The Metamodern Trends in the Contemporary Opera Productions. Towards New Expressiveness

This paper focuses on the director's theater as an important stage in the evolution of the opera genre and at the same time an ambiguous cultural phenomenon. Due to the rapid growth of interest in opera in the last quarter of the twentieth century, the concept of director's opera, which owes its formation and flourishing to the postmodern condition, begins to spread in the West. At present the term director's opera is actively used in Russian art criticism. As a result, it was found that the majority of researchers of musical theater in their works associate this concept with the provocative nature of works and too speculative stage interpretations of operas, as well as apparent liberty in the treatment of classical heritage, leading to the destruction of the opera canon. Simultaneously, with the theoretical reflection of the phenomenon of director' opera, as a result of the major crises of the turn of the 20th and 21st centuries, as well as fatigue from the corrosive, destructing irony of postmodernism, the concept of metamodernism appears. According to the theorists of metamodernism, the new cultural paradigm aims to recode modern culture through art, and music was the first to embrace metamodernism that later on penetrated and conquered various cultural spheres. Defending its social significance and vitality, opera theater, following other art forms, changes its aesthetics, demonstrating trends associated with metamodernism, for instance allows for unexpected collaborations that welcome very different people to shine their otherness. As a result of the study of literature and empirical materials, the author concludes that the outlined intensions, which appeared in the period 2016–2018, can be considered as significant examples of the penetration of metamodern trends in contemporary opera theater. As the examples, the writer considers production of Verdi's opera La Traviata by Wilson and Arthur Honegger’s oratorio Joan of Arc at the Stake by Castellucci

ORGANIZATIONAL AND ECONOMIC MECHANISM OF MANAGEMENT OF SOLID MUNICIPAL WASTE MANAGEMENT SYSTEM

The modern system of solid municipal waste management has characterized by the fact that their volumes are continuously increasing and almost completely exported to landfills, that significantly deteriorating the sanitary condition of the territories. One of the main directions in the field of complex system of solid municipal waste management formation is the development of organizational and economic mechanism of management of solid municipal waste management system. The article considers the components of the organizational and economic mechanisms in the system of solid municipal waste management and their interconnection with legal and informational mechanisms. At the same time, attention has focused on those tasks that need to be solving to improve the efficiency of the organizational and economic mechanism of management of solid municipal waste management system

Implementation of initiative projects as a factor in increasing the capacity of the municipality’s territories

The article considers as an integral element of the municipality potential a social resource formed by the population of the municipality participating or involved in the processes of solving problems of local importance through the implementation of initiative projects. It is shown that improving of urban environment quality is based on the plots transformation (improvement, improvement) principles of land, buildings, the land and property complexes formation, the needs and development trends coordination founded on their forecasting and planning, and must consider priorities established by municipality at realisation of practice of initiative projects. The developed organisational and methodological scheme for the preparation and implementation of initiative projects and, within the framework of project management, the initiative project life cycle parameters are presented. An assessment of the contribution of the implemented initiative project to the potential of the municipality is proposed

Problems of organising the solid municipal waste collection in residential buildings

The functioning of the regional operators’ territorial infrastructure of solid municipal waste management revealed a number of problems. The article considers the initial phase of the solid municipal waste management life cycle – the organisation of separate waste collection, which requires joint construction, technological, financial and social solutions, with close cooperation between the state, business and the population. The need to introduce new technologies for the organic waste separate collection, new design solutions in residential buildings under construction for the solid municipal waste separate collection has been noted. In order to monitor waste management processes, coordinate and make decisions to ensure their sustainable functioning, it has been proposed to form an automated information system at the federal level allowing communication to close all regional operators into a unified sectoral information system

ЗАЩИТА ПОТРЕБИТЕЛЕЙ И ИНВЕСТИЦИИ НА СТРАХОВОМ РЫНКЕ: ИТАЛЬЯНСКАЯ И РОССИЙСКАЯ ПРАКТИКА

The main areas in protection of consumers of insurance services are as follows: correct actuarial valuation of insurance liabilities, formation of insurance reserves, devising an investment policy, raising the solvency of insurance organizations, proper information about insurance relations. The paper examines the above-mentioned issues. The present work is the outcome of studies performed with extensive use of basic and applied research works conducted by Russian and foreign specialists. This work is based on statistical data from Italian and Russian insurance markets, regulatory documents, insurance supervision as well as data from Federal State Statistics Service and data from foreign sources. The methods of systemic analysis proved to be an effective tool in investigation. The article explores Italian and Russian experience in the field of protection of consumers of insurance services highlighting those aspects of the Italian experience that can be put into practice on the Russian insurance market. This study may be of interest for participants of the insurance market, especially for the corporate sector and analysts involved in establishing insurance relations aimed to protect the rights and interests of consumers of insurance services.В защите потребителей страховых услуг основными направлениями являются вопросы корректной актуарной оценки страховых обязательств, формирования страховых резервов и инвестиционной политики, платежеспособности страховых организаций, информационного сопровождения страховых отношений. Исследованию этой проблемы посвящена данная статья. Работа является результатом исследования, выполненного с использованием фундаментальных и прикладных работ российских и зарубежных специалистов. Базируется на статистических данных итальянского и российского страхового рынка, нормативных документах, данных страхового надзора, Федеральной службы государственной статистики, зарубежных источниках. Работа проведена с помощью методов системного анализа. В статье исследованы вопросы итальянской и российской практики решения проблем защиты потребителей страховых услуг в определенных аспектах: актуарной оценки страховых обязательств, формирования страховых резервов и инвестиционной политики, платежеспособности страховых организаций, информационного сопровождения страховых отношений. Выявлены основные аспекты итальянского опыта, которые могут быть применены на российском страховом рынке. Материалы работы могут быть использованы участниками страхового рынка - корпоративным сектором и аналитическими компаниями при формировании страховых отношений в целях защиты прав потребителей страховых услуг

Critical analysis of factors determining sustainable development of territories in a strategic perspective

The main interpretations of terms, development trends, foreign and domestic experience within the concept of sustainable development of territories have been considered. The importance of cooperative interaction and cooperation between actors in the same area in the context of existing constraints, barriers and opportunities for the deployment of the processes under consideration, has been confirmed. A statistical comparative analysis of the dynamics of changing trends in the interaction between research organisations and industrial enterprises of the regions has been carried out in comparison with Russian and global trends. The interrelationships between the key factors relating to financial support processes, infrastructure capacity and the research and education component have been revealed and their impact on territorial development has been highlighted. Scientific research methods such as analysis and generalization and correlation analysis were used within the framework of the article

ИНСТИТУЦИОНАЛЬНАЯ ИНФРАСТРУКТУРА РЕФОРМИРОВАНИЯ ЖИЛИЩНО-КОММУНАЛЬНОГО КОМПЛЕКСА

Institutional reformation is of great importance for efficient functioning of housing and utility complex (HUC) infrastructure. The article systemizes market conditions and criteria of functioning of housing and utility service (HUS) market infrastructure taking into account identifying form of competition to compatible housing and utility services. A system model of forming market institutes in the HUC field is proposed. Criteria for assessing development level of the sector infrastructure are suggested. Special emphasis is made on improving state and private cooperation in the HUC area.Большое значение для эффективного функционирования инфраструктуры жилищно-коммунального комплекса (ЖКК) имеют институциональные преобразования. В статье систематизированы рыночные условия и критерии функционирования инфраструктуры рынка ЖКУ (жилищно-коммунальных услуг) с учетом идентификации форм конкуренции к конкретным жилищным и коммунальным услугам. Представлена системная модель формирования рыночных институтов в сфере ЖКК. Предложены критерии для оценки уровня развития инфраструктуры сектора. Особое внимание уделено совершенствованию государственно-частного партнерства в ЖКК

Arrangement of cooperation between labour market and regional vocational education system

Purpose: Modern educational environment in the system of vocational education focuses on the requirements of labour market and those of employers to the content of graduates’ professional competencies. Thus, the purpose of this paper is to develop practical guidance on the arrangement of cooperation between labour market and regional vocational education system. Design/methodology/approach: Participative approach allowed considering the cooperation between labour market and regional system of vocational education as the process aimed at creating management tools for formation, use, development of human resources. The research involved 300 teachers, 400 students, 100 employers, who found out the effectiveness criteria for the cooperation between labour market and vocational education system. Findings: The findings reveal national models characteristics and universal tools for cooperation between vocational education institutions and enterprise. National models characteristics allow identifying the most advantageous cooperation tools; comparing suggested tools with the experience of others and thereby assessing their relevance and implementation risks. Research limitations/implications: The research results allow us to plan strategies for further studies of this problem, which are related to the development of models for cooperation between labour market and vocational education system. Practical implications: The identification of universal tools for cooperation between vocational education institutions and enterprise promotes the integration of national vocational education systems into national educational space. The materials of the paper can be useful for university leaders and professors; employees of centres for professional advancement and retraining in selecting and structuring the content of academic and teaching staff’s advanced training. Social implications: The revealed criteria contribute to vocational education programmes integration, connection between professional and educational standards, students’ professional identity. Originality/value: The effectiveness of the cooperation between labour market and vocational education system will be improved by studying national models and identifying the most advantageous cooperation tools (modular training, voluntary social/ecological year, educational resources integration, state and public management, clustering vocational education institutions and industry companies). This will allow comparing the suggested tools for collaboration between labour market and vocational education system with the experience of others and thereby assess their relevance and implementation risks. Improving the cooperation between labour market and vocational education system will be successful provided that universal tools for cooperation (socio-economic, educational, practical, innovative and technological) are identified, which promotes the integration of national vocational education systems into national educational space. The effectiveness of cooperation between labour market and vocational education system will increase on condition of criterion assessment (clustering, subjectivity, transdisciplinarity), promoting vocational education programmes integration, connection between professional and educational standards, students’ professional identity, students’ engagement in the development and implementation of research and production projects, stepped formation of professional competencies

Heuristic technologies of training in professional education

The changed educational paradigm has identified new educational goals expressed in the form of competencies of students, which they must master to carry out future professional activities at a high level and ensure their competitiveness in the labor market. Within the framework of the competence approach, practice-oriented education is developing, so higher education institutions seek to implement technologies that actively support this direction. The purpose of the article is to analyze the experience of implementing heuristic technologies as one of the most effective in the preparation of a teacher of vocational training. Features and essence of heuristic technologies, their value in modern preparation of students are revealed. The article presents a study that reflects the use of heuristic methods to improve the preparedness of students to perform their professional activities. In the formation of the ability to analyze professional and pedagogical situations-one of the most important professional competencies of future teachers of vocational training, the method of organized strategies (the method of strategies for working with information) was applied. Heuristic teaching methods bring positive results in the formation of the ability to analyze professional and pedagogical situations. The ability to work with information is an important part of the formation of this competence. We performed an analysis of the experience in implementing heuristic technologies, as one of the most effective in training a teacher of vocational training, revealed the features and essence of heuristic technologies, their significance in modern student training. Heuristic teaching methods bring positive results in the formation of the ability to analyze professional and pedagogical situations. Our methods of working with information contribute to more rapid training of teachers of vocational training. The results of testing students ' skills to work with information showed that after the introduction of heuristic methods, the results became much better, which contributes to the formation of this competence. The obtained data can be used in the preparation of students in other areas of teaching pedagogical university

The soft and the hard pomerons in hadron elastic scattering at small t

We consider simple-pole descriptions of soft elastic scattering for pp, pbar p, pi+ p, pi- p, K+ p and K- p. We work at t and s small enough for rescatterings to be neglected, and allow for the presence of a hard pomeron. After building and discussing an exhaustive dataset, we show that simple poles provide an excellent description of the data in the region - 0.5 GeV^2 < t < -0.1 GeV^2, 6 GeV<sqrt(s)< 63 GeV. We show that new form factors have to be used, and get information on the trajectories of the soft and hard pomerons.Comment: 27 pages, 9 figures, LaTeX. A few typos fixed, and references correcte
