    Run-time adaptation of a reconfigurable mobile UMTS receiver

    UMTS receivers are mobile devices, which should have a low energy consumption and operates in a frequently changing environment. The idea of this paper is to adapt the amount of signal processing for the reception within an UMTS mobile to this changing environment. In this way the amount of signal processing can be decreased for a good channel to decrease the energy consumption and for a bad channel the signal processing can be increased to guarantee a minimum Quality of Service for the signal.     This paper presents a control system that adapts a WCDMA receiver at run-time to minimize the energy consumption while providing an adequate Quality of Service (QoS). The adaptation is done at run-time, because of the dynamic environment of a mobile receiver. Simulations show that run-time adaptation to the environment decreases the energy consumption of a receiver and also improves other QoS parameters, such as a higher throughput and a lower frame error rate

    This paper introduces a method that computes an estimation of the bit error rate (BER) based on the RAKE receiver soft output only. For this method no knowledge is needed about the channel characteristics nor the precise external conditions. Simulations show that the mean error of the estimation is below 2%, with only a small variance. Also an estimation of the BER for a different spreading factor or a different number of RAKE finger can be made. Implementation issues for a practical use of the method are discussed

    Opinion Change or Differential Turnout: Changing Opinions on the Austin Police Department in a Budget Feedback Process

    In 2020 the tragic murder of George Floyd at the hands of law enforcement ignited and intensified nationwide protests, demanding changes in police funding and allocation. This happened during a budgeting feedback exercise where residents of Austin, Texas were invited to share opinions on the budgets of various city service areas, including the Police Department, on an online platform designed by our team. Daily responses increased by a hundredfold and responses registered after the "exogenous shock" overwhelmingly advocated for reducing police funding. This opinion shift far exceeded what we observed in 14 other Participatory Budgeting elections on our Participatory Budgeting Platform, and can't be explained by shifts in the respondent demographics. Analysis of the results from an Austin budgetary feedback exercise in 2021 and a follow-up survey indicates that the opinion shift from 2020 persisted, with the opinion gap on police funding widening. We conclude that there was an actual change of opinion regarding police funding. This study not only sheds light on the enduring impact of the 2020 events and protests on public opinion, but also showcases the value of analysis of clustered opinions as a tool in the evaluation toolkit of survey organizers.Comment: This preprint is an extended version of a previously published conference paper: https://dl.acm.org/doi/10.1145/3551624.355529

    Durante los años conciliares, la evolución de la sociedad holandesa hacia la izquierda está marcada por el desarrollo de una cultura joven y de flower power, pero también por las manifestaciones estudiantiles y por un endurecimiento de la acción sindical. Este cambio se traduce en la Iglesia católica en la aparición de comunidades de base y parroquias críticas. Los ejemplos analizados en el artículo, ponen de manifiesto sus preocupaciones: modernización de la liturgia pero también crítica de la sociedad y contestación del funcionamiento eclesial –particularmente el celibato eclesiástico y los obstáculos puesto a la intercomunión entre católicos y protestantes–. Ampliamente mediatizada, especialmente a través del grupo de sacerdotes contestatarios, la Septuaginta, la experiencia de izquierdas del catolicismo holandés tuvo un gran eco internacional alrededor de los años 60-70, antes de perder su base social y declinar rápidamente.Over the course of the conciliar years, progressive social movements arose in Dutch society. These were marked by the spread of youth culture and «flower power» as well as student demonstrations and the radicalization of trade unions. In the Catholic Church, this transformation was reflected in the emergence of grassroots communities and «critical parishes». Their main concerns were: the modernization of the liturgy, social critique and protest targeting the way the Church operated, particularly concerning ecclesiastical celibacy and the obstacles to intercommunion between Catholics and Protestants. Widely covered in the media, particularly thanks to the efforts of the Septuagint, a group of protesting priests, the experience of the Dutch Catholic left was closely observed abroad in the late 1960s and early 1970s.     This study aims to reconstruct a model of strengthening social capital to expand opportunities for employment for Papuans, which have been difficult to obtain in Manokwari District. The approach used is grounded theory based on phenomena by applying it in the form of concepts, categories and propositions as a means of construction, reconstruction and elaboration in a social process, with a constructivism paradigm model and emphasizing more on the emic approach. Methods of observation, interviews and documentation. The main instrument is the researcher himself with the help of: a tape recorder notebook, and a camera. The validity of the data was tested using the technique, source, and time triangulation method. Data analysis used descriptive narrative analysis. Research findings show, among others; there is an imbalance of knowledge and understanding of the meaning of belief; there is a tendency for indigenous Papuans to prefer working in the formal sector rather than in the informal sector; the collaboration of social capital and other capital in the process of expanding employment opportunities; indigenous Papuans have no trust in each other, are suspicious of each other, feel inferior; a sense of injustice; the government in empowering no follow-up; the MRPB and LMA should have collaborated with the Otsus faction, Regional Apparatus Organizations (OPD), TNI/Polri, and the private sector; Obstacles to Perda and Perdasus. The strategy to strengthen the structuring of the model within the framework of understanding social relations and the meaning of affirmative action as protection for the basic rights of indigenous Papuans does not yet have a strategy that looks specifically for expanding employment opportunities for indigenous Papuans both in the informal and formal sectors based on local wisdom in the Law -Special Autonomy Act
