (2007). This modeled age corresponds to just after the Hesperian-Amazonian boundary, indicating that it may be related to a global event. We explore possible explanations for the lack of SDE around older craters, including atmospheric changes, significant but brief regional emplacement of materials, and volcanic activity. We conclude that the preferred explanation is that the SDE represent the true composition of the Syrtis Major volcanics and that surfaces older than 2 Ga were altered by interactions with water vapor or volcanic gases under different Hesperian climatic and atmospheric conditions leading to all craters formed after this alteration event to display SDE

    The Phobos 2 mission provided multispectral observations of Phobos over a large wavelength range and with relatively high spectral resolution. Here, researchers integrate results from three multispectral detectors by determining the ultraviolet-visible near infrared spectral properties of color and brightness features recognized in VSK TV images. Researchers present evidence that there are two fundamental spectral units within the region of overlapping coverage by the detectors. They describe the units' spectral and reflectance properties and discuss the implications of these results for the composition of Phobos

    Composition, Morphology, and Stratigraphy of Noachian Crust around the Isidis basin

    Definitive exposures of pristine, ancient crust on Mars are rare, and the finding that much of the ancient Noachian terrain on Mars exhibits evidence of phyllosilicate alteration adds further complexity. We have analyzed high-resolution data from the Mars Reconnaissance Orbiter in the well-exposed Noachian crust surrounding the Isidis basin. We focus on data from the Compact Reconnaissance Imaging Spectrometer for Mars as well as imaging data sets from High Resolution Imagine Science Experiment and Context Imager. These data show the lowermost unit of Noachian crust in this region is a complex, brecciated unit of diverse compositions. Breccia blocks consisting of unaltered mafic rocks together with rocks showing signatures of Fe/Mg-phyllosilicates are commonly observed. In regions of good exposure, layered or banded phyllosilicate-bearing breccia rocks are observed suggestive of pre-Isidis sedimentary deposits. In places, the phyllosilicate-bearing material appears as a matrix surrounding mafic blocks, and the mafic rocks show evidence of complex folded relationships possibly formed in the turbulent flow during emplacement of basin-scale ejecta. These materials likely include both pre-Isidis basement rocks as well as the brecciated products of the Isidis basin–forming event at 3.9 Ga. A banded olivine unit capped by a mafic unit covers a large topographic and geographic range from northwest of Nili Fossae to the southern edge of the Isidis basin. This olivine-mafic cap combination superimposes the phyllosilicate-bearing basement rocks and distinctly conforms to the underlying basement topography. This may be due to draping of the topography by a fluid or tectonic deformation of a previously flatter lying morphology. We interpret the draping, superposed olivine-mafic cap combination to be impact melt from the Isidis basin–forming event. While some distinct post-Isidis alteration is evident (carbonate, kaolinite, and serpentine), the persistence of olivine from the time of Isidis basin suggests that large-scale aqueous alteration processes had ceased by the time this unit was emplaced

    The Amazon frontier of land-use change : croplands and consequences for greenhouse gas emissions

The authors assess changes in cropland area and the intensification of cropping in the Brazilian agricultural frontier state of Mato Grosso using remote sensing and develop a greenhouse gas emissions budget. The most common type of intensification in this region is a shift from single- to double-cropping patterns and associated changes in management, including increased fertilization. Using the enhanced vegetation index (EVI) from the Moderate Resolution Imaging Spectroradiometer (MODIS) sensor, the authors created a green-leaf phenology for 2001–06 that was temporally smoothed with a wavelet filter. The wavelet-smoothed green-leaf phenology was analyzed to detect cropland areas and their cropping patterns. The authors document cropland extensification and double-cropping intensification validated with field data with 85% accuracy for detecting croplands and 64% and 89% accuracy for detecting single- and double-cropping patterns, respectively. The results show that croplands more than doubled from 2001 to 2006 to cover about 100 000 km2 and that new double-cropping intensification occurred on over 20% of croplands. Variations are seen in the annual rates of extensification and double-cropping intensification. Greenhouse gas emissions are estimated for the period 2001–06 due to conversion of natural vegetation and pastures to row-crop agriculture in Mato Grosso averaged 179 Tg CO2-e yr−1, over half the typical fossil fuel emissions for the country in recent years.This work was supported by the NASA Earth and Space Science Fellowship (G.
