A flawed portrait. The image of Zofia Kossak in the accounts of former Birkenau female internees

The article indicates how the figure of Zofia Kossak has been recorded in the unpublished accounts by former KL Auschwitz-Birkenau female internees who during their internment came into contact with the famous writer and activist of the Polish Underground State. Their testimonies diverge from the hagiographic tone which has dominated the known stories of Kossak’s camp experiences, rather resembling Tadeusz Borowski’s infamous post-WWII article entitled Alicja w krainie czarów

Propaganda in the Polish Film Chronicle

Polska Kronika Filmowa była medium partyjnym, które na przestrzeni 50 lat działalności miało za zadanie pełnienie funkcji o charakterze propagandowym, poznawczym oraz ludycznym. Kontrolowana przez instytucje cenzorskie sięgała po przeróżne środki manipulacyjne mające na celu odpowiednie przekazanie informacji bądź relacjonowanie wydarzeń politycznych, społecznych, sportowych, a także kulturalnych. Stosowanie różnego rodzaju mechanizmów perswazji językowej, dobór odpowiedniego, nacechowanego emocjonalnie słownictwa, sugestywne ukazywanie przedmiotów bądź zdarzeń czy też stosowanie dyrektyw to tylko niektóre z zabiegów podejmowanych przez zespół redaktorski Kroniki. Wszystko to, by sprostać zadaniu połączenia zawartych w okólnikach z instrukcjami cenzorskimi wytycznych, a jednocześnie sprawienia, by odbiór ich magazynu filmowego dla przeciętnego widza był czymś przyjemnym, pożytecznym oraz kształcącym. Celem artykułu jest ukazanie procesu nasilania bądź łagodzenia mechanizmów propagandowych w realizacji Polskiej Kroniki Filmowej, a także wskazanie, które z podejmowanych przy tworzeniu Kroniki przez zespół redaktorski środków miały za zadanie wpłynąć na percepcję widza.Polish Film Chronicle was a party medium which, over the last 50 years of activity, was supposed to perform propaganda, cognitive and ludistic functions. Controlled by censorship institutions, it was using various manipulative measures aimed at the appropriate transfer of information or coverage of political, social, sports and cultural events. The use of various types of linguistic persuasion mechanisms, the selection of an appropriate, emotionally marked vocabulary, suggestive portrayal of objects or events or the use of directives are just some of the means taken by the editorial team of the Chronicle. All this to cope with the task of combining contained in the circulars with the instructions of censorship guidelines, and at the same time making the reception of their film magazine for the average viewer something pleasant, useful and educating. Techniki elektronicznej identyfikacji użytkowników i ich rola we współczesnej komunikacji z instytucjami systemu administracyjnego

Purpose/thesis: The aim of the article is to introduce the issue of electronic identification that takes place during the communication with the systems of administrative institutions. The author discusses the most modern solutions ensuring high level of security and allowing for the verification of access rights to electronic resources, such as certified electronic signatures, trusted profiles and personal signature and biometric methods (planned to be introduced). Approach/methods: The study was conducted on the basis of the analysis of literature, provisions, the reports of the Ministry of Administration and Digitization on the impact of computerization on Polish administrative institutions and author’ own analysis of the arriving and outgoing correspondence in the Province Marshal’s Office of Silesia in Katowice. The research also involved the options offered to users via ePUAP tool. Results and conclusions: The research identified authentication technologies employed in electronic communication by public entities using ePUAP tool, that is, the use of login and password as well as the application of electronic signature or trusted profile. The analysis of legal provisions helped discuss a personal signature (awaiting the official introduction).The analysis of the literature shows that biometric methods are getting more and more popular while at the same time being the most secure ones in the virtual world. The use of electronic authentication is necessary to ensure the security of information systems in public administration, on the grounds that the authenticated document is of legal significance. Studies conducted by the author in the Province Marshal’s Office of Silesia in Katowice have shown that, in the first quarter of 2014, the use of electronic authentication tools in public administration concerns on average 6.16% documentation sent from the Office and 5.31% of that received by the Office. The results of the research show that there are numerous barriers faced by the users of these systems, including lack of knowledge about the capabilities of the system, lack of comprehensiveness, electronic forms and internal changes in government offices. Originality/value: The communication with public entities in Poland is governed by numerous laws, which have been shown in the text. The construction of information systems of public administration results from the policy of whole country computerization. There has not been any analysis made so far which tools have been adopted to identify users in these systems, and how the process of authentication of electronic documents is implemented

Polityka państwa polskiego w zakresie postępowania z dokumentacją elektroniczną oraz wdrażanie systemu elektronicznego zarządzania dokumentacją (EZD) w kontekście informatyzacji

Zarządzanie dokumentacją elektroniczną to jedno z istotnych zadań współczesnej administracji publicznej. W artykule wskazano na konieczność stosowania przepisów prawnych z zakresu informatyzacji oraz instrukcji kancelaryjnej określającej sposób prowadzenia dokumentacji urzędowej w podmiotach publicznych. Opisano narzędzia teleinformatyczne w postaci systemu EZD, by pokazać, jak kształtowany jest obecnie narodowy zasób archiwalny. W celu usprawnienia procesu informatyzacji administracji publicznej przyjmuje się programy rządowe, np. omówiony w artykule Program Zintegrowanej Informatyzacji Państwa. Zaprezentowane badania dowodzą, że pełna realizacja elektronicznych usług administracji publicznej wymaga ujednolicenia zasad funkcjonowania systemu kancelaryjnego, w tym przyjęcia odpowiednich założeń i wdrożenia systemu EZD RP oraz szerszego wykorzystania ogólnopolskiej platformy komunikacji z administracją publiczną (ePUAP)

The article describes classification as a tool of indexing archival information used in documentation management, of librarianship background. The author focuses on the possibilities of classifying modern documents under currently binging rules. She presents the significance of classification as an information-retrieval language in archival information

Factors affecting the visual perception of colour in rural architecture and landscape

The main objective of this article is to systematize and present some factors affecting the visual perception of colour in space, which should always be taken into consideration by planners, architects, as well as investors – in both the analysis and designing of the project. Because of the far reach of the issue the main problems are covered only briefly, focusing more on those elements that are important for the design of the architectural colour in rural areas. Although the detailed study area was limited mainly to the South Polish villages, contemporary colours follow similar rules throughout Poland. Therefore, it seems that this presentation can be a starting point for further research on the impact of these factors on colour in architecture and establishing universal guidelines in this area
