Revitalizing International Protection: The UNHCR's Global Consultations
This article explains why the un High Commissioner for Refugees is convening Global Consultations on “revitalizing the international protection regime.” These consultations, which will take place throughout 2001 and probably beyond, will involve state parties to the 1951 Convention relating to the Status of Refugees and its 1967 protocol, as well as non-signatory states, non-governmental groups, academics, and practitioners of refugee law. The consultations are intended to result in a reaffirmation of the 1951 convention, and in consensus on some of the more complex interpretative aspects of that instrument. They should show the way on thorny problems faced by states in dealing with refugee and migration challenges today.Cet article explique pourquoi le Haut Commissariat des Nations Unies pour les réfugiés organise actuellement des Consultations globales pour « revitaliser le régime international de protection des réfugiés ». Ces consultations, qui se tiendront tout au long de l’année 2001, et probablement bien au-delà , réuniront des états signataires de la Convention de 1951 relative au statut des réfugiés et de son Protocole de 1967, ainsi que des états non-signataires, des organisations non-gouvernementales, des universitaires et des membres de la profession légale opérant dans le domaine du droit d’asile. Ces consultations ont pour but de réaffirmer la Convention de 1951 et de dégager un consensus d’opinions sur quelques-uns des aspects interprétatifs les plus complexes de cet instrument. Ecosystem-Based Management and Refining Governance Of Wind Energy in the Massachusetts Coastal Zone: A Case Study Approach
While there are as yet no wind energy facilities in New England coastal waters, a number of wind turbine projects are now operating on land adjacent to the coast. In the Gulf of Maine region (from Maine to Massachusetts), at least two such projects, one in Falmouth, Massachusetts, and another on the island of Vinalhaven, Maine, began operation with public backing only to face subsequent opposition from some who were initially project supporters. I investigate the reasons for this dynamic using content analysis of documents related to wind energy facility development in three case study communities. For comparison and contrast with the Vinalhaven and Falmouth case studies, I examine materials from Hull, Massachusetts, where wind turbine construction and operation has received steady public support and acceptance. My research addresses the central question: What does case study analysis of the siting and initial operation of three wind energy projects in the Gulf of Maine region reveal that can inform future governance of wind energy in Massachusetts state coastal waters? I consider the question with specific attention to governance of wind energy in Massachusetts, then explore ways in which the research results may be broadly transferable in the U.S. coastal context. I determine that the change in local response noted in Vinalhaven and Falmouth may have arisen from a failure of consistent inclusion of stakeholders throughout the entire scoping-to-siting process, especially around the reporting of environmental impact studies. I find that, consistent with the principles of ecosystem-based and adaptive management, design of governance systems may require on-going cycles of review and adjustment before the implementation of such systems as intended is achieved in practice. I conclude that evolving collaborative processes must underlie science and policy in our approach to complex environmental and wind energy projects; indeed, collaborative process is fundamental to the successful governance of such projects, including any that may involve development of wind energy in the Massachusetts coastal zone or beyond. English Through Drama: Rationale and Description of Materials Developed in an ESL Drama Project in Israel
This paper examines the rationale and design of a series of skits which three others and I wrote and presented in Israel during the course of an English-through-drama program which we conducted in the public school system. The paper presents one skit, used for fourth - sixth grades, as an example of the work we produced and as a basis for clarifying the way our teaching assumptions and objectives were reflected in our materials. The skits are of interest because of the way in which they integrate various drama techniques to meet both affective and linguistic needs in the classroom, especially those connected with teacher-student relationships and communicative competence. A description of our working procedure is included in the hope that others will consider producing more skits of similar design. Also included as a discussion of who best might write and present these new materials and ideas for follow-up activities for the classroom teacher
