    This study examines the factors the influence the values and importance that landowners place on the attributes of voluntary wetland restoration programs. Choice-based conjoint analysis, a stated preference method, was used to estimate the marginal utilities and values for restoration program attributes for North Carolina landowners. Landowner preferences were estimated at individual and aggregate levels to examine the importance of modeling heterogeneous preferences.     The random nature of soil loss under alternative land-use practices should be an important consideration of soil conservation planning and analysis under risk. Chance constrained programming models can provide information on the trade-offs among pre-determined tolerance levels of soil loss, probability levels of satisfying the tolerance levels, and economic profits or losses resulting from soil conservation to soil conservation policy makers. When using chance constrained programming models, the distribution of factors being constrained must be evaluated.     Evaluation of Technology Concepts for Traffic Data Management and Relevant Audio for Datalink in Commercial Airline Flight Decks

    Datalink is currently operational for departure clearances and in oceanic environments and is currently being tested in high altitude domestic enroute airspace. Interaction with even simple datalink clearances may create more workload for flight crews than the voice system they replace if not carefully designed. Datalink may also introduce additional complexity for flight crews with hundreds of uplink messages now defined for use. Finally, flight crews may lose airspace awareness and operationally relevant information that they normally pickup from Air Traffic Control (ATC) voice communications with other aircraft (i.e., party-line transmissions). Once again, automation may be poised to increase workload on the flight deck for incremental benefit. Datalink implementation to support future air traffic management concepts needs to be carefully considered, understanding human communication norms and especially, the change from voice- to text-based communications modality and its effect on pilot workload and situation awareness. Increasingly autonomous systems, where autonomy is designed to support human-autonomy teaming, may be suited to solve these issues. NASA is conducting research and development of increasingly autonomous systems, utilizing machine-learning algorithms seamlessly integrated with humans whereby task performance of the combined system is significantly greater than the individual components. Increasingly autonomous systems offer the potential for significantly improved levels of performance and safety that are superior to either human or automation alone. Two increasingly autonomous systems concepts - a traffic data manager and a conversational co-pilot - were developed to intelligently address the datalink issues in a complex, future state environment with significant levels of traffic. The system was tested for suitability of datalink usage for terminal airspace. The traffic data manager allowed for automated declutter of the Automatic Dependent Surveillance-Broadcast (ADS-B) display. The system determined relevant traffic for display based on machine learning algorithms trained by experienced human pilot behaviors. The conversational co-pilot provided relevant audio air traffic control messages based on context and proximity to ownship. Both systems made use of the connected aircraft concepts to provide intelligent context to determine relevancy above and beyond proximity to ownship. A human-in-the-loop test was conducted in NASA Langley Research Centers Integration Flight Deck B-737-800 simulator to evaluate the traffic data manager and the conversational co-pilot. Twelve airline crews flew various normal and non-normal procedures and their actions and performance were recorded in response to the procedural events.     Simulation Evaluation of Synthetic Vision as an Enabling Technology for Equivalent Visual Operations

    Enhanced Vision (EV) and synthetic vision (SV) systems may serve as enabling technologies to meet the challenges of the Next Generation Air Transportation System (NextGen) Equivalent Visual Operations (EVO) concept ? that is, the ability to achieve or even improve on the safety of Visual Flight Rules (VFR) operations, maintain the operational tempos of VFR, and even, perhaps, retain VFR procedures independent of actual weather and visibility conditions. One significant challenge lies in the definition of required equipage on the aircraft and on the airport to enable the EVO concept objective. A piloted simulation experiment was conducted to evaluate the effects of the presence or absence of Synthetic Vision, the location of this information during an instrument approach (i.e., on a Head-Up or Head-Down Primary Flight Display), and the type of airport lighting information on landing minima. The quantitative data from this experiment were analyzed to begin the definition of performance-based criteria for all-weather approach and landing operations. Objective results from the present study showed that better approach performance was attainable with the head-up display (HUD) compared to the head-down display (HDD). A slight performance improvement in HDD performance was shown when SV was added, as the pilots descended below 200 ft to a 100 ft decision altitude, but this performance was not tested for statistical significance (nor was it expected to be statistically significant). The touchdown data showed that regardless of the display concept flown (SV HUD, Baseline HUD, SV HDD, Baseline HDD) a majority of the runs were within the performance-based defined approach and landing criteria in all the visibility levels, approach lighting systems, and decision altitudes tested. For this visual flight maneuver, RVR appeared to be the most significant influence in touchdown performance. The approach lighting system clearly impacted the pilot's ability to descend to 100 ft height above touchdown based on existing Federal Aviation Regulation (FAR) 91.175 using a 200 ft decision height, but did not appear to influence touchdown performance or approach path maintenanc

    Going Below Minimums: The Efficacy of Display Enhanced/Synthetic Vision Fusion for Go-Around Decisions during Non-Normal Operations

    The use of enhanced vision systems in civil aircraft is projected to increase rapidly as the Federal Aviation Administration recently changed the aircraft operating rules under Part 91, revising the flight visibility requirements for conducting approach and landing operations. Operators conducting straight-in instrument approach procedures may now operate below the published approach minimums when using an approved enhanced flight vision system that shows the required visual references on the pilot's Head-Up Display. An experiment was conducted to evaluate the complementary use of synthetic vision systems and enhanced vision system technologies, focusing on new techniques for integration and/or fusion of synthetic and enhanced vision technologies and crew resource management while operating under these newly adopted rules.     Fusion of Synthetic and Enhanced Vision for All-Weather Commercial Aviation Operations

    NASA is developing revolutionary crew-vehicle interface technologies that strive to proactively overcome aircraft safety barriers that would otherwise constrain the full realization of the next-generation air transportation system. A piloted simulation experiment was conducted to evaluate the complementary use of Synthetic and Enhanced Vision technologies. Specific focus was placed on new techniques for integration and/or fusion of Enhanced and Synthetic Vision and its impact within a two-crew flight deck during low visibility approach and landing operations. Overall, the experimental data showed that significant improvements in situation awareness, without concomitant increases in workload and display clutter, could be provided by the integration and/or fusion of synthetic and enhanced vision technologies for the pilot-flying and the pilot-not-flying. During non-normal operations, the ability of the crew to handle substantial navigational errors and runway incursions were not adversely impacted by the display concepts although the addition of Enhanced Vision did not, unto itself, provide an improvement in runway incursion detection
