    A Study of the Temporal and Spatial Distribution of Ichthyoplankton and Post-larval Penaeids Recruiting into a Louisiana Tidal Pass

    This dissertation attempts to better understand astronomical, meteorological, and oceanographic forcing of offshore-spawned, estuarine-dependent species from continental shelf to estuarine waters through tidal passes. The vertical distribution of zoo-/ichthyoplankton within the inner continental shelf from the Louisiana Offshore Oil Platform monitoring project (1978-1995) provided an important offshore end member for the estuarine recruitment study, and is potentially useful in predicting vulnerabilities to past and future oil spills. The role that atmospheric cold front passages may have on densities and movement of zoo-/ichthyoplankton recruiting through the Bayou Tartellan tidal pass, Louisiana, were analyzed using a Generalized Additive Model. The pre-frontal phase, with dominant southern quadrant winds, leading to coastal setup, can enhance flood tides and increase larval recruitment. Post-frontal phase strong northerly winds can enhance ebb tides, which could have negative estuarine retention implications. Lateral differences across Bayou Tartellan at a bulkheaded northern edge, center channel, and a natural-sloping southern shore edge were analyzed using a Zero Inflated Negative Binomial model to determine if behaviorally-mediated, lateral movements by larger larvae could enhance estuarine recruitment/retention. During inflows, estuarine-dependent larvae generally utilized the surface of the center channel and had much lower densities towards the edges. During outflows, larger larvae were more numerous along the southern edge, where velocities were slower. Finally, otolith age and growth data for Micropogonias undulatus and Brevoortia patronus were analyzed for growth rates and microstructure differences associated with oceanographic variability along their recruitment corridors from offshore spawning grounds through the coastal boundary layer, and into the tidal pass. Growth rates from a Laird-Gompertz model for M. undulatus were similar to previous studies. Otolith microstructure suggested ingress through the coastal boundary layer/estuarine waters occurred at approximately 40 days post hatch, and had a marked effect on growth. A two-cycle, Laird-Gompertz growth model for B. patronus suggested a growth stanza at 35 days post hatch, which most likely reflects changing oceanographic conditions during transport and biological consequences of a shift in ontogenetic feeding strategy from selective particulate feeder to an omnivorous filter feeder, with a strong initial growth rate decreasing rapidly after the beginning of the transition in feeding strategy

    In recent decades, there has been increasing concern over declining political participation and what many see as the thinning of American democracy. Increasing involvement in certain politically important groups and activities for children at school has been touted as one way to address this decline. But what if other school policies are also having negative effects on democratic participation? In new research which uses longitudinal data from young people, parents, and school administrators, Thomas J. Catlaw and Aaron Kupchik find that students who are suspended from school have a lower chance of civic and political participation, an effect which can last all the way into adulthood. They argue that researchers and policy workers alike would do well to take school disciplinary practices into account when considering how to deepen democracy

    Juvenile Incarceration and the Pains of Imprisonment

    The nationwide trend to criminalize juvenile delinquency in the 1980s and 1990s resulted in the placement of large numbers of adolescent criminal offenders in adult correctional facilities. Prior research has assessed the consequences of this practice through comparisons of youth in juvenile corrections with youths placed in adult prisons and jails. These studies minimized the pains of imprisonment for youth who continue to be placed in juvenile correctional facilities by comparing their conditions to the more violent and toxic conditions of confinement in adult institutions. In this article, we more carefully assess the conditions of confinement within a broader range of juvenile and adult correctional settings where juvenile courts place youths. We analyze data from interviews with matched samples of 188 young men ages 16-18 incarcerated in juvenile and adult facilities across two states. Our results show that although inmates in adult facilities (surprisingly) give better reports than youth in juvenile facilities on several domains of institutional climate including criminal activity and victimization, they also fare much worse on measures of social and psychological well-being. Importantly, the inmates in adult facilities report substantially and significantly greater rates of PTSD and mental illness symptoms, and are much more likely to fear for their safety, compared to those in juvenile facilities. Overall, conditions in adult facilities are harsher than conditions in juvenile facilities, but juvenile correctional facilities pose their own hazards. We argue that incarceration should be used only as a last resort for juveniles, regardless of institutional auspice, but that when it is deemed necessary, juvenile correctional facilities represent the lesser of two evils

    Be Careful What You Wish For: Legal Sanctions and Public Safety Among Adolescent Offenders in Juvenile and Criminal Court

    Three decades of legislative activism have resulted in a broad expansion of states\u27 authority to transfer adolescent offenders from juvenile to criminal (adult) courts. At the same time that legislatures have broadened the range of statutes and lowered the age thresholds for eligibility for transfer, states also have reallocated discretion away from judges and instituted simplified procedures that permit prosecutors to elect whether adolescents are prosecuted and sentenced in juvenile or criminal court. These developments reflect popular and political concerns that relatively lenient or attenuated punishment in juvenile court violates proportionality principles for serious crimes committed by adolescents, and is ineffective at deterring or controlling future crimes. This legislative activism has reshaped the boundaries of the juvenile court, and animated calls for its elimination. Yet these developments have taken place in a near vacuum of empirical analysis of the efficacy of these measures to increase punishment or reduce crime. Jurisprudential analyses of the fit between the traditional doctrines of immaturity and reduced culpability of juveniles also has lagged far behind the pace of legislative change. The redrawing of the boundaries of the juvenile court also has not reflected new knowledge on adolescent development, the legal socialization of adolescents, and their responsiveness to criminal sanctions. The new boundaries of the juvenile court also threaten to reify and intensify social and racial dimensions of criminal punishment. To address these questions, we conducted a natural experiment to assess whether prosecuting and sentencing adolescent felony offenders in the criminal court leads to harsher punishment, and whether that harsher punishment translates into improved public safety. We show that serious adolescent offenders prosecuted in the criminal court are likely to be rearrested more quickly and more often for violent, property and weapons offenses, and they are more often and more quickly returned to incarceration. Adolescents prosecuted and punished in the juvenile court are more likely to be rearrested for drug offenses. These results suggest that law and policy facilitating wholesale waiver or categorical exclusion of certain groups of adolescents based solely on offense and age, are ineffective at both specific deterrence of serious crime, despite political rhetoric insisting the opposite. Such laws may increase the risk of serious crimes by adolescents and young adults, by heavily mortgaging their possibilities to deflect their criminal behavioral trajectory and enter a path of prosocial human development. Returning to a discretionary, judge-centered transfer policy, rather than wholesale waiver or surgical exclusion of entire categories of adolescent offenders, would limit the number of youth subjected to criminal court prosecution and harsh punishment conditions in adult corrections. A policy of discretionary transfer of only the most serious offenders, whose eligibility for transfer would be transparently assessed with full access to evidence and expertise, would ensure proportional punishment for the few adolescents whose severe crimes demand greater punishment than is available in the juvenile court, and whose punishment as juveniles might corrode the legitimacy of the juvenile court

    The First In Situ Encounter of Gigantura chuni (Giganturidae: Giganturoidei: Aulopiformes: Cyclosquamata: Teleostei), with a Preliminary Investigation of Pair-Bonding

    The Gulf of Mexico Scientific and Environmental ROV Partnership using Existing iNdustrial Technology (Gulf SERPENT) Project utilizes industrial work-class ROVs based at oceanic oil and gas facilities for scientific research and exploration. During Gulf SERPENT operations, an ROV documented the first in situ observations of Gigantura chuni at a depth of approximately 900 m in the northern Gulf of Mexico. The fish were identified to genus by the length of the caudal fin ventral lobe relative to standard length, reflectance from crystalline guanine, and relative mouth size to the head length. The width-length ratios suggest G. chuni as the species (approximately 1:5 for adult G. chuni vs. 1:10 for adult G. indica). The videos provided the second known in situ observation of giganturids and the first of G. chuni. The first video clearly shows two individuals in close proximity, with both oriented vertically in the water column; a second video clip shows a single individual at a slightly shallower depth, and also oriented vertically in the water column. An odds ratio comparison for collections of G. chuni and G. indica from the DEEPEND program to fitted theoretical distributions was used to preliminarily analyze the probability of encountering various numbers of individuals in a single-sample effort. Groups of two individuals, and in particular even number groupings, were encountered during the DEEPEND program sampling more often than would be expected based on theoretical distributions for both G. chuni and G. indica suggesting pair-bonding may be a likely reproductive strategy complementing synchronous hermaphroditism in giganturids
