It is shown that the recently claimed two new Brans-Dicke wormhole solutions [F. He and S-W. Kim, Phys. Rev. D{\bf 65}, 084022 (2002)] are not really new solutions. They are just the well known Brans-Dicke solutions of Class I and II in a different conformal gauge.Comment: 4 page

Pola Komunikasi untuk Pemberdayaan Kelompok Informasi Masyarakat dalam Menyukseskan Program Swasembada Pangan

Kelompok Informasi Masyarakat (KIM) merupakan lembaga komunikasi nonformal di daerah mempunyai peran strategis di masyarakat, tetapi keberadaannya belum bisa mengakomodir program swasembada pangan seperti yang dicanangkan Presiden Joko Widodo. Hal ini karena pola komunikasi terpadu antara masyarakat dengan unsur stakeholder di daerahnya belum terbangun secara sinergis, serta belum terbangunnya kesadaran masyarakat akan pentingnya program ini. Fokus kajian ini mengungkap bagaimana pola komunikasi yang tepat untuk pemberdayaan KIM dalam menyukseskan program swasembada pangan. Tujuannya adalah terbangunnya suatu pola komunikasi KIM yang lebih baik dalam menghadapi program tersebut. Penelitian menggunakan paradigma studi kasus dengan pendekatan kualitatif, kemudian disusun suatu penguatan pola atau model komunikasi yang tepat dalam menghadapi program tersebut. Subyek penelitian adalah masyarakat dan para stakeholder setempat yang dipandang memahami masalah penelitian ini. Lokasi adalah KIM Palasari, Desa Palasari, Kecamatan Cilengkrang, Kota Bandung. Hasil penelitian menunjukkan pola pemberdayaan komunikasi KIM adalah dengan model komunikasi pendampingan yang lebih terarah dari para stakeholders dan mengembangkan komunikasi kelompok yang lebih demokratis kepada para anggotanya. Pola komunikasi linier (sinergi) secara top down dan bottom up antara KIM dengan para stakeholder yang kompeten perlu penguatan untuk memberikan pemahaman yang benar dalam berkomunikasi

김정은 정권의 권력 엘리트 통치 전략

학위논문 (석사) -- 서울대학교 대학원 : 사회과학대학 정치외교학부(정치학전공), 2021. 2. 임경훈.본 연구는 독재정치 이론의 관점에서 김정은의 권력 엘리트 통치 전략 방식을 밝힘과 동시에 당-국가체제의 ‘정상화’라는 북한 정치체제의 변화를 수령의 정권 안정화 도모라는 맥락 속에서 해석하는 것을 목적으로 한다. 북한 연구에서 권력 엘리트에 대한 기존 연구들은 주로 권력 엘리트 개인의 출신성분과 수령과의 연관성 분석을 중심으로 진행되었다. 본 논문은 이러한 기존 연구들이 이룬 북한 권력 엘리트에 대한 분석과 자료들을 바탕으로 정권 안정화와 체제 유지를 위해 독재자가 엘리트 연합에 대해 어떠한 전략을 사용하는지 분석하고자 한다. 독재정치 이론은 독재자 이외에도 독재체제를 이루는 행위집단을 구별하여 그 관계의 변화를 통해 독재의 작동원리를 밝힌다는 점에서 유용하다. 그 중에서도 선출인단과 승자연합의 규모 변화, 그리고 통치자와 승자연합의 관계를 통해서 통치자의 정권 유지 전략을 설명하는 부르노 데 메스키타의 선출인단이론을 본 연구의 이론적 논의 기반으로 삼는다. 김정은은 1) 실질적인 권력 엘리트의 규모는 축소시키면서 승자 연합에 대한 자신의 통제력을 높이고, 2) 잦은 조직 및 인사 개편을 통해 권력 엘리트들이 독자적인 파벌을 형성하는 것을 막는 전략을 사용하고 있다. 이러한 전략은 독재자가 충성세력에게 적절한 보상을 제공하고 이권을 재분배하는 것을 용이하게 하기 때문에 독재국가에서 쉽게 찾아볼 수 있는 독재자의 전략이다. 그러나 북한의 김정은은 이러한 독재자의 전략을 당-국가 체제의 정상화라는 제도적 변화와 함께 사용했다. 당-국가체제는 원래 사회주의 정치체제의 가장 일반적이고 기본적인 특징이지만, 북한의 경우에는 체제건설과정과 수령독재체제의 공고화를 거치며 당의 영도보다 수령의 영도가 더 우위에 있어왔다. 김정은은 집권 이후 당-국가체제의 ‘정상화’나 혹은 ‘복원’이라고 불릴 만한 제도적 변화를 꾀하면서 강화된 당의 권위를 통해서 권력 엘리트에 대한 통제를 강화했다. 본 연구에서는 이처럼 당-국가체제의 ‘정상화’라는 김정은 정권 하에서 나타나는 북한 정치체제의 변화를 사회주의 당-국가체제의 개념 및 수령제와 함께 구축된 북한 체제의 수립 과정 등과 함께 살펴보면서, 결과적으로 이러한 변화들을 정권 안정화와 체제 유지 및 권력 엘리트 통제를 목적으로 한 독재자의 전략적 측면에서 분석한다.By analyzing the power elite of the Kim Jong-un regime from the perspective of autocratic theory, this thesis reveals Kim Jong-un’s strategy of taming power elites and explores the meaning of the political changes in North Korea. Previous studies on the power elite in North Korea have focused mainly on analyzing the origins and backgrounds of individual power elites or their connection with Suryeong. This thesis interprets the analysis and data on the North Korean power elite achieved by these previous studies from the perspective of autocratic theory. The autocratic theory is useful because it distinguishes between groups of acts that form a dictatorship and reveals the operating principles of dictatorship through changes in their relationships. In particular, the Selectorate Theory of Bueno de Mesquita (BdM) explains the relationship between the ruler and the Winning Coalition through the size of the Selectorate and the Winning Coalition, which is the basis of the theoretical discussion in this thesis. Kim Jong-un diminishes the size of power elites in an effort to consolidate the dictator’s political standing. And he staves off factional coalitions from forming by stirring up organizational structure and frequent cabinet/elite reshuffle. These two strategies are accompanied by an institutional change in the ‘normalization’ of the Party-Sate System. This thesis analyzes the party’s empowerment in North Korea from the perspective of Kim Jong-un’s strategy of maintaining his dictatorship.Chapter 1. Famine in North Korea (1990's to Present): Agricultural Reform Policy and Food Security Under Kim Jong Un

The study examines what truly embodies famine, its indicators and its consequences towards constituents. Furthermore, it takes a closer look into the rise of the Supreme Leader Kim Jong Un. With this in mind, it examines Kim Jong Un and his commitment to transforming North Korean society with specific emphasis on agriculture. This is an observational analysis that aims to confirm that former agricultural policies have been ineffective for a number of reasons (e.g. government and regional inconsistencies, lack of arable land, environmental issues, lack of resources etc). In addition to this, the study aims to explore whether or not Kim Jong Un is taking strategic measures to ensure food security for North Korea. In order to evaluate and analyze, first we must take a closer look at the history of agricultural reform policies to see how they directly influence food security and famine in North Korea. Furthermore, this study will examine how the historical background directly influenced many of these changes. The core of this research relies on the observation of agricultural developments and setbacks. A Study on the Industrial Revolution of the New Century

학위논문 (석사) -- 서울대학교 대학원 : 국제대학원 국제학과(국제지역학전공), 2021. 2. 한정훈.North Korea has expended considerable effort in pursuing its goal of the Industrial Revolution of the New Century (IRNC), which is known as North Koreas latest science and technology (S&T) innovation at the same time economic development strategy. Despite its dire economic conditions, exacerbated by the recent sanctions, the country has expended considerable amounts of resources and efforts in pursuing its goal of leapfrogging through the IRNC. However, existing biases and high standards of S&T evaluation towards this lower-middle-income (LMI) state led its S&T to be considered as rather obsolete. Is North Koreas S&T too obsolete to be used as a means for economic development? This thesis explores the transition and development of North Koreas S&T policy and its capability from Kim Jong-ils S&T-oriented policy to Kim Jong-uns IRNC. It aims to explain the characteristics of the IRNC compared to the previous regimes S&T policy and how certain changes have resulted in North Koreas current S&T development. Thereby, the paper argues that the current regimes S&T policy via the IRNC has allowed the acceleration of innovation development lacked in the previous regime. It also argues that North Koreas S&T innovations since Kim Jong-uns regime do not fall behind those of other countries at similar stages of their industrial development. The current governments innovations clearly show that this time, North Korea has the potential to leapfrog. Yet, it also notes that the current regimes persistent pursuit of nuclear weapons and isolation from the international scene will limit its potential to achieve further economic growth as a socialist economic powerhouse.북한은 넓게 해석하면 북한식 4차 산업혁명이라 볼 수 있는 새세기산업혁명을 증진하기 위해 상당한 노력을 기울이고 있다. 새세기산업혁명은 북한의 경제발전과 과학기술혁신을 목적으로 적극적으로 추진되어 왔다. 지속되는 경제 제제로 인해 자금난을 겪고 있으면서도 북한은 과학 기술 혁신에 대한 중요성을 인지하고 위 전략을 통해 선진국 못지않은 열정으로 연구개발에 지원을 아끼지 않고 있다. 한편, 이 은둔 국가에 대한 선입견과 선진국의 과학기술혁신 수준을 기준으로 북한의 과학기술혁신이 평가되면서 북한의 과학기술은 여전히 매우 낙후된 것으로 평가되고 있다. 과연 북한의 과학기술은 낙후되었고 경제발전 수단으로 기대하지 못할 만큼 형편없는가? 본 논문은 김정일 정권부터 김정은 정권까지 북한 과학기술 정책의 변화와 발전을 살펴보고 이들의 과학기술혁신 역량을 분석한다. 이를 통해 새세기산업혁명을 통한 현 정권의 과학기술혁신이 이전 정권에서 미약했던 혁신 창출을 가속화했고 나아가 북한의 과학기술 역량이 북한에 비해 조금 우위에 있는 혹은 비슷한 산업발전단계에 있는 국가들과 비교했을 때 결코 뒤쳐지지 않음을 주장한다. 또한, 새세기산업혁명 전략이 북한 단번도약의 열쇠가 되는 잠재력을 지니고 있음을 강조한다. 그러나 현 정권의 지속되는 핵 개발 의지와 이에 따른 국제적 봉쇄로 인해 새세기산업혁명의 최종 목표인 사회주의 경제강국으로의 성공 전망은 회의적일 수밖에 없다. 따라서 북한이 비핵화를 선언하고 개혁개방을 통해 그들이 꿈꾸는 경제강국을 이룰지, 아니면 경제 회복과 중저소득국가수준에서 만족할 것인지는 김정은의 선택에 달려 있다.Ⅰ. Remarks on non-linear noise excitability of some stochastic heat equations

We consider nonlinear parabolic SPDEs of the form $\partial_t u=\Delta u + \lambda \sigma(u)\dot w$ on the interval $(0, L)$, where $\dot w$ denotes space-time white noise, $\sigma$ is Lipschitz continuous. Under Dirichlet boundary conditions and a linear growth condition on $\sigma$, we show that the expected $L^2$-energy is of order $\exp[\text{const}\times\lambda^4]$ as $\lambda\rightarrow \infty$. This significantly improves a recent result of Khoshnevisan and Kim. Our method is very different from theirs and it allows us to arrive at the same conclusion for the same equation but with Neumann boundary condition.
