    Amazonia 2000: An evaluation of three decades of regional planning and development programmes in the Brazilian Amazon region

    During the last three decades the planning region "Amazônia Legal" with 5 million km2, the world's largest area of tropical forests, endured six phases of regional development programmes with far-reaching state and private activities: 1) National Integration, 2) Polamazônia, 3) Integrated rural development, 4) Grande Carajás, 5) Strategies of sustainable development in the Pilot Programme, 6) Avança Brasil. Consequence of all regional development programmes, with the exception of the Pilot Programme, has been an increasing destruction of tropical forests, comprising 14 % of the total forest area. The new Avança Brasil Mega-Programme, financed mostly by the government, with enormous expansion of infrastructure and complex economic activities, is provoking large environmental impacts, representing a major challenge for the future development of Amazonia. After the abolishment of SUDAM because of fraud and corruption, decentralized regional development will have to satisfy the basic needs of the regional population on the basis of sustainable management of forest resources and the preservation of biodiversity in Amazonia

    Climate change signals of extreme precipitation return levels for Germany in a transient convection‐permitting simulation ensemble

    The increase in extreme precipitation with global warming (GW) and associated uncertainties are major challenges for climate adaptation. To project future extreme precipitation on different time and intensity scales (return periods [RPs] from 1 to 100 a and durations from 1 h to 3 days), we use a novel convection-permitting (CP), multi-global climate model ensemble of COSMO-CLM regional simulations with a transient projection time (1971–2100) over Germany. We find an added value of the CP scale (2.8 km) with respect to the representation of hourly extreme precipitation intensities compared to the coarser scale with parametrized deep convection (7 km). In general, the return levels (RLs) calculated from the CP simulations are in better agreement with those of the conventional observation-based risk products for the region for short event durations than for longer durations, where an overestimation by the simulation-based results was found. A maximum climate change signal of 6–8.5% increase per degree of GW is projected within the CP ensemble, with the largest changes expected for short durations and long RPs. Analysis of the uncertainty in the climate change signal shows a substantial residual standard deviation of a linear approximation, highlighting the need for transient data sets instead of time-slice experiments to increase confidence in the estimates. Furthermore, the ensemble spread is found to be smallest for intensities of short duration, where changes are expected to be based mainly on thermodynamic contributions. The ensemble spread is larger for long, multi-day durations, where a stronger dependence on the dynamical component is ascribed. In addition, an increase in spatial variance of the RLs with GW implies a more variable future climate and points to an increasing importance of accounting for uncertainties

    Application of portable FTIR spectrometers for detecting greenhouse gas emissions of the major city Berlin

    Five portable Bruker EM27/SUN FTIR (Fourier transform infrared) spectrometers have been used for the accurate and precise observation of column-averaged abundances of CO2 and CH4 around the major city Berlin. In the work by Frey et al. (2015), a calibration procedure is developed and applied to the set of spectrometers used for the Berlin campaign. Here, we describe the observational setup of the campaign and aspects of the data analysis, and we present the recorded time series of XCH4 and XCO2. We demonstrate that the CO2 emissions of Berlin can be clearly identified in the observations. A simple dispersion model is applied which indicates a total strength of the Berlin source of about 0.8 t CO2 s-1. In the Supplement of this work, we provide the measured data set and auxiliary data. We hope that the model community will exploit this unique data set for state-of-the art inversion studies of CO2 and CH4 sources in the Berlin area. © Author(s) 2015

    Critical Susceptibility Exponent Measured from Fe/W(110) Bilayers

    The critical phase transition in ferromagnetic ultrathin Fe/W(110) films has been studied using the magnetic ac susceptibility. A statistically objective, unconstrained fitting of the susceptibility is used to extract values for the critical exponent (gamma), the critical temperature Tc, the critical amplitude (chi_o) and the range of temperature that exhibits power-law behaviour. A fitting algorithm was used to simultaneously minimize the statistical variance of a power law fit to individual experimental measurements of chi(T). This avoids systematic errors and generates objective fitting results. An ensemble of 25 measurements on many different films are analyzed. Those which permit an extended fitting range in reduced temperature lower than approximately .00475 give an average value gamma=1.76+-0.01. Bilayer films give a weighted average value of gamma = 1.75+-0.02. These results are in agreement with the -dimensional Ising exponent gamma= 7/4. Measurements that do not exhibit power-law scaling as close to Tc (especially films of thickness 1.75ML) show a value of gamma higher than the Ising value.
