    On the theory of the initial stage of slow nuclear burning

    Scientific principles of linear nuclear power systems of slow burning are elaborated. Two concepts of a slow burning reactor, one using U-Pu cycle and the other Th-U cycle are proposed. In the first concept the reactor is approximated by a homogeneous media and operates with fast neutrons. In the second concept the reactor is a heterogeneous assembly using both fast and thermal neutrons. The fast neutron flux at the initial stage after the reactor was ignited was determined for both concepts

    Effective Dielectric Response of Metamaterials

    We use a homogenization procedure for Maxwell's equations in order to obtain in the local limit the frequency (ω\omega) dependent macroscopic dielectric response ϵM(ω)\epsilon^M(\omega) of metamaterials made of natural constituents with any geometrical shape repeated periodically with any structure. We illustrate the formalism calculating ϵM(ω)\epsilon^M(\omega) for several structures. For dielectric rectangular inclusions within a conducting material we obtained a very anisotropic response which changes along one direction from conductor-like at low ω\omega to a resonant dielectric-like at large ω\omega, attaining a very small reflectance at intermediate frequencies unrelated to surface plasmon excitation and which can be tuned through geometrycal tayloring. A similar behavior is obtained for other shapes close to the percolation threshold.Comment: 16 pages 7 figures. Accepted in Phys. Rev. B (2009-06-08

    The analysis of the current trends in the Russia’s state policy of international cooperation on the issue of information security reveals the fact that to date China remains the strategic technology partner for Russia. Over the past few years information security has become one of the key topics raised in the talks between the Russian and Chinese counterparts both in the governmental scale and at the level of private business. The author of the article compares the state approaches to information security, analyses possible points of contact in matters of national information security and the views of the parties on the global architecture of information security. Given this, the author draws a distinction between the Eastern (Russian-Chinese) and the Western (the USA, the EU) approaches to ensuring global information security. Based on the analysis of the state information and communication policy of Russia and China, the article provides an assessment of the prospects for further cooperation between the two countries in the field of information technologies

    Influence of small periodic perturbation in periodic dielectric medium on propagation of ТМ-polarized waves is investigated by the Krylov-Bogolyubov averaging method. As a result of periodic perturbation inside the allowed bands of unperturbed medium forbidden bands appear. The appearance of forbidden bands is conditioned by a parametric resonance between spatial harmonics of perturbation and plane waves, on which the solution of the wave equation in periodic medium is decomposed. The location, number and width of these bands are determined

    Робота присвячена сучасним розробкам у галузі сегментування зображень. Встановлено, що основна складність при сегментуванні зображень – врахування різних видів додаткових факторів, таких як: різнорідний фон, змінність різних частин зображення, наявність шумів. У зв’язку з цим, з використанням відомих методів сегментування зображень не завжди вдається забезпечити стійкість до різних варіацій параметрів зображень (топологічним, геометричним, фотометричним). Теоретично обґрунтована можливість використання еволюційного методу сегментування оптико- електронних зображень та визначені оптимальні агенти сегментування на оптико- електронних зображеннях.The given work is devoted to the modern developments in the field of image’s segmentation. It is established that the main difficulty with the image’s segmentation – accounting various kinds of additional factors, such as: diverse background, variability of different parts of the image, the presence of noise. In connection with this, using known methods of image segmentation is not always possible to provide resistance segmentation methods to the different variations of the image parameters (topological, geometric, photometric). Theoretically proved the possibility of using the evolutionary method of segmentation of optic-electronic images and determined the optimal path segmentation agents in opticelectronic images
