    More haste, less speed? : an evaluation of fast track policies to tackle persistent youth offending in Scotland

    In 2003 the Scottish Executive introduced a new 'Fast Track' policy on a pilot basis, which was intended to speed up the processing of persistent youth offending cases and reduce rates of persistent offending. Additional resources were provided to promote access to dedicated programmes, as well as quicker assessment, report delivery and decision making. This paper, based on a multi-stranded comparative evaluation, describes how the policy was welcomed by a wide range of practitioners, decision makers and managers involved with children's hearings who mostly thought it was a positive innovation consistent with the hearing system's commitment to a welfare-based approach. 'Fast Track' cases were handled more quickly than others. After two years, however, the policy was discontinued, largely because of negative evidence about re-offending

    A rare case of zolendronate infusion complication leading to glaucoma filtration surgery

    Zolendronic acid is a nitrogenous biphosphonate commonly used as an intravenous infusion for the management of Paget’s disease, osteoporosis, and hypercalcemia of malignancy. We report a rare and challenging complication of zolendronate infusion: unilateral acute anterior uveitis followed by persistently raised intraocular pressure despite being on four different classes of antiglaucoma medication. The challenge was that the patient required topical steroid to treat her uveitis in the background of known glaucoma with corresponding steroid response. She eventually underwent a left phacotrabeculectomy augmented with 5-fluorouracil. Four weeks postoperatively she developed an encapsulated bleb and underwent needling with 5-fluorouracil. This case highlights the importance of having a high index of suspicion for anterior uveitis in patients with a red and painful eye after initiating biphosphonate therapy. Caution should also be exercised when prescribing biphosponates to glaucoma patients

    Pixel Entanglement: Experimental Realization of Optically Entangled D=3 and D=6 Qudits

    We demonstrate a simple experimental method for creating entangled qudits. Using transverse-momentum and position entanglement of photons emitted in spontaneous parametric down-conversion, we show entanglement between discrete regions of space, i.e., pixels. We map each photon onto as many as six pixels, where each pixel represents one level of our qudit state. The method is easily generalizable to create even higher dimensional, entangled states. Thus, the realization of quantum information processing in arbitrarily high dimensions is possible, allowing for greatly increased information capacity

    The Scottish Executive decided that a Fast Track approach to the children's hearings system would be introduced in early 2003 on a pilot basis in selected parts of Scotland. The aim was to improve practice and outcomes with respect to the ways that the hearings system and associated services dealt with young people who persistently offend. Particular objectives were to: ‱ reduce the time taken both overall and at each stage of decision-making ‱ promote more comprehensive assessments which include appraisals of offending risk ‱ ensure that all young people who persistently offend and who require an appropriate programme have access to one ‱ reduce re-offending rates as a result of the concerted efforts made in such cases

    Tendon and ligament injures cause significant loss of performance in sport and decreased functional capacity in the workplace. Many of these injures remain difficult to treat, and many individuals have long-term pain and discomfort. Animal studies of growth factor and cell-based therapies have shown promising results, but these treatments also can be misused to enhance athletic performance. The International Olympic Committee (IOC) now has high-level scientific advisors who can advise the IOC as to the use and abuse of these technologies

    The Near-Linear Regime of Gravitational Waves in Numerical Relativity

    We report on a systematic study of the dynamics of gravitational waves in full 3D numerical relativity. We find that there exists an interesting regime in the parameter space of the wave configurations: a near-linear regime in which the amplitude of the wave is low enough that one expects the geometric deviation from flat spacetime to be negligible, but nevertheless where nonlinearities can excite unstable modes of the Einstein evolution equations causing the metric functions to evolve out of control.     Collapse of a cylinder of Bingham fluid

    The ``Slump Test" is a simple method of measuring the yield stress of certain materials such as concrete and concentrated suspensions. In this procedure a cylindrical test sample is allowed to deform under its own weight, and the yield stress is obtained from the change in height (slump height) of the sample using an empirical calibration curve. In this paper the slump height/yield stress relationship of the material, considered as a Bingham fluid, is investigated numerically using a finite volume procedure applied to a homogeneous two-fluid (liquid-air) model representing flow of an equivalent single phase with variable properties. Advection is approximated using a van Leer flux limiter to reduce interface smearing without the occurrence of spurious oscillations. Predictions are in reasonable agreement with published experimental data for high yield stress materials, but are less satisfactory when the yield stress is low
