    Development of a scale for factors causing delays in infrastructure projects in India

    The objective of the paper is to develop a validated scale to measure the factors that cause delays in infrastructure projects. The study employed a standard three phase scale development procedure of Churchill (1979) which was augmented subsequently by Nunnally, Bernstein and Berge (1994) and Prakash and Phadtare (2018). In phase one, 73 factors that cause delays were identified, which were reduced to 45 based on literature review and expert opinions. These 45 factors were subjected to an exploratory factor analysis (EFA) and confirmatory factor analysis (CFA) in phase two and three, respectively, to refine and establish convergent, discriminant and nomological validity of the scale. The study confirms that delays in infrastructure projects happen due to six factors, i.e., Contractor Related Factors (CON); Consultant Related Factors (CS); External Factors (EX); Labour Related Factors (LR); Material Related Factors (MT) and Design Related Factors (DJ). The study is particularly useful for the firms engaged in the development of infrastructure projects globally, as it identifies and ranks the factors that cause delays in a project. However, the study being confirmatory in nature only confirms the grouping of factors causing delays and is also limited by the possibility of sampling error.&nbsp

    Cu2+ uptake by Chlorococcum hemicolum - A Xeric Chlorophycean Alga

    Bioremediation of copper by xeric chlorophycean bioremediator, Chlorococcum hemicolum was investigated. The growth rates at various concentrations of Cu2+ were assessed in terms of protein level and 8 mg L-1 (37.67 % level in growth kinetics) is the tolerance limit. Absorption/adsorption kinetics was estimated after 240 hrs of Cu2+ treatments. Absorptions were higher than adsorption with maximum accumulation factor (AF) of 1.40. The Cu2+ concentration and absorption were linearly related (r = 0.99; p>0.01). Other biochemical parameters like total sugar, chlorophyll and carotenoids were also quantified to correlate the state of metabolism and these exhibited reduction due to heavy metal stress

    Entropy Stable Numerical Schemes for Two-Fluid Plasma Equations

    Two-fluid ideal plasma equations are a generalized form of the ideal MHD equations in which electrons and ions are considered as separate species. The design of efficient numerical schemes for the these equations is complicated on account of their non-linear nature and the presence of stiff source terms, especially for high charge to mass ratios and for low Larmor radii. In this article, we design entropy stable finite difference schemes for the two-fluid equations by combining entropy conservative fluxes and suitable numerical diffusion operators. Furthermore, to overcome the time step restrictions imposed by the stiff source terms, we devise time-stepping routines based on implicit-explicit (IMEX)-Runge Kutta (RK) schemes. The special structure of the two-fluid plasma equations is exploited by us to design IMEX schemes in which only local (in each cell) linear equations need to be solved at each time step. Benchmark numerical experiments are presented to illustrate the robustness and accuracy of these scheme

    A Novel Beamformed Control Channel Design for LTE with Full Dimension-MIMO

    The Full Dimension-MIMO (FD-MIMO) technology is capable of achieving huge improvements in network throughput with simultaneous connectivity of a large number of mobile wireless devices, unmanned aerial vehicles, and the Internet of Things (IoT). In FD-MIMO, with a large number of antennae at the base station and the ability to perform beamforming, the capacity of the physical downlink shared channel (PDSCH) has increased a lot. However, the current specifications of the 3rd Generation Partnership Project (3GPP) does not allow the base station to perform beamforming techniques for the physical downlink control channel (PDCCH), and hence, PDCCH has neither the capacity nor the coverage of PDSCH. Therefore, PDCCH capacity will still limit the performance of a network as it dictates the number of users that can be scheduled at a given time instant. In Release 11, 3GPP introduced enhanced PDCCH (EPDCCH) to increase the PDCCH capacity at the cost of sacrificing the PDSCH resources. The problem of enhancing the PDCCH capacity within the available control channel resources has not been addressed yet in the literature. Hence, in this paper, we propose a novel beamformed PDCCH (BF-PDCCH) design which is aligned to the 3GPP specifications and requires simple software changes at the base station. We rely on the sounding reference signals transmitted in the uplink to decide the best beam for a user and ingeniously schedule the users in PDCCH. We perform system level simulations to evaluate the performance of the proposed design and show that the proposed BF-PDCCH achieves larger network throughput when compared with the current state of art algorithms, PDCCH and EPDCCH schemes

    Why Should 5000 Children Die in India Every Day? Major Causes and Managerial Challenges

    Globally, more than 10 million children under 5 years of age, die every year (20 children per minute), most from preventable causes, and almost all in poor countries. Major causes of child death include neonatal disorders (death within 28 days of birth), diarrhea, pneumonia, and measles. Malnutrition accounts for almost 35 % of childhood diseases. India alone accounts for almost 5000 child deaths under 5 years old (U5) every day. India.s child heath indicators are poor even compared with our Asian neighbors, namely Malaysia, Sri Lanka, Thailand, Vietnam, China, Nepal and Bangladesh. Within India, the states of Bihar, Madhya Pradesh, Orissa, Rajasthan and Uttar Pradesh account for almost 60 % of all child deaths India.s neonatal mortality, which accounts for almost 50 % of U5 deaths, is one of the highest in the world. India launched the Universal Immunization Program in 1985, but the status of full immunization in India has reached only 43.5 % by 2005-06. India started the Integrated Child Development Scheme (ICDS) in 1975 to provide supplementary nutrition to children, but 50 % of our children are still malnourished; nearly double that of Sub-Saharan Africa. The WHO/UNICEF training program on Integrated Management of Neonatal and Childhood Illnesses, known as IMNCI, started in India a few years ago, but the progress is very slow. What is unfortunate is the fact that most of these deaths are preventable through proven interventions: preventive interventions and/or treatment interventions, but the management of childhood illnesses is very poor. In this working paper, we bring out the nature and magnitude of child deaths in India (Chapter 1) and then share with you in Chapters 2, 3 and 4 our observations on the management of some of national programs of the government of India such as The Universal Immunization Program (UIP) The Integrated Child Development Scheme (ICDS) The Integrated Management of Neonatal and Child Illnesses (IMNCI) In the final chapter (Chapter 5), we highlight certain managerial challenges to satisfactorily address the child mortality and morbidity in our country.
