Dilemma Development Partnership – Erfahrungen mit SciVal Spotlight und InCites

The Vienna University Library has been maintaining development partnerships concerning bibliometric products with both Thomson Reuters and Elsevier for several years now. The co-operation with more than one provider should allow a high amount of independence and objectiveness. We describe the activity as Early Adopter respectively Development Partner of SciVal Spotlight and InCites, the best known analytical tools for research Evaluation and planning currently offered in the market. Notwithstanding the considerable amount of work and certain strategic concerns, there are different positive effects for the institution, e.g. active participation in the development, in-depth knowledge about operating methods and specific characteristics of the products, and enhanced communication with their developers

Collections Earning Their Keep. An Overview of International Archiving Initiatives

DOI: 10.12685/027.7-3-1-58The 2014 IFLA Satellite Conference was held in Paris on August 13 and 14 jointly by the Library Buildings and Equipment section and the Acquisitions and Collection Development section. The following article attempts to give an overview of selected projects regarding storage and archiving of print collections focussing on background, goals, financing and challenges. The international contributors were also invited to give their thoughts about future collaborations.Im Anschluss an die von den IFLA-Sektionen Library Buildings and Equipment und Acquisitions and Collection Development gemeinsam organisierte Satellite Conference in Paris (13. und 14. August 2014) liefert dieser Beitrag einen Abriss über ausgewählte bibliothekarische Archivierungsinitiativen. Besondere Berücksichtigung finden dabei Hintergrund, Ziele und Finanzierung der Projekte sowie Herausforderungen, mit denen sich die jeweiligen Verantwortlichen konfrontiert sehen. Ein besonderes Anliegen war, Ideen zur künftigen internationalen Zusammenarbeit zu sammeln.Faisant suite à la conférence satellite de l’IFLA organisée conjointement à Paris le 13 et le 14 août 2014 par la section Library Buildings and Equipment et la section Acquisitions and Collection Development, cet article tente de donner un aperçu de quelques projets choisis, réalisés dans le domaine de l’entreposage et de l’archivage des collections imprimées. L’accent sera mis sur le contexte, les buts visés, le financement et les défis relevés. Les intervenants internationaux ont également été invités à faire part de leurs idées concernant des collaborations futures

Finanzierung von Open Access-Übergangsmodellen: Leitlinie für Verlagsverträge für die Open Access-Transformation

Obwohl Studien gezeigt haben, dass mit den Aufwendungen, die bereits gegenwärtig für Subskriptionen ausgegeben werden, eine Open Access-Welt finanzierbar sein sollte, ist damit zu rechnen, dass der Umstieg auf Ebene der Einzelinstitutionen mit Finanzierungsproblemen verbunden sein kann. Um durch Schwierigkeiten solcher Art nicht grundlegend das Open Access-Publizieren zu blockieren, können mit zentral bereitgestellten Finanzmitteln Übergangsmodelle gefördert werden, die einen Umstieg in Richtung Openness erleichtern. Der Beitrag beschreibt die Voraussetzungen für einen fairen und dem Open Access-Gedanken angemessenen Einsatz zentraler Mittel für solche Transitionsmodelle und ein aktuelles Fallbeispiel eines gelungenen Abkommens

Um durch Schwierigkeiten solcher Art nicht grundlegend das Open Access-Publizieren zu blockieren, können mit zentral bereitgestellten Finanzmitteln Übergangsmodelle gefördert werden, die einen Umstieg in Richtung Openness erleichtern. Der Beitrag beschreibt die Voraussetzungen für einen fairen und dem Open Access-Gedanken angemessenen Einsatz zentraler Mittel für solche Transitionsmodelle und ein aktuelles Fallbeispiel eines gelungenen Abkommens.Although studies have shown that it should be possible to financially sustain an Open Access research environment with the expenditure that is already being spent on subscriptions, it is to be expected that on an institutional level the changeover may bring about financial difficulties. In order to avoid a situation where open access publishing is completely put on hold due to such constraints, we can pave the way for a smoother transition to openness by introducing transitional business models, supported by central funds. The paper describes the prerequisites for an equitable and appropriate use of central funds for such transitional business models, and presents a case study of a currently running, successful agreement

Austrian Transition to Open Access (AT2OA) – in a nutshell

Im Rahmen des Hochschulraumstrukturmittelprojekts „Austrian Transition to Open Access“ (AT2OA) sollen durch Neugestaltung der Lizenzverträge mit den Anbietern und durch gezielte Publikationsunterstützung der Forschenden eine Steigerung des österreichischen Open Access-Publikationsoutputs generiert und neue Wege für das Open Access-Publizieren eröffnet werden. In vier Teilprojekten werden unterschiedliche Maßnahmen zur Unterstützung dieses Transformationsprozesses bearbeitet. Ergänzt werden diese Teilprojekte durch Vernetzungsaktivitäten und Maßnahmen zum Wissenstransfer. Der Artikel gibt einen kurzen Überblick über die inhaltlichen Schwerpunkte und die Governance des Projektes.The goal of the Higher Education Area Structural Funds project “Austrian Transition to Open Access” (AT2OA) is to support the large-scale transformation of scientific publications from Closed to Open Access, and to implement measures supporting this initiative. The project aims to increase Austria’s Open Access publication output by restructuring licence agreements with publishers and by providing targeted support for researchers’ publication activities. It will also establish new venues for Open Access publishing. The subprojects are complemented by networking and knowledge transfer activities. The article gives a brief overview of the main topics and the governance of the project

Austrian Transition to Open Access (AT2OA)

In 2016 the expert group called “Open Access Network Austria” (OANA) published 16 recommendations on how Austria should support a transition to open access (OA). The overarching recommendation is that “By 2025, a large part of all scholarly publication activity in Austria should be Open Access. In other words, the final versions of most scholarly publications (in particular all refereed journal articles and conference proceedings) resulting from the support of public resources must be freely accessible on the Internet without delay (Gold Open Access).” These recommendations generated discussions across the sector and questions were raised over costs. In order to address these questions and to explore wider implications, the Austrian university libraries submitted a joint application to the Ministry of Science, Research & Economics and managed to secure funding for a project entitled “Austrian Transition to Open Access” (AT2OA). The goal of the AT2OA project, launched in 2017, is to support the large-scale transformation of scholarly publications from Closed to OA, and to implement measures supporting this initiative. The project aims to increase Austria’s OA publication output by restructuring license agreements with publishers and by providing targeted support for researchers’ publication activities. It will also establish new venues for OA publishing. Currently there are seven transition agreements (see https://konsortien.at/openaccess-en.asp) in place within the framework of the Austrian Academic Library Consortium (KEMÖ). During the talk we will discuss lessons learned and present the first results of our analyses

Gemeinsame Archivierung an den österreichischen Universitätsbibliotheken: neues Geld statt altem Raum

Due to a new university law all Austrian universities became autonomous entities concerning financial and administrative affairs in 2002. As a result, university libraries found themselves in the new position of having to compete with all other university departments for budgetary resources. After overviewing various earlier strategies pursued to deal with this situation the paper focuses on a detailed delineation of the project of shared archiving in Austria: Print volumes which are electronically available will be archived only once. This does not necessarily mean cumulation at one institution, but to identify institutions owning the best holdings and selecting them as archiving libraries. A system of shared archiving should lead to equal distribution of burden. This paper describes principles of legal agreements, workflows and the expected positive impacts on collection development of shared archiving. Keyword
