    Penelitian ini dilakukan dengan tujuan untuk mengetahui bagaimana praktik penanganan pengungsi di Indonesia dan bagaimana peran organisasi-organisasi internasional dalam memberikan perlindungan bagi pengungsi di Indonesia.  Dengan menggunakan metode penelitian yuridis normatif, disimpulkan: 1. Indonesia menerima para pengungsi yang melintasi batas-batas Negara demi mendapatkan perlindungan hanya karena alasan kemanusiaan semata. Karena sampai saat ini belum ada instrumen hukum yang mengatur secara komprehensif di Indonesia tentang masalah pengungsi. Tetapi secara tidak langsung, Indonesia telah menaati prinsip non-refoulement dan non-discrimination yang merupakan norma dasar hukum internasional yang telah berkembang menjadi kebiasaan internasional. 2. UNHCR telah melaksanakan tugasnya dengan baik sesuai dengan mandat yang tertera dalam Statuta UNHCR 1950 yaitu tugas untuk penentuan status seseorang apakah dia pengungsi atau imigran biasa, dan mencari solusi jangka panjang bagi para pengungsi yang berada di Negara yang bukan peratifikasi Konvensi 1951 dan Protokol 1967. Indonesia sebagai Negara pengamat bagi IOM membawa dampak yang positif dalam menangani masalah imigrasi.     Implementation of College In-State Tuition for Undocumented Immigrants in New York

    This qualitative case study explored how New York’s in-state tuition policy is being implemented for undocumented immigrants at two community colleges within the City University of New York (CUNY) system. This investigation discovered that CUNY has devoted its own resources in the development of workshops, training sessions, manuals, and centers to assist in the implementation of this measure. Also, this study found that — while these colleges and CUNY overall have made a commitment towards the successful implementation of this policy — undocumented immigrants still face barriers in obtaining in-state tuition rates. The objective of this investigation is to under-stand how New York’s in-state tuition policy is being implemented for undocumented immi-grants. To explore this phenomenon, two groups of individuals were interviewed, state-3Spring 2010 NYLARNet 9 level officials6 and local-level officials.7 While no undocumented immigrants were requested to participate, the perception of that group was gathered from local-level officials. The in-sights of both sets of officials will provide a glimpse into how each has been involved with or affected by the manner in which this policy has been shaped and implemented for this specific population

    In some usages “diaspora” refers to a social process (relocation or migration) and in others to a social entity (a migrant group or ethnic group). Both approaches require scholars to define diaspora, but the criteria often seem arbitrary. Rather than posing a timeless question (“What is a diaspora?”), this article examines diaspora as an idea that people use to interpret the world migration creates. Diaspora in this sense reached its peak historical significance for Ireland in two distinct periods, but for quite different reasons: the era of the Great Famine, when mass emigration gave rise to a powerful transnational sense of exile; and the era since the 1980s, when changes in the academy, popular culture, communications, and especially government policy produced a new sense of connectedness among the global Irish

    A grounded theory model of the counselling referral process in primary care methadone treatment in Ireland.

    In terms of the treatment of illicit drug abuse, methadone maintenance is a well researched and widely applied systematic response. The approach to primary care methadone treatment in Ireland is based on the methadone protocol. Primary care plays a central role in the delivery of methadone treatment. Beginning with a view that a system evolves within the constraints and influencing factors of its context, the aim of this thesis is to model the process that has developed by which patients on primary care methadone treatment are referred to counselling. It investigates the role primary care practitioners perceive they have in relation to managing the psychosocial aspects of the methadone patient's treatment regime. It analyzes individual medical practitioner counselling referral mechanisms to determine what common processes operate across different practitioners. It identifies the factors that influence the use of counselling on primary care methadone programmes and structures these in a cause/effect model. This research used interviews and documentary analysis to acquire grounded data. The sample consisted primarily of medical practitioners involved in the delivery of methadone programmes. Others closely involved in the implementation of drug treatment in the primary care context made up the balance of interviewees. The study used a grounded theory methodology to induce the process that was latent in the grounded data. Concepts emerging were grouped under the headings of referral factors, decision making factors and factors related to the unique positioning of primary care at the interface between medicine and society. The core finding was that, in primary care in Ireland, there is no psychological model to complement the pharmacological intervention of methadone substitution. The findings from this study offer insight into the factors at work and their impacts, in the context of the use of counselling in primary care methadone treatment. The study suggests a possible direction for further evolution of opiate abuse treatment in Ireland which would transform it from a harm reduction to a holistic patient centric paradigm

    Nextcloud provides a server side encryption feature that is implemented by the Default Encryption Module. This paper presents cryptographic vulnerabilities that existed within the Default Encryption Module as well as other shortcomings that still need to be addressed. The vulnerabilities allowed an attacker to break the provided confidentiality and integrity protection guarantees. There is a high risk that ownCloud also contains some of the issues presented in this paper as it still has cryptographic code in common with Nextcloud

    Unmanned Aircraft System (UAS) Delegation of Separation in NextGen Airspace

    The purpose of this study was to determine the feasibility of unmanned aircraft systems (UAS) performing delegated separation in the national airspace system (NAS). Delegated separation is the transfer of responsibility for maintaining separation between aircraft or vehicles from air navigation service providers to the relevant pilot or flight operator. The effects of delegated separation and traffic display information level were collected through performance, workload, and situation awareness measures. The results of this study show benefits related to the use of conflict detection alerts being shown on the UAS operator's cockpit situation display (CSD), and to the use of full delegation. Overall, changing the level of separation responsibility and adding conflict detection alerts on the CSD was not found to have an adverse effect on performance as shown by the low amounts of losses of separation. The use of conflict detection alerts on the CSD and full delegation responsibilities given to the UAS operator were found to create significantly reduced workload, significantly increased situation awareness and significantly easier communications between the UAS operator and air traffic controller without significantly increasing the amount of losses of separation

    Childhood Trauma and Eating Psychopathology:A Mediating Role for Dissociation and Emotion Dysregulation?

    The present study examined the relationship between different forms of childhood trauma and eating psychopathology using a multiple mediation model that included emotion dysregulation and dissociation as hypothesised mediators. 142 female undergraduate psychology students studying at two British Universities participated in this cross-sectional study. Participants completed measures of childhood trauma (emotional abuse, physical abuse, sexual abuse, emotional neglect and physical neglect), eating psychopathology, dissociation and emotion dysregulation. Multiple mediation analysis was conducted to investigate the study's proposed model. Results revealed that the multiple mediation model significantly predicted eating psychopathology. Additionally, both emotion dysregulation and dissociation were found to be significant mediators between childhood trauma and eating psychopathology. A specific indirect effect was observed between childhood emotional abuse and eating psychopathology through emotion dysregulation. Findings support previous research linking childhood trauma to eating psychopathology. They indicate that multiple forms of childhood trauma should be assessed for individuals with eating disorders. The possible maintaining role of emotion regulation processes should also be considered in the treatment of eating disorders

    Detection of Yersinia enterocolitica serotype O:9 in the faeces of cattle with false positive reactions in serological tests for brucellosis in Ireland

    Intestinal infection by Yersinia enterocolitica serotype O:9 (YeO9) in cattle has been linked to false positive serological reactivity (FPSR) in diagnostic tests for brucellosis. Although eradicated in Ireland, brucellosis monitoring still identifies seropositive animals, usually one or two (termed singletons) per herd, which are classed as FPSR. To investigate a link between FPSR and YeO9, faeces and blood were collected from singleton FPSR cattle, and from companion animals, in eight selected herds with more than one FPSR animal, for YeO9 culture and Brucella serology. YeO9 was isolated from 76/474 (16%) FPSR singletons in 309 herds, but not from any of 621 animals in 122 control non-FPSR herds. In the FPSR herds 52/187 (27.8%) animals were culture positive, and 17% of the isolates were from seronegative animals. Seropositive animals were more likely to have a rising antibody titre when culture positive

Knowing the potential maximum photoautotrophic growth rate for planktonic primary producers is fundamental to our understanding of trophic and biogeochemical processes, and of importance in applied phycology. When dayintegrated C-specific growth is considered over natural light:dark cycles, plausible RuBisCO activity (Kcat coupled with cellular RuBisCO content) caps growth to less than a few doubling per day. Prolonged periods of C-specific growth rates above ca. 1.3 d thus appear increasingly implausible. Discrepancies between RuBisCO-capped rates and reported microalgal-specific growth rates, including temperature-growth rate relationships, may be explained by transformational errors in growth rate determinations made by reference to cell counts or most often chlorophyll, or by extrapolations from short-Term measurements. Coupled studies of enzyme activity and day-on-day C-specific growth rates are required to provide definitive evidence of high growth rates. It seems likely, however, that selective pressure to evolve a RuBisCO with a high Kcat (with a likely concomitant increase in Km for CO2) would be low, as other factors such as light limitation (developing during biomass growth due to self-shading), nutrient limitations, CO2 depletion and pH elevation, would all rapidly depress realized specific growth rates
