    Spatial spillovers in public expenditure on a municipal level in Spain

    A key function of local governments is to provide a wide array of public services. The supply of these services has been found to create spatial spillovers among neighbouring municipalities. Although it is generally agreed that spillovers are present in models that explain government expenditures, their type—whether endogenous, exogenous or residual—and sign—whether positive or negative—remain ambiguous. In most cases, a subjective process is used to select the type of spatial regression model used in analysis, with mixed results. Per capita expenditures of ten subprogrammes (Security, Housing, Welfare, Environment, Social services, Employment promotion, Health, Education, Culture and Sport) are analysed for all Spanish municipalities with more than 5000 inhabitants in the 2010–2012 period. A Spatial Seemingly Unrelated Regression methodology in a panel framework is used to incorporate correlation between different subprogrammes and spatial dependence. Our results show that the three types of spatial effects are present. Furthermore, substantive dependence is positive in most cases, while negative residual dependence is observed in some.We gratefully acknowledge the contribution of three anonymous reviewers in helping us improve the quality of this paper.     A QoS-Driven ISP Selection Mechanism for IPv6 Multi-homed Sites

    A global solution for the provision of QoS in IPng sites must include ISP selection based on per-application requirements. In this article we present a new site-local architecture for QoS-driven ISP selection in multi-homed domains, performed in a per application basis. This architecture proposes the novel use of existent network services, a new type of routing header, and the modification of address selection mechanisms to take into account QoS requirements. This proposal is an evolution of current technology, and therefore precludes the addition of new protocols, enabling fast deployment.     Este artículo ofrece una aproximación antropológica al fenómeno de la corrupción. Entendemos que el enfoque holístico de la Antropología Social y Cultural, así como su metodología, pueden contribuir a una comprensión más amplia de la corrupción como fenómeno socio-cultural. Para ello, se propone una revisión de aquellos trabajos más relevantes que abordan el análisis de la corrupción desde una perspectiva antropológica. Además, se concreta en el ámbito de la Antropología Política, entendida como la materia que posibilita un estudio especializado de estos supuestos.This article offers an anthropological approach to the phenomenon of corruption. We believe that the holistic approach of Social and Cultural Anthropology, as well as its methodology, contribute to a broader understanding of corruption as a socio-cultural phenomenon. To this end, we propose a review of the most relevant works that address the analysis of corruption from an anthropological perspective. In addition, it is specified in the field of Political Anthropology, understood as the subject that enables a specialized study of these assumptions

    Small-Scale Fishing and Sustainability. An Ethnographic Approach to the Case of Self-Employed Fishermen in the South-East of Spain

    Small-scale fishermen, in contrast to industrial fishing boats, develop a sustainable relationship with their activity from three perspectives: social, economic, and environmental. From this hypothesis, we analyze the ethnographic material obtained in extensive fieldwork (in-depth interviews and participant observation) developed in the four main ports of the region of Murcia (Spain). From this field work the existence of two other types of fishermen (life-modes) besides small-scale fishermen is derived: small entrepreneurs and wage-earners. In different proportions, all three share the consequences of the various reforms to the Common Fisheries Policy (CFP). Despite the similarities, this paper shows different strategies, in each of the cases, that justify their permanence in their activity, taking into account the labor modality, as well as their relationship with the idea of sustainability. Conclusions show that because small-scale self-employed fishermen are involved much more than the two other life-modes in the totality of tasks related to their profession in that they own both the means and relations of production (simple commodity production), they are best placed to achieve social, economic, and environmental sustainability

    Are You Really Your Own Boss? Flexi-Vulnerability and False Consciousness of Autonomy in the Digital Labor Culture of Riders

    In the European Union, over 28 million people work through more than 500 available digital platforms, and it is estimated that by 2025, this number will reach 43 million. However, we lack up-to-date and sufficient data on employed individuals, as platforms practice a policy of non-disclosure of data. This paper focuses on the so-called location-based platforms and specifically the figure of the rider, understood as the individual who, through a commercial or labor relationship with a company, performs tasks such as the delivery of goods to end customers. By conducting 143 surveys and 15 in-depth interviews with riders, we identified a series of characteristics that allow us to analyze this archetype of contemporary work–digital relations and delve deeper into relevant questions related to this figure, which have to do with the modality linked to the performance of their activity (self-employed or salaried), the levels of job satisfaction with respect to their activity, or the strategies for work or personal conciliation. Specifically, we focus on those discourses that refer to the characteristics of flexibility and autonomy inherent to this type of work, analyzing a heterogeneity of discourses that explain, on the one hand, a situation of precariousness and, in other cases, a job opportunity and a self-employment strategy, introducing the idea of flexi-vulnerability understood as a concept that captures the dual nature of flexibility and vulnerability experienced by individuals who work as self-employed in the so-called “gig” economy.This research received funding from Consejo Económico y Social de la Región de Murcia (Spain)
