    Decentralised Local Governance and Poverty Reduction in Post-1991 Ethiopia: A Political Economy Study

    "After 1991, Ethiopia has introduced an ethnic federal governance system constituting nine regional states and two autonomous city administrations, Addis Ababa and Dire Dawa. The restructuring of the state seemingly led to the decentralisation of power to the regions and Woreda (district authority) levels local governance structure in 1995 and 2002 respectively. The purpose of this article is to examine the practices of decentralised local governance in Ethiopia in general and the local governance performance at the level of peasant association (Kebele) in particular. The article also analyses the link between the local governance and poverty based on three indicators: decentralisation and self-rule (DSR), local capacity for planning (LCP), and effectiveness of local governance system (ELGS). Data was collected from eight selected Kebeles of three different regional states through household survey, qualitative interviews and focus group discussions. The study shows that while the power and control of the central government is well established, the Kebeles lack the capacity and resources to deliver development. The LCP at Kebele level is weak because of organisational incapacity and institutional constraints related to DSR. The ELGS is also poor since Kebeles do not have any fiscal rights and administrative power for the reasons associated with DSR and LCP. The government has been implementing poverty reduction strategies using productive safety net programmes and farmer training centres. These, however, have not had the desired outcome due to organisational and institutional incapacitation of Kebele administrations." (author's abstract

    Gendered forests: exploring gender dimensions in forest governance and REDD+ in Équateur Province, Democratic Republic of Congo (DRC)

    In this study we analyze gender relations legitimatized by socio-political institutions of forest governance in REDD+ pilots in Équateur Province of the Democratic Republic of Congo. Using data from interviews, focus group discussions, and field observations, we show that men and women have different knowledge and use of forests, but these differences are not given due consideration in forest governance. Women’s voices are often muted in decision-making arenas and they occupy only a nominal position in both forestry and development initiatives as compared with men. This status quo is extended to the REDD+ pilot projects as well. Women have limited information about REDD+ compared with men. The mechanisms used to establish new village organization for REDD+ exclude women from decision making in the ongoing REDD+ pilot project. We show that women’s bargaining power for equal inclusion in decision-making processes and for sharing benefits are constrained by existing social norms regarding local access to land and material resources, existing gender division of labor, local perceptions regarding women’s roles and contributions/responsibilities, as well as men’s dominant position in rural settings.     State-Society Relations in Ethiopia: A Political-Economy Perspective of the Post-1991 Order

    -This article analyses state-society relations in Ethiopia with particular emphasis on the post-1991 period. The objective of the study is to identify and analyse the fundamental factors of state-society relations at the national level: property rights, political representation, and the urban-rural elite cleavage. The article views state-society relations at the local level with reference to perception and practice, taking into account symbols, social control, ability to make decisions and control over the means of violence. The study was conducted in eight purposively selected localities in three administrative regions in Ethiopia. The empirical data was collected at national and local levels using key informant interviews, focus group discussions, and a household survey. The analysis shows that state-society relations in Ethiopia are driven by three major factors: property rights, political representations and the urban-rural divide

    Borana women's indigenous social network-marro in building household food security: Case study from Ethiopia

    Pastoralist societies, including Borana, are known for their strong social networks, which provide social- and livelihood-related functions. This paper explores the role of marro - women’s social security network in accessing resources to overcome household food security in Borana, southern Ethiopia. The paper investigates types of resources shared and the role of shared resources in augmenting household food security. The study employed individual interviews, group interviews, focus group discussions and field observations to generate data among two communities engaged in pastoral and agro-pastoral production systems. Results show marro is a voluntary social support network between friends, neighbours and families in which all women participate, regardless of livelihood bases, economic status and age differences. The majority of women use marro when need arises, while a significant number of poor and elderly women depend on it for daily survival. Marro relations resemble both bonding and bridging networks in which resources are mobilized and shared between neighbouring and far-distant households respectively. In both bonding and bridging marro, women share resources such as food items, labour and cash on the basis of trust and solidarity. The primary aim of the shared resources is to overcome household food shortages that increase during drought. However, increases in drought combined with lack of proper external support are limiting the scope of marro in building household food security by limiting the availability of resources and increasing the number of poor people demanding help that need serious attention. The findings of this study add knowledge on the role of social security networks in improving household food security that must be taken into consideration for designing responsive and sustainable food security programmes and projects in pastoral areas in general and Borana in particular
